1. DRC No. 3835-03 -MONTGOMERY RESIDENCE
Request for exterior plan changes to an approved plan for a new, 2"d-story addition and
facade remodel to anon-contributing single-family residence.

Dan Ryan, Senior Planner, explained the project as stated in the staff report, which included six
changes to the original submittal.
Scott Montgomery, applicant, explained the use of the the and was willing to address the issue of
the garage door design and the spark arrestor.
Public Comment
Jeff Frankel, address on file, explained that OTPA opposed this project from the beginning
because they felt it didn't meet the standards. He stated it was redesigned into a Mediterranean
style and it should be in keeping with the original plan for the chimney and the garage door.
Janet Crenshaw, 280 N. Cleveland, agreed with Mr. Frankel. She questioned a small window
that had been on the front of the house. Mr. Montgomery explained nothing had been stated in
the City Council minutes regarding the window and it didn't happen.
Committee Member Woollett felt the glass block issue was pertinent and previously voted for the
project because he was assured it would not be "South County Spanish." He thought by
approving the project it would set a precedent that not everyone would be comfortable with. He
did agree with staff concerns on the spark arrestor and chimney.
Mr. Montgomery explained the garage door had two separate issues -the arch and the garage
door. The original plan had an arch drawn onto it but there was a problem with the weight of the
roof.
Committee Member Wheeler recalled that the only condition that was imposed on the roofing
was that it be two-part the and the extra weight of the roof was due to the material actually used.
Committee Member Dewees suggested there was a way to maintain the arch and wondered what
that had to do with the door being metal now as opposed to wood as first proposed. Mr.
Montgomery had surveyed an Old Towne area and determined 80% of the houses had panel,
roll-up doors that were metal including the historic ones.
Committee Member Califf felt the wood sectional door was problematic and required more
maintenance.

Committee Member Wheeler did not have a problem with getting rid of arch on the garage door.
Committee Member Dewees questioned why the front arches changed to segmented arches and
not full arches.
Committee Member Wheeler missed the shutters and there needed to be shutters on all four
windows because they are identical sizes.
Committee Member Dewees thought the chimney cap should be a decorative cap with a spark
arrestor.
Committee Member Wheeler complimented the applicant on the overhangs and the stucco finish.
Committee Member Woollett made a motion to approve DRC 3835-03 with conditions listed in
staff report and the following additional conditions:
1. Metal garage door be replaced by a wood door (square opening as installed is
accepted on garage).
2. The exterior wood shutters be provided plus one additional pair of shutters on the
window on the south elevation with the same size as the other windows.
3. Modification of the spark arrestor conform to the original design.
4. Shutters maybe added on the north end of the elevation.

A request to change the accent color on two of the building facades facing Katella

3. DRC No. 3983-OS - CHAPMAN UNIVERSITY VISITORS PARKIl~IG LOT
A proposal to construct a visitors parking lot adjacent to the Chapman University Public
Safety Building and demolish anon-contributing residential duplex structure within the
Old Towne Historic District.

DRC Action: Recommendation to the Community Development Director
Christine Kelly, Project Manager, explained the project. She introduced the applicants, Ken
Ryan from EDAW, Kris Olsen from Chapman University and Mark Hickner from EDAW. She
explained there were two actions required on this project. In order to construct the visitor
parking lot, it requires the demolition of a duplex on the property. The other action concerned
the 17 parking stalls. The project is within the Chapman University Specific Plan and the
Historic Preservation Design Standards for Old Towne. There is one minor modification for the
spacing of the palm trees on Glassell in which they need to be spaced at 25 feet instead of 30
feet. Photometric studies will be submitted. Since it is within the Old Towne Historic District,
the applicant met with OTPA and Orange Barrio Historic Society. The recommendation of the
DRC will go to the Community Development Director for final determination.
Mr. Ken Ryan explained the design of the project.
Committee Member Cathcart recommended using a variety of Columbia or Bloodgood trees on
the streetscape.
Public Comment
Janet Crenshaw, OTPA, stated that additional parking on campus is nice and Chapman always
does a nice job landscaping.
Howard Morns required placing irrigation and planting inspection notes on the plants.
The following motions were made recommending approval of DRC 3983-OS to the Community
Development Director.

demolition of anon-contributing residential duplex structure.

4. DRC No. 4055-OS CHAPMAN UNIVERSITY ATHLETIC COMPLEX
A proposal to construct a 36,906-square foot athletics pavilion, a 600-seat aquatics
center and a 2000-seat stadium, as Phase 2 of a two-phase athletic field/parking
structure/athletic complex project.
South of Walnut Avenue, north of the Hutton Center, west of the Phase 1 subterranean
parking structure and athletic field.

DRC Action: Recommendation to the Community Development Director
Christine Kelly presented the project. This is phase two of a larger complex, two-phase project
which included the parking structure currently under construction. This item includes the actual
athletic complex. Alighting plan will be submitted as a separate item. The project was
presented to OTPA and Orange Barrio Historic Society. The project is consistent with the
Chapman University Specific Plan. Before the issuance of building permits, plans will need to
be submitted that demonstrate that all the roof top mechanical equipment is located at a distance
from the edge of the building so it is not visible from a pedestrian level or from higher buildings.
Also staff is recommending approval of some 8' fencing which is seen as part of the complex.
The shade and shadow study found that there was no impact on the adjacent properties.
Ken Ryan, EDAW explained this is phase two of the replacement of the old bleachers and the
old trailers. He showed on the exhibits pedestrian access and other special features of the design
including the portals on the bleachers.
Public Comment
Jeff Frankel, OTPA confirmed applicant did meet with OTPA and they went over the details
except the minor changes.
Committee Member Califf wanted to confirm that during a typical weekday, without a special
event occurring, that the parking structure would be available to the general student population.
That was confirmed.
Committee Member Wheeler had a question on the street trees originally on Orange Street and
was told those would be removed.
Ms. Kelly confirmed that the committee members received the minor revisions to the elevations.
Howard Morns requested that inspection notes be placed on the plans.
Committee Member Califf moved to recommend approval of DRC 4055-OS to the Community
Development Director with the staff recommendations and an additional requirement to have
landscape inspection notes on the final landscape plans.

5. DRC No. 4025-OS - LENNAR HOMES/DEL RIO - OLIVEGROVE
Proposed building facades and building materials for a residential development.
Planning Areas lA and 1B of the Del Rio Planned Community located west of Glassell
Street and north of Lincoln Avenue

DRC Action: Final determination
Christopher Carnes, Senior Planner, explained that the proposal before the DRC was the
architectural design and materials for 100 two-story, detached single-family homes that represent
the first phase of development in the Del Rio Planned Community. The applicant, Lennar
Homes, is proposing three different floor plans in three architectural styles: Spanish, Monterey,
and Bungalow. Staff recommended approval of the proposal based on compliance with the Del
Rio Design Guidelines, which establishes the design criteria for the Del Rio Planned
Community.
No Public Comment
The DRC members reviewed with representatives of the applicants the proposed architecture and
discussed revisions to the building elevations to bring consistency to styles, improvements to
functioning of the building, and enhancing the side elevations of the buildings. Items reviewed
included creating variety of appearance in the side elevation facing public streets by
cantilevering the stairwell out from the wall as done on another model, improve the appearance
of the roofs by grouping plumbing vents in one location and using ventilation vents that mimic
the roofing material, adding a cover over the front door to provide shelter, and wrapping building
veneer around the sides of elevations and adding an architectural feature to delineate the end of
the siding material. The applicant explained that the three floor plans and architectural styles are
being distributed equally throughout this project.
Motion made by Craig Wheeler to approve DRC 4025-OS subject to those conditions in the staff
report and the following additional conditions:
1. Siding with stone and brick treatments be returned at least two feet on the side
elevations where practical and find a logical ending point for that return.
2. On Plan 1, Spanish elevation, the thin wall be widened.
3. On Plan 3, where the sides are visible, consider pushing out the stair wall to give
more animation at the corner.
4. On Plan 2, Monterey, study entry door to find better cover for the entry.
5. On all plans where shutters are shown, shutters be proportioned to the size of the
window opening.
6. On all plans, group plumbing vents where possible to limit roof penetrations.
7. Homes with the roof use a cloaked vent, such as O'Hagin vents.
8. On Plan 3, Spanish elevation, the head trim be removed or simplified.

6. DRC No. 4028-OS HEIDARINIA EXTERIOR FACADE REMODEL
Proposal to remodel exterior facade of an existing 2,100 square foot commercial
building.

Sonal Thakur, Assistant Planner, introduced the project.
Applicant explained they were only making modifications to the facade and adding more
landscaping.
No Public Comment
Committee Member Califf asked if there were any changes to the lighting for the exterior of the
site. The applicant replied that they would be preparing a photometric study of the lighting on
the roof. Committee Member Woollett stated the Police Department required a certain amount
of lighting. Applicant stated they would be mounting the lights to the parapet. Committee
Member Wheeler mentioned the lights couldn't be above the parapet. Committee Member Califf
had concerns that the lighting be integrated onto the building. Committee Member Woollett
stated the lights would have to be a lens type fixture so light is controlled and not directed off the
site. Committee Member Califf said they would be looking for a wall pack type fixture as
opposed to a floodlight.
Committee Member Wheeler noticed the site plan was showing the property line next to the
mechanical enclosure and suggested applicant should check with the building department
because it may not be allowed.
Applicant indicated trash enclosure was shown on the new site plan.
Committee Member Wheeler suggested the mechanical enclosure have a flat roof, he needed
clarification on what happens to the stone veneer on the front and suggested a stone return. He
also wanted to see more mass to the parapet.
Committee Member Califf stated foam molding might be more successful than wood at the top
of the building.
Applicant will be using a real stone veneer treatment on the wall.
Committee Member Dewees suggested using a different treatment on the wall, perhaps using a
simple awning.
Committee Member Wheeler confirmed that there would be a raised parapet on the front and the
back elevations.

Committee Member Dewees had concern with waterproofing the roof and also the building looks
like a western facade.
Committee Member Woollett stated they are required to evaluate the consistency of the building.
Applicant indicated the railing would consist of steel tube.
Committee Member Califf suggested the committee spell out the issues they are most concerned
about, have applicant address those and resubmit, so the project would need to be continued.
Committee Member Cathcart stated there was a lot of plant material on the plan which was a
nice thing but would require a sophisticated irrigation system. He suggested next time to submit
an irrigation plan and simplify the plan.
Committee Member Wheeler made a motion to continue DRC 4028-OS with the following
recommendations:
1. Look at changing the roof form of the mechanical enclosure to be a flat roof
2. Show actual parapets that applicant will be using both front and back with a return
depth of at least four feet to give mass to the parapet
3. Show the cap on the top of the stone veneer
4. Clarify how the stone veneer returns and how far it returns on the sides
5. Simplify the north boxed areas and eliminate the arches and use square or rectangular
columns to match the columns on the front
6. Simplify or remove the cornices
7. Show on submittal the parking lot lighting and actual light fixture that will be used
8. Give more information on the exterior railings, what they are made of and size
9. Provide irrigation information
10. Show channel reveals which are now shown as box outs
11. Look into simplifying the plant list

7. DRC No. 4072-06 - GEHRKING GARAGE/APARTMENT REHAB
Request for exterior and roof modifications to a garage/apartment rehabilitation.

Dan Ryan, Senior Planner, explained the scope of the project which includes modifying the roof
form, providing a new entrance, rebuilding new walls, recycling the siding, and change out of
one door and a window.
Mr. Gehrking, applicant, stated they originally intended not to touch anything on the exterior but
after opening the walls, many problems were discovered. The slab was substandard on the shed
roof addition. He further described the condition of the house and the proposed changes.
Mr. Ryan stated staff only had three recommendations which include providing matching wood
gable vents as required, relocate the new air conditioning unit to another approved location other
than in the existing garage, and provide a drainage plan from the garage.
Public Comments
Janet Crenshaw, OTPA, stated this would be an improvement to the property and she liked the
recommendations.
Jeff Frankel, OTPA was glad to see applicant improving the property and trying to retain as
much of the historic fabric as possible. He asked if the windows and doors would be wood.
Applicant confirmed they would be.
Committee Member Woollett said he visited the property and saw there was redwood siding and
beaded siding on the garage and they would meet on the corners and a corner piece would be
needed. Applicant said the gate would help hide the siding difference.
Mr. Gehrking had a question about the placement of the air conditioner and wondered what the
issue was with it being in the garage. Mr. Ryan said the issue was it's a substandard garage and
they don't want to encroach anymore on the substandard size.
Committee Members made some suggestions on a type and location of an air conditioning/heater
unit that could be used in the structure.
Committee Member Califf confirmed that one of the conditions included obtaining a building
permit.
Committee Member Woollett moved to approve DRC 4072-06 in accordance with staff
recommendations.

8. DRC No. 4036-OS - BRADBURY RESIDENCE
Proposal for demolition of a 357 sq. ft. garage, construction of a one-story accessory 2na
unit, and a new three-car detached garage.

DRC Action: Recommendation to the Planning Commission
Dan Ryan, Senior Planner, introduced the project. The project has been revised several times
based on concerns with the accessory unit being atwo-story building with afour-car garage.
However, the applicant made some adjustments to the scope of the project and it will now be a
one-story development with athree-car garage. The tree on the property will be removed. The
design of the structure matches the existing house. Staff supports the project.
Mr. Bradbury explained the tree is a 30-year-old ash tree but it's not desirable. He will replace it
with another type of tree.
Public Comment
Janet Crenshaw, OTPA, commented that when you stand on the sidewalk, all you see is the edge
of the garage and she likes the fact that the materials match. She felt it was a good compromise
on what was originally planned.
Jeff Frankel, OTPA, stated it was commendable that the applicant reduced the size of the
addition and the garage. He confirmed that the man door would be wood.
Committee Member Califf asked if the applicant planned to have a wood roll-up garage door.
He felt it could be problematic with a sectional wood door. Applicant stated he would like a
one-piece door.
Committee Member Wheeler wanted a note that clarifies that the door and window trim on the
new construction will match the existing house as well as the rafter tails. Committee Member
Dewees had the same comment regarding the fascia.
Committee Member Dewees asked the applicant was he going to match the shade structure
above the windows on the south side. Applicant said he could but mentioned they were bought
at Sears.
Committee Member Califf stated that the eave and rafter treatment needed to match the existing
house.
Committee Member Wheeler made a motion to recommend approval of DRC 4036-OS to the
Planning Commission with conditions listed in the staff report and the following additional
conditions:

1. The door and window trim on the new construction match the door and window trim of
the existing house.
2. The eave, barge and rafter tail conditions of the new construction match the existing
