A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPLICABLE TO THE
CHRISTMAS HOLIDAY FOR THE CALENDAR
YEAR 2001 APPROVING THE CLOSING OF
CERTAIN CITY FACILITIES BETWEEN
CHRISTMAS AND NEW YEARS, AND GRANTING
AN ADDITIONAL (>NE-HALF DAY OF
HOLIDAY TIME ON DECEMBER 2,4, 2001 TO
ALL EMPLOYEES OTHER THAN CERTAIN
SAFETY EMPLOYEES WITH THESE SAFETY
EMPLOYEES RECEIVING CERTAIN BENEFITS IN LIEU
OF HOLIDA Y
LEAVE.WHEREAS, in the calendar year 2001, the holiday of Christmas falls on Tuesday;
and WHEREAS, in accordance with current Resolutions and Memoranda of
Understanding betw'~en the City of Orange and Top Management employees and all recognized
employee organizations, other thaJl the City of Orange Police Association and Firefighters Union,
city employees are entitled to one-half day holiday leave on the day before Christmas if
December 24 falls on a Monday through
Thursday; and WHEREAS, the City Council wishes to express their sincere appreciatIOn
to the employees for their dedicated service to the city and its citizens throughout the
year; and WHEREAS, the City Council recognizes the value of time spent with families
during the holiday season in addition to the one-half day of leave provided in the MOU,
the City Council will grant an additional one-half day of holiday time on
December 24,2001; and WHEREAS, to effectively accommodate time-off
requests by City employees, City facilities will close beginning December 21 through January 1,
2002 and reopen on
Wednesday,January 2,2002; and WHEREAS, as to those certain members of
the Police Department described in Resolution No. 9356, such personnel shall receive an additional
one-half day of holiday leave which can be utilized by such persounel at such time as
may be
approved by appropriate Police supelvisors; and WHEREAS, for those certain Fire
Suppression personnel described in Resolution No.9387, such personnel shall receive one-half of their working day
which can be utilized by them at such time as may
be approved by appropriate Fire Department supervisors.NOW, THEREFORE, BE IT RESOLVED, that the
City Council of the City of Orange does hereby grant to each full-time ~
mployee an
BE IT FURTHER RESOLVED that, notwithstanding public safety and other
emergency call-out services, City facilities will be closed effective on Friday, December
21,2001 through January 1,2002, and re-open on Wednesday, January 2, 2002. In
addition, the following conditions must
be met:1. That this Resolution shall be applicable only to calendar year 200 I and
shall be applicable only to the
Christmas holiday.2. All full-time, 40 hour employees shall acc::ue a total of one-half
day for said holiday benefits, 24-hour shift employees shall accrue a total of
6 hours, and permanent part-time employees' benefits shall be
based on proration of hours.BE IT FURTHER RESOLVED that those' certain members
of the Police and Fire DepaJrtments described in Resolution Nos. 9356 and
9387 respectively, such personnel shall receive an additional one-half day of holiday leave which can
be utilized by such personnel at such time as may be approved
by appropriate Police atld Fire supervisors.ADOPTED this
