A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE REVISING THE RESIDENTIAL
NEIGHBORHOOD TRAFFIC MANAGEMENT
PROGRAM, AND RESCINDING THE
MORATORIUM ENACTED BY THE CITY
COUNCIL IN MAY, 1999.
WHEREAS, the City of Orange is committed to the safety and livability of residential
neighborhoods; and
WHEREAS, the City Council enacted a moratorium prohibiting the implementation of
the devices described within the Residential Neighborhood Traffic Management Program; and
WHEREAS, the City has been receiving, in recent years, numerous concerns and
complaints regarding a variety of related problems within residential neighborhoods; and
WHEREAS, the City desires to have a consistent approach to resolve traffic issues in
residential neighborhoods,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange
as follows:
Section I:
That the attached "Residential Neighborhood Traffic Management Program" and its
revisions as recommended by the City Traffic Commission is the City's policy for managing
traffic related issues on residential streets,
Section II:
That the design parameters and guidelines established in the "Residential Neighborhood
Traffic Management Program" are the City's standards for the installation ofthose devices.
