A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ORANGE OPPOSING THE
SAFE AND HEAL THY COMMUNITIES
INITIATIVE -MEASURE "F"
WHEREAS, the "Safe and Healthy Communities Initiative" - Measure "F" has received
sufficient signatures to qualify for placement on the ballot for the statewide dection
scheduled for March 7, 2000.The
City of Orange fully recognizes the need for additional j ail facilities,however,
we are home to the majority of all detention facilities in the County. When expansion
is completed, the Theo Lacy Jail will house approximately 47 percent of the County'
s jail inmates.The
Orange County Sheriff has advised the Board of Supervisors that if Measure F"
is enacted, "the County's ability to provide adequate ...j ail beds ... to convicted criminals
will be much more difficult and public safety and quality of life in Orange County
will be diminished." Measure "F" would both delay and increase the infrastructure
costs of providing jail facilities and take away limited dollars from other needed
County programs.Passage
of Measure "F" would open the City's East Orange area to future large jail
site development, thereby creating an even greater imbalance to the City of Orange in the
provision of County detention facilities. The City of Orange has done its share.NOW,
THEREFORE, BE IT RESOLVED that the City Council of the City of Orange
in direct concern for the future of our community expresses its strong opposition to
Measure "F" as it pertains to the development of jails within the City of Orange's sphere
of influence.ADOPTED
