AYES: Commissioners Bosch, Cathcart, Pruett, Smith NOES: None ABSTAINED: Commissioner Walters IN RE: NEW HEARING CONDITIONAL USE PERMIT 2041-93 -WALDEN CENTER PARTNERS A request to add a billiard room as an auxiliary use to an existing restaurant, and to upgrade the existing on-sale beer and wine license to ark on-sale general alcohol license. Subject property is located at 665 North Tustin Street. NOTE: This item is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301. There was no opposition; therefore, the full reading of the staff report was waived. The public hearing was opened. The applicant was not present so the public hearing was closed. Moved by Commissioner Cathcart, seconded by Commissioner Smith, to approve Conditional Use Permit 2041-93 with all the conditions listed in the staff report, amending condition 2 to limiting the rear door to be used for emergency purposes only and the panic exit device shall be an alarmed signed device. It was also noted the project was exempt from CEQA. AYES: Commissioners Bosch, Cathcart, Pruett, Smith, Walters NOES: None MOTION CARRIED Discussion Commissioner Pruett referred to item 2 -rear doors. There is only one rear door that comes out of the restaurant and the reception area is in the front. He suggested limiting the doors to be used for emergency purposes only. Chairman Bosch suggested that the panic exit device shall be IN RE: PRE-ZONE CHANGE 1168-93 - CITY OF ORANGE A request for apre-zone change for church parcels from the existing Orange County R-4 (Suburban Residential) to the City of Orange R-2-6 (Residential Duplex -Minimum Lot Size 6,000 square feet) district. Subject properties are located at 16561 East Lincoln Avenue in the Orange-Olive area and are known as the North Orange Christian Church. NOTE: This item is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15319. A staff report was not presented and the public hearing was opened. Aaolicant Robert Hayden, 2831 Park Vista Court, Fullerton, was happy to be annexed by the City. Public Comments Josh Perez, 651 North Orange, questioned if the Church had plans to build a second story? Chairman Bosch's understanding from reading the staff report is that there have been basic plan approvals via the County of Orange, the current jurisdiction of the Church. Certain work has been done and there are plans for more site work in the Spring, 1994 in preparation for construction of the new worship center. He did not know if there would be a second story. He encouraged Mr. Perez to speak with Mr. Hayden after the meeting to develop a neighborly relationship. The public hearing was closed. Moved by Commissioner Smith, seconded by Commissioner Cathcart to recommend to the City Council to approve Pre-Zone Change 1168-93.
