The committee met for an administrative session beginning at 4:30 p.m. The meeting adjourned
at approximately 7:15 p.m.

A Proclamation was read from the Design Review Committee of the City of Orange expressing
appreciation to Leonard Fillner for four years of dedicated service to the Community
Development Department and the City of Orange.

The review and approval of the September 3, 2003, September 17, 2003, October 22, 2003,
November 19, 2003, December 3, 2003 and December 17, 2003, minutes was deferred to the

Proposal to construct a new 1-1/2 story, Provincial styled, single-family residence with a
detached three-car garage/workshop on a vacant 11,925 sq. ft. parcel.

Jon Califf recused himself from this agenda item, as he is involved with the project.
Staff expressed a couple of concerns, which were noted in the staff report. They deal mainly with
the width and the height of the structure, so that the house fits clearly within the context of the
other homes on the block. The building is 57' in width, and some reduction in that, it was noted,
might also improve the driveway alignment and access that is currently offset. There were also
minor details noted concerning the middle roll-up garage door and there were some concerns
about the matching shed dormers on the property. It was suggested that a real wooden door be
added to the project in place of the look-alike one being proposed. It was also noted that the lot
area of the F.A.R. was greater than stated on the original submission.
Eileen Herfelder noted that she had owned the property for over 40 years, and had purchased it
from an uncle's estate. She mentioned that she would appreciate the frontage (width of the
proposed project) because if the square footage were added to the back of the house they would
not gain as much access to the view to the street.
The public was invited to speak:
Jeff Frankel, Old Towne Preservation Association -noted he liked the design, but expressed
concerns regarding bulk and mass issues, and with the height of the building compared with the
existing structures on the street. He suggested that if the height was brought down, it might
solve some of the roof pitch issues. Noted that the Old Towne Preservation Association always
likes to see wood windows and doors and garage doors. The offset driveway is not consistent
with the streetscape; it would blend better if there was a "straight shot" like the rest of the
properties on the street.
Janet Crenshaw, Old Towne Preservation Association -expressed concerns for all the orange
trees that were going to be cut down and for the bulk and mass of the project.
Kevin Hertfelder (son of the applicants) -noted that he is an Art Director, and feels that design
is very subjective. He expressed that the charm of Old Towne is the variety of sizes and shapes,
where you might find a 3500 sq. ft. home located next to a Bungalow. He stated that he would
just like staff to consider that it is what makes Old Towne quaint is the variety of sizes and types
of structures.

Comments from the DRC:
Plans are well-drawn and high quality.
Biggest objection to current plan are two shed-roof dormers; suggest changing those to
two gable dormers - as that which is proposed is foreign to the rest of the design.
Concern is the simplicity of the Provincial style being proposed -one of the more
common details seen in other designs is the curved eaves (where the shingles wrap over
the eaves), which is not present in the proposed design.
Consider a brick trim to the windows or even a heavy wood trim. Many of the houses of
this style, seen currently in Orange, have a heavier wood trim. The proposal is for a
thinner trim.
Metal doors, as proposed for the garage, reduce the quality of the total project -suggest
wood doors.
Divided lights -recommend clear, not divided (divided indicates more of a Craftsman
style, rather than the Provincial).
Consider acurved-top door, which might be more in keeping with the style.
Mass and height -suggest making subtle changes in the width of the proposed rooms to
be able to reduce 3 or 4 feet in the overall width.
Committee Member Craig Wheeler made a motion, and seconded by Joe Woollett to approve the
project subject to the following conditions/recommendations:
1. That the architect be encouraged to make every effort to reduce the overall mass, by
reducing the width of the house by three to five feet, so as to make the driveway work
better and also to reduce the mass of the house, or reduce the height without substantially
lowering the roof pitch (pitch to be maintained).
2. That the current shed roof dormers on the house and the garage be changed to gable
dormers with a roof pitch to match the house.
3. That the architect be encouraged to consider enhanced detailing such items as wider
window trims, rolled eaves and arch-top entrance door.
4. Something other than a metal roll-up door be used in the garage.
5. Entrance door should be solid wood.
6. All windows have true divided lights.

Proposal to construct a 984-sq.ft. addition onto an existing 940-sq.ft. single-family
residence, demolish an existing detached garage, and construct anew 529-sq.ft.
accessory second unit over a new two-car garage.

DRC Action: Recommendation to Planning Commission
Daniel Ryan, Senior Planner, stated that he had discovered some items, which concerned him -
the change of contributing status of an existing building where the addition may affect it in an
adverse manner. Additions should be put on a facade that is the least visible to the street, and
typically that would be the rear facade. However, when you have a wide lot, as the applicants
do, and a small house, it is probably desirous to build it on the side. The challenge is how to
meet the standard guidelines, and not have it compromise the existing bungalow.
Todd Schooley, the architect, made comments regarding the staff report. For example,
compatibility with the neighborhood, massing, size, etc. He is looking to the DRC to give him
some direction. At issue is the fact that there is an existing bungalow on a 70' lot. There are
also two existing large avocado trees in the middle of the yard in the back that should be saved,
precluding building back on the lot. The proposed L-shape design saves the trees, and saves the
integrity of the existing structure.
The public was invited to speak:
Jeff Frankel, Old Towne Preservation Association -main concern is losing the integrity of the
existing structure. It should be done in such a way as to be able to remove the add-on structure
and the original structure would be unimpaired. Too much historic fabric is being lost from the
original bungalow. The dormer really does not flow with this style of bungalow. Changing the
style of the columns is really inappropriate, removing the historic integrity of them. The river
rock veneer is inappropriate. The general bulk and mass, like discussed previously, suggests that
the addition be added on to the rear and the rear side. The addition does not match the style of
the existing bungalow. Regarding the garage, it is difficult to come up with a 2-story craftsman-
style garage.
Janet Crenshaw, Old Towne Preservation Association - it appears that the original bungalow is
lost. She questioned whether the unit over the back garage was intended to be a rental unit (the
answer was no). The chimney, coming out of the center, is not typical of the houses in Orange.
Glass block material, as proposed, is not typical of a bungalow design.

The architect for the applicant asked that this item be continued so that some of the suggested
items could be incorporated into the design.
