IN RE: CONTINUED HEARINGS
TENTATIVE TRACT MAP 13984 - SOUTHRIDGE DEVELOPMENT
COMPANY:
A proposed Tentative Tract Map to subdivide a 17.4 acre
parcel into 70 single family lots. The site is designated
as Development Area "D" of the Southridge Planned Community,
and is located north of the extension of Via Escola midway
between Meats Avenue and Loma Street. The overall
Southridge Planned Community is located east of Meats
Avenue, south of the City of Anaheim, north of the City of
Villa Park, west of the future extension of Loma Street, and
includes the Southern California Edison transmission line
easement.
NOTE: Environmental Impact Report (EIR) 854 was previously
prepared and certified for Southridge Planned
Community Development. The proposals are consistent
with the approved plans; therefore, additional
environmental review is not required.

The reason for the continuance of this item was the
Commission asked the applicant to explore alternative
layouts for Lots 16 and 17, the two lots at the end of the
cul de sac, due to the concerns of the narrow frontage of
the lots and the corresponding driveway configuration on the
cul de sac. There was also a request for additional input
regarding the ability of the existing circulation and
utility system in the area to serve the additional 70 units.
Ms. Wolff mentioned the applicant's solution for a revised
configuration of the lots creates one lot with frontage on
the public street and one lot without frontage. Therefore,
if the Commission would like to consider this aspect of the
proposal, it will have to be re-advertised for a Conditional
Use Permit and the discussion would have to be continued
until December 3, 1990.
The public hearing was opened.
Applicant
Bob Mickelson, 328 North Glassell, felt they have come up
with a solution that they have reviewed with staff. Staff
finds it to be an acceptable solution; one that has been
implemented in other areas of the city. They would like to
pursue the continuance and file for the Conditional Use
Permit to create the lot without frontage on the street.

that Tentative Tract Map 13984 be continued to December 3,
1990 and be re-advertised for a Conditional Use Permit.

CONDITIONAL USE PERMIT 1870-90 - EDWARD B. FRANREL:
A proposed Conditional Use Permit to allow an accessory
second dwelling unit in a single family residential
district. Subject property is located on the west side of
Chandler Ranch Road between Pony Court and Criollo Circle,
addressed 376 North Chandler Ranch.
NOTE: This project is categorically exempt from the
provisions of the California Environmental Quality
Act (CEQA) per state CEQA Guidelines, Section 15303.

a room addition to his existing single family residence and
conversion of existing guest bedroom to a maid's quarters
with separate kitchen facilities.

Esplanade Street, addressed 4100 East Walnut Avenue.

Dr. Glory Ludwick, Director of ElDorado School, 4100 East
Walnut, stated they have been at this particular location
since 1963 and want to build the rest of their buildings.
She understands a new C.U.P. is required by staff even
though their plans remain the same from a previous
application. She has no objections to the conditions listed
in the staff report.
Chairman Master asked if she understood Condition 35 was
left out and staff recommends it be added to the list of
conditions?
Dr. Ludwick did not understand the fees, but would not
contest them. She was told there would be additional fees.

IN RE: MISCELLANEOUS
TENTATIVE PARCEL MAP 89-408 - WOODCREST DEVELOPMENT
COMPANY:
A proposal to subdivide a 727 acre site into three parcels
for financing purposes. The project area is known as
Serrano Heights and is located east of the northerly
extension of Loma Street, south of Anaheim Hills and north
of Santiago Creek and Orange Park Acres. The site will
contain the future linkage of Serrano Avenue between Orange
and Anaheim.
Commissioners Bosch and Cathcart excused themselves from the
meeting due to a potential conflict of interest.
Ms. Wolff commented this was a three lot Map being filed for
financing purposes. The lots generally correspond to the
areas north of the Edison Easement, the area south of the
easement and including the alignment of Serrano Avenue, and
one small area north of the easement, separated out by the
Serrano extension. The Environmental Review Board has the
authority to approve Tentative Parcel Maps of four or fewer
lots; however, with the large degree of public interest
shown on this project, staff thought it would be more
appropriate for such a determination to be made at a public
meeting. Approval of the Tentative Parcel Map will not
alter any of the conditions placed on the project as a
result of the Development Agreement or the Specific Plan.
In fact, additional conditions can be placed at such time as
future tentative tract maps are processed.

It is staff's opinion the E.I.R. prepared for the Specific
Plan adequately addresses the impacts of the Parcel Map.
Similarly, the EIR 954 done for the General Plan Amendment
in 1987, addresses the impacts anticipated on the Parcel Map
level. The applicant has requested that the Planning
Commission acknowledge the EIR done on the General Plan
954) as well as the most recent EIR, in order to further
substantiate the approval.
Mr. Johnson commented the parcel map included six
conditions; the first three being standard conditions. The
intent of the applicant to split the properties is for
financing purposes. Therefore, the addendum sheet #1 i,s not
applicable to this project. Conditions #4 - #6 are
reiterations of those already placed on the project. It is
not staff's intent to require the posting of a bond.
Condition #5 is trying to tie down the alignment of Serrano
Avenue before the documentation is recorded. Alignment will
be based on grading and pad information. It is staff's
recommendation to delete Conditions #1 and #4.

Newport Beach, thanked staff for working with him to resolve
their problems.

widening project.
