The committee met for an administrative session beginning at 4:30 p.m. The meeting adjourned
at approximately 7:10 p.m.

REVIEW OF MINUTES:
The review and approval of the September 3, 2003 September 17, 2003, October 22, 2003,
November 19, 2003, and December 3, 2003 minutes was deferred to the January 7, 2004,

Proposal to add a second story onto aone-story, non-contributing, single-family
residence, and to modify the existing architectural style from 1950's Stucco Box to
Spanish Colonial. Item was approved at the DRC Meeting of October 22, 2003.

DRC Actions:
1. Project being returned to DRC for a determination as to the classification of the
project as addition or as a complete redesign typical of an infill residential
development.
2. Recommendation to Planning Commission on proposed development.
The Committee discussed the classification of the proposed project from several perspectives:
The existing wording (of the Old Towne Design Standards) as to rehabilitation,
remodeling, and/or a complete change in design as it related to contributing and non-
contributing buildings within the historic district.
If the applicants chose to demolish the existing non-contributing building they could
construct the new residence in the same design.
If an addition was constructed on to anon-contributing structure that the addition would
have to reflect the existing architectural design according to the Design Standards.
The re-design of the complete building into one approved style does not create a false
since of history.
The Committee reaffirmed its original decision recommending approval of the proposed
design.
The Committee thanked the Old Towne Preservation Association for their comments and
respects their diligence in preserving what is valuable to the community.
A motion was made by Committee Chair Joe Woollett to affirm the decision of the October 22,
2003 DRC meeting recommending approval of the project to the Planning Commission subject
to the original conditions.

Wireless telecommunication antenna on existing Southern California Edison
transmission tower and a 160 sq. ft. equipment facility.

A motion was made by Committee Chair Joe Woollett to recommend approval of the project to
the Planning Commission as submitted.

3. DRC No. 3870-03 -ORANGE COUNTY STRIPING SERVICE
Proposal to construct metal canopy shade structures over company-owned vehicle
parking area for an existing industrial facility.

A motion was made by Committee Member Craig Wheeler to recommend approval to the
Planning Commission subject to the following conditions:
1. The smaller front canopy should be raised approximately one-foot (mid-point
between cornice and door header).
2. Canopy columns and bases to match body color of building.

4. DRC No. 3871-03 -CARE AMBULANCE
Proposal to remodel an existing tilt-up industrial building to be used as an ambulance
facility. The facility will house administrative offices, dispatch center, emergency
medical technicians facilities, equipment warehouse, car wash, and ambulance
service/parts area.

DRC Action: Recommendation to Zoning Administrator
The Committee expressed the following concerns about the proposed project:
Respect for the existing architectural style of the building.
Proposed design addresses portions of the building not the whole building.
Building should reflect the style and features of the period.
Proposal is inauthentic in appearance reflecting a retail rather than industrial style.
Lacks a consistency of design with neighboring industrial buildings in the area.
Has a mix of style and period elements that are not consistent with the original building.
Recommend having a defined entry treatment while keeping the existing elevations in a
consistent building form that maintains its industrial form.
Concern about the height of mechanical equipment on roof.
A motion was made by Committee Chair Joe Woollett to continue the item to address the above
concerns.

5. DRC No.3876-03 -CITY OF ORANGE REDEVELOPMENT AGENCY
Proposal for landscape, irrigation and lighting improvements for 22 space municipal
parking lot located at 190 S. Olive Street (NWC Olive Street & Almond Avenue)
Project is located within the Old Towne Orange Historic District
Staff Contact: Daniel Ryan, Senior Planner Historic Preservation
DRC Action: Final Determination.
A motion was made by Committee Member Craig Wheeler to recommend approval subject to
the following conditions:
1. Lighting units to include reflectors to insure that west end of the parking lot is not over
lighted or causes spillage into adjoining residential neighborhood (to be verified by
Photometric lighting plan).
2. All masonry wall treatments to match.
3. Applicant to check with the Building Division on requirements for Handicapped Loading
area.
