The Committee met for an administrative session beginning at 5:00 p.m. The meeting adjourned

A motion was made by Committee Member Joe Woollett to approve the September 15, 2004
minutes subject to the following corrections:
DRC No. 3842-03 -South Main Professional Building-Pomero~pa~e 3, paragraph 2,
sentence 2 amended as follows:
Chair Califf said that one of the questions on all of the plans was when the architect stated
smooth" on the finish, is that smooth sand finish or hard trowel, because obviously the cracking
of the ~t~ stucco would be a real concern.
Sentence 3 amended as follows:
Mr. Pomeroy stated it would be shed, smooth troweled and they were also concerned about
the cracking and would make the necessary adjustments to alleviate that.
Sentence 4 amended as follows:
The committee members asked about the composition, and Mr. Pomeroy stated it was sheer
shear wall, paper, wire and 3-coat exterior over wood studs.

Mr. Wheeler stated that he believed that the stealth antenna that the DRC liked at one of the
previous meetings was a i~'^~'~~^~*^N n^'~ pine, and as he recalled, the antenna was very close
to the trunk.
Sentence 2 amended as follows:
He asked Ms. Chang whether she knew what the diameter of the array of the proposed paw pine
tree, pointing out that the two provided pictures (one an actual faux pine, the other a simulation)
were quite different.

1. DRC No. 3964-04, Woody Residence
Proposed 497 square foot addition onto the rear of an existing residence
742 East Washington Avenue (Old Towne Historic District)

DRC Action: Recommendation to Planning Commission
The project overview was given by Associate Planner Kim Chaffin. The property is a 1919
Craftsman Bungalow residence listed as a Contributing Structure in the City's Historic
Resources Inventory. The single-story residence features wide lap siding and amulti-gable roof.
The proposed project is a 497 square foot addition onto the rear of the existing residence with
changes to the interior floor plan. The rear elevation would be extended approximately 14 feet to
the south, and be in line with the west elevation, while the southerly portion of the east elevation
would be extended 3 feet toward the east property line. The existing roof form will be
maintained, and the eave along the southerly portion of the east elevation will be extended to
accommodate the three-foot expansion to the east. Also, the proposal includes replacement of
two non-contributing elements on the portion of the west elevation adjacent to the existing
laundry room. The non-contributing features, the existing aluminum frame window and vertical
siding, are to be replaced with a double hung wood frame window and horizontal siding to match
the rest of the residence. The proposed design changes, materials and finishes will reflect the
existing Craftsman Bungalow style.
The 1919 Craftsman Bungalow remains a contributing resource to the district even though it
appears that the existing laundry room on the west elevation was originally a porch that was
subsequently enclosed with an aluminum window and vertical siding materials that do not match
the original structure. The design proposal includes removing the aluminum window and
vertical siding material in this area and replacing them with a double hung window and six-inch
lap horizontal siding that matches the existing residence.
The proposed addition will maintain the original roof form and include asphalt shingles to match
the existing. The addition will include an exposed concrete footing. Three existing double hung
windows and frames will be removed and preserved for use in new locations on the building.
Details found on the original are incorporated into the proposed addition to match the existing
residence, including the 6" wood lap siding, 4" x 4" rafter fingers, double hung windows, fascia,
and French doors.
The proposal provides a partial line of demarcation or vertical reveal on the west elevation to
identify the new addition from the existing structure. The three-foot expansion on the east side
will also serve as a line of demarcation to differentiate the original structure from the addition.
The prof ect complies with applicable development standards.
The Old Towne Residential Standards require Planning Commission approval for any addition to
a contributing structure when the addition is visible from the street, increases the floor area of the
existing structure by more than 20%, or exceeds the height of the existing structure. Staff

recommends that the Design Review Committee recommend to the Planning Commission
approval of the project
Craig Prestininzi, the project designer, commented that the proposed addition will provide
needed living space for the home, which currently has two undersized bedrooms and a small
kitchen.
Chairman Califf noted that the master bedroom jogs out such that it is on a different plane than
the rest of the rear elevation. Mr. Prestininzi indicated that the intent was to avoid the simple
box design and make the master bedroom more prominent. He added that in order to maintain
the minimum separation requirement between the addition and the existing garage building, it
was necessary to step the master bathroom back by 18 inches.
Committee Member Woollett asked if the entire addition will be slab on grade, to which Mr.
Prestininzi responded affirmatively.
Jeff Frankel, President of the Old Towne Preservation Association, asked why the slab will be on
grade rather than the raised foundation, to which David Woody, the property owner, replied that
this is being done in order to preserve the ceiling height.
Mr. Frankel asked if redwood siding will be used for the improvements, to which Mr. Prestininzi
responded affirmatively.
Mr. Frankel opined that the design is sympathetic to the existing structure and looks good.
Janet Crenshaw of the Old Towne Preservation Association noted that the window for the master
bedroom doesn't line up with the rest of the windows, which was confirmed by
Mr. Prestininzi, who explained that it shouldn't matter since that window is on the rear elevation
and not visible from the street.
Ms. Crenshaw asked about what is being used as the line of demarcation, to which Mr.
Prestininzi noted that the east elevation pop out serves as a line of demarcation, and a vertical
board is being used to mark the addition on the west elevation.
Mr. Frankel opined that the jog on the rear elevation looks odd. Committee Member Dewees
concurred and asked if consideration was given to constructing a gable over the master bedroom
pop out, to which Mr. Prestininzi replied that they didn't include a gable because of budget
concerns as well as the fact that it's the rear elevation which isn't visible from the street.
Ms. Crenshaw supported that suggestion to add a gable over the master bedroom pop out for
aesthetic reasons as well as the additional solar protection that would be afforded for this south
elevation.
Mr. Prestininzi noted that the new windows and doors will have UV protected glass.
Mr. Frankel asked how many new windows will be added, to which Mr. Prestininzi responded by
indicating there will be three new windows and a new pair of French doors.

Committee Member Wheeler asked why a shorter eave is proposed for the addition, i.e., 12
inches rather than 18, to which Mr. Woody replied that there is a row of existing Pine tree that he
wishes to preserve. Committee Member Wheeler believed it would be an improvement to extend
the eave to 18 inches and also add the small gable suggested by Committee Member Dewees.
Committee Member Wheeler advised that the barges should be constructed with the historic
barge treatment rather than the modern barge treatment. Mr. Prestininzi asked if there is a detail
available, and Committee Member Wheeler indicated that the appropriate detail can be obtained
from the Planning Department.
Committee Member Wheeler noted that the sill design should match the existing sills.
Committee Member Wheeler asked if the slab on grade addition will maintain the same amount
of exposed concrete as the existing raised foundation, to which Mr. Prestininzi responded
affirmatively.
Committee Member Wheeler observed that it appears the window for Bedroom No. 2 may be too
small to comply with Uniform Building Code.
Committee Member Wheeler believed that the two main issues of concern are whether or not the
addition should have a raised floor, and if a secondary gable should be added to the rear
elevation. Chairman Califf remarked that he is not concerned regarding the step down because
the massing disguises it.
Committee Member Woollett felt that the jog out on the rear elevation creates a significant
inconsistency, and Chairman Califf agreed that the rear elevation should either be all on the same
plane or have a gable on the portion that jogs out. Committee Member Wheeler noted that the
addition of a gable would also allow more overhang.
A motion was made by Committee Member Wheeler that the Committee recommend that the
Planning Commission approve DRC No. 3964-04 with the two conditions recommended by staff
and the following additional conditions:
1. Anew secondary gable should be formed on the rear elevation to cover the projected
portion of the master bedroom with the ridge centered over the French doors.
2. The newly constructed barge should be constructed using the historic barge treatment
rather than the modern barge treatment.
3. If the window for Bedroom No. 2 must be substantially enlarged to comply with the
Uniform Building Code, that it be reviewed by Planning staff for design consistency.
