A motion was made by Committee Member Joe Woollett to approve the October 20, 2004,
minutes subject to the following corrections:
DRC No 3949-04 -Herbert Love Page 12 paragraph 1, sentence 1 amended as follows:
5) specify on the drawings what the circular vents are, noting that the DRC prefers the plumber
to group as many vents as possible and pel£es poke through the roof with as few as possible, as

A motion was made by Committee Member Craig Wheeler to approve the November 17, 2004,
minutes subject to the following corrections:
DRC No 3908-04 -Son Light Christian Center (Orange Theater), page 2, paragraph 1, sentence
1 and 2 amended as follows:
Committee Members Joe Woollett and Craig Wheeler recused themselves from this item.
Committee Member Wheeler stayed in the room to maintain a quorum.
DRC 3957-04 -Pain Dumonde ~ Salon Gallery page 4, paragraph 3, sentence 1 amended as
follows:
Committee Member ~V~eeler Woollett stated that he was not concerned about making the new
patio area look like the building behind it, as he felt it was important for each of the businesses to
establish a unique look for their property.
Paragraph 4, sentence 1 amended as follows:
Committee Member Weel-left Wheeler stated that he would very much like to see something in
the patio area that related back to the building so that it did not appear as an isolated element
Conditions 1 and 2, added as follows:
1. The awning shall be removed from the building elevations.
2. That either the wall pilasters or the lower horizontal portions of the wall shall use brick
of a type similar to the existing building.

recommendation to require that the applicant bring the project into compliance by restoring the
front porch and private sidewalk to its previous condition in the following manner:

The DRC members and applicant reviewed the specifics of the project and resolved to revise the
window trim to match the existing window trim, the new brick and the existing brick are to be
matched as much as possible, and the building eves eaves will be revised to vertical cut similar to
the existing residence.
Condition 2 amended as follows:
1. The building eves eaves shall have vertical cut to match the eves on the existing structure.

1. DRC No. 3965-04 -FIRE STATION NO. 8 (Capital Improvement Project No. 2681)
Request to construct a new 7,500 square foot fire station (Fire Station No. 8) to replace
an existing 1,440 square foot modular building (temporary station). Water utility
relocation and enclosure, parking lot, security fencing, trash enclosure and landscape
improvements are also proposed.

DRC Action: Recommendation to the City Council
Jennifer McDonald, Associate Planner/Environmental Review Coordinator with the City,
provided an overview of the project using the submitted plans and updated color elevations
presented at the meeting) for reference. Ms. McDonald stated that the DRC previously reviewed
conceptual plans for the project on 11/17/04, and highlighted the plan revisions undertaken since
the last DRC review. The project architect and City team were then introduced and described
various aspects of the project in further detail, including the color palette and materials (materials
board was presented at the meeting).
The DRC discussed the proposed louvers, the height and design of the tower, the variation in the
roof the color shades, fencing material and finish (tubular steel), window trim materials
anodized ahmlinum), finish on the apparatus bay doors (factory finish, dark brown baked
enamel), and the project budget.
The Committee commented that, as a cost saving measure, the stone accents around the fire
apparatus bay doors could be removed since they did not add significantly to the aesthetic of the
building. The stone accents should remain on the tower.
The Committee commented that the redesigned tower tends to compete with the fire apparatus
bay building, because they are similar in height. The architect discussed that the tower was
redesigned to be more rectilinear in form and the height increase seemed appropriate for the
revised shape.
The Committee commented that the louvered vents should be painted to match the roofing to the
greatest extent possible.
The Committee commented that the wainscot on the fire apparatus bay room could be raised, so
that the proportion of the base to the height of the apparatus building would be similar to the
remainder of the building.
The Committee discussed with the project team whether there was an interest in adding the two
deductive alternates (special projects room and storage area) to the building later on, if funds
were not available for construction at this time. The Architect clarified that (based on recent cost
estimates) eliminating the two "optional" rooms from the project does not appear to result in
substantial cost savings. This issue will have to be discussed further with the project team.

Committee Member Joe Woollett made a motion to recommend approval to the City Council
subject to the conditions outlined in the staff report, as follows:
1. Prior to issuance of building permits, the Landscape Plan shall be revised to show an
evergreen clinging vine around the trash enclosure. The plant material shall be approved
by the City's Landscape Coordinator.
2. Prior to issuance of building permits, the Landscape Plan shall be revised to identify the
quantities for all plant material (Star Jasmine and Myoperum shrubs).
3. Prior to issuance of building permits, the Landscape Plan shall be revised to correct the
quantity of pine trees to be protected in place.
4. Prior to the issuance of building permits, the final Landscape Plan, Irrigation Plan, and
Details shall be submitted to and approved by the City's Landscape Coordinator.
5. Prior to the issuance of building permits, the final Sign Plan and Details shall be
submitted to and approved by the City's Community Development Department.
6. Prior to commencement of construction, the City shall complete a soil fertility study. The
soil fertility study shall recommend and the City shall implement soil amendments during
construction to ensure the proposed plant material will grow onsite.
7. Prior to commencement of construction, the City shall coordinate with Southern
California Edison to ensure that the relocated transformer enclosure is painted green to
blend with the landscaped area and otherwise screened to the greatest extent possible.

2. DRC No. 3975-04 - MEIFERT RESIDENTIAL ADDITION & REMODEL
A request to construct an additional 580 square feet to the rear of an existing non-
contributing residential structure located on a corner lot within the boundaries of the Old
Towne Historic District.

DRC Action: Final Determination
Anne Fox, Contract Planner for the City, provided an overview of the project using the
submitted plans for reference. The project architect and homeowners were then introduced
and described various aspects of the project in further detail. The Committee then opened the
discussion to the public.
Representatives from the Old Towne Preservation Association (OTPA) introduced
themselves and asked questions of the applicant regarding the siding at the front porch area
and to confirm that the addition would continue along the lines of the existing architecture.
OTPA was satisfied with the responses and clarifications provided by the architect.
The discussion was then returned to the Committee. The DRC commented on the posts in
the rear used to support the covered porch area not matching the posts on the front porch,
whether the window sizes may need to change for egress purposes, continuation of the gutter
detail at the roof line, and confirmed that the trim around the windows and doors would be
smooth surfaced and painted.
Committee Chair Jon Califf made a motion to approve the project subject to the following
conditions:
1. All construction shall conform in substance and be maintained in general conformance
with plans labeled Attachment 2 (dated February 16, 2005) and as recommended for
approval by the Design Review Committee.
2. DRC approval of the plans is contingent upon approval of the Administrative Adjustment
by the City's Zoning Administrator for the reduced side yard setback of 9 feet.
3. The following code provisions are applicable to this project, and are included for
information only. This is not a complete list of requirements, and other code provisions
may apply to the project.
Prior to issuance of building permits, the applicant shall pay all applicable
development fees, including but not limited to: City sewer connection, Orange
County Sanitation District Connection Fee, Transportation System Improvement
Program, Fire Facility, Police Facility, Park Acquisition, Sanitation District, and
School District, as required.
Building permits shall be obtained for all construction work, as required by the
City of Orange, Community Development Department's Building Division.
Failure to obtain the required building permits will be cause for revocation of this
design review permit.

All structures shall comply with the requirements of Municipal Code -Chapter
15.52 (Building Security Standards), which relates to hardware, doors, windows,
lighting, etc. (Ord. 7-79). Approved structural drawings shall include sections of
the security code that apply. Specifications, details, or security notes maybe used
to convey the compliance.
These conditions shall be reprinted on the first page of the construction
documents when submitting to the Building Department for the plan check
process.
4. Should the window sizes need to be changed out to meet egress regulations, that Staff is
authorized to review such details and approve changes submitted at building plan check.
5. The applicant shall attempt to continue the gutter used at the roofline through to the
addition if possible.

DRC No. 3967-04 - FITCH RESIDENTIAL ADDITION & DEMOLITION
A request to demolish a 290 square foot contributing accessory structure, replacing it
with a new 525 square foot garage. An addition of 495 square feet to the existing single-
family residence, a contributing structure, is also proposed within the boundaries of the
Old Towne Historic District.

DRC Action: Recommendation to the Planning Commission
Chair Califf recused himself for distance considerations prior to discussion of the item.
Anne Fox, Contract Planner for the City, presented a summary of the project using the submitted
site plan and some photographs taken of the detached accessory structure and details related to
the siding. The project architect, property owner, and occupant of the residence where then
introduced. Initial questions were raised by the DRC related to the siding underneath and
whether it was useable and in good condition and asked that the property owner discuss the
condition of the accessory structure. The Committee then opened the item for discussion by the
public.
Representatives from the OTPA again introduced themselves and had several questions for the
applicant and their representatives related to the demolition of the contributing accessory
structure, remarking that demolition is the last thing they want to see happen. However, after
some discussion, OTPA representatives agreed that this particular structure is in pretty
deteriorated condition and that with the earth to wood contact, that demolition with a
replacement structure seemed appropriate. Additional discussion about the primary structure
continued related to availability of the original siding and its condition on certain elevations.
The discussion then returned to the DRC members and generally it was agreed that the applicant
was making a sincere effort to maintain the integrity of the architecture and property with their
proposal. The DRC commented that they would like to see the architect investigate changing
roof of the garage to reflect the existing appearance of a front facing gable with a side shed
design, that the roof pitch and flat deck portion on the residential structure be carried to the area
of the addition, inquired about the treatment of the siding at the corners, and whether the roofing
material would be replaced in its entirety to retain a similar appearance.
Committee Member Craig Wheeler made a motion to recommend approval to the Planning
Commission subject to the following conditions:
1. All construction shall conform in substance and be maintained in general conformance
with plans labeled Attachment 2 (dated February 16, 2005) and as recommended for
approval by the Design Review Committee.
2. A permit to demolish the accessory structure shall only be issued concurrently with the
issuance of a building permit for the approved replacement structure.

3. The following code provisions are applicable to this project, and are included for
information only. This is not a complete list of requirements, and other code provisions
may apply to the project.

modified to change the roof of the addition to the primary structure to utilize the same
pitch by extending the flat deck portion.
8. Prior to presentation of the proposal at Planning Commission that the drawings be
modified to change the appearance of the garage to be more consistent in the roof style
and orientation of the original accessory structure by having a front facing gable with a
shed to one side.
