IN RE: CONTINUED HEARING
CONDITIONAL USE PERMIT 1981-92 - TAOS DEVELOPMENT
A request to allow a full service car wash in the C-TR (Commercial-Tustin
Redevelopment District). Subject property is located on the southwest corner of the
intersection of Santiago Boulevard and the northbound (55) Newport Freeway off-
ramp, addressed 2700 North Santiago Boulevard.
NOTE: In compliance with the California Environmental Quality Act, Negative
Declaration 1413-92 has been prepared to address the environmental
impacts of this project.
This item was continued from the September 9, 1992 Planning Commission meeting.)
A staff report was not presented and the public hearing was opened.
Applicant
Edward Horovitz, 14122 Sawston Circle, Westminster, was requesting approval to
construct and operate an automatic car wash. A rendering was displayed of their
proposed project. They had read the staff report and were in agreement with the
conditions of approval, but they had one question about one of the items. They also
talked with their

Chairman Cathcart said plans were critical to the planning process and landscaping is a
very important aspect of the project. He would like the Commission to see the
landscape drawings/concepts (not irrigation plans) at future meetings. He would like to
work more closely with the applicants on landscape issues.
Commissioner Bosch concurred. The Commission had for some time seen preliminary
landscape plans with a number of submittals. The standard operating procedure of
D.R.B. preliminary action occurring prior to Planning Commission meetings with a
recommendation has proven to be a valuable one to the Commission and City Council.
He would like to see that restored where the Commission can review the plans.
Commissioner Bosch asked which concern the applicant had with the conditions of
approval?
Mr. Horovitz referred to condition 2, limiting the detail area to a maximum width not to
exceed 14 feet. On a full size car, to open both doors completely and trying to move
the detail equipment around that, they would like to see a 3 to 4 foot wider width to
make it more efficient and still limit it to just one vehicle.
Commissioner Bosch asked staff to voice their concerns about the 14 foot width.
Mr. Godlewski stated staff's concern was with the elimination of the parking that was
conditioned on the corner to make a more usable landscape area and to meet the code
requirements for driveway throat area, they eliminated some parking to where it meets
the code requirements for parking. The bay, as shown in the original drawing, is of such
a width that it appears it could easily accommodate two cars to be detailed at the same
time, which puts it over on meeting the parking requirements. They felt 14 feet was
adequate to detail one car. As shown, the area is 20 feet, which is two 10 foot stalls. If
the area is there, it will be used.
The architect for the project explained while detailing a car, all doors are open and 16 or
17 feet will be needed to work around the car. When they originally designed the detail
area, it was 26 feet wide; however, 17 feet would be adequate.
The public hearing was closed.
Commissioner Bosch asked a background question of staff. What are the impacts of
this project with regards to Cal Trans' proposed off ramp modifications?
Mr. Johnson did not believe this project was submitted to Cal Trans for review. The
plans do not encroach into this particular area. Cal Trans is presently formulating their
widening of the 55 Freeway. There are no restrictions currently in place.
Moved by Commissioner Bosch, seconded by Commissioner Murphy, to accept the
findings of the Environmental Review Board to file Negative Declaration 1413-92. It
has been prepared in conformance with CEQA and that the project will not have a
significant impact on the environment or wildlife resources.

Commissioner Bosch said there have been several car washes that have come before
the Commission recently, but none in the immediate vicinity. This site is clearly
automotive oriented next to the freeway off ramp and major intersection. This has been
a gas station site for many years, and a car wash seems to be the most appropriate
kind of use for the site.
Moved by Commissioner Bosch, seconded by Commissioner Smith, to approve
Conditional Use Permit 1981-92 with conditions 1-6 as indicated in the staff report,
amending condition 2, changing the width of the detail area to 18 feet.

IN RE: NEW HEARING
GENERAL PLAN AMENDMENT 3-92-A -CITY OF ORANGE
A request to amend the City of Orange General Plan from Low Density Residential to
Open Space (OS); and change the zoning from A-1 to Recreation and Open Space
R-O). Subject property is located north of Chapman Avenue westerly of the future
Crawford Canyon Road.
N TE: In compliance with the California Environmental Quality Act, Negative
Declaration 1417-92 has been prepared to address the environmental
impacts of this project.
There was no opposition; therefore the full reading of the staff report was waived. The
public hearing was opened.
Those speaking in favor
Bob Bennyhoff, 10642 Morada Drive, Orange Park Acres, spoke in favor the General
Plan Amendment.
The public hearing was closed.
Moved by Commissioner Murphy, seconded by Commissioner Alvarez, to accept the
findings of the Environmental Review Board to file Negative Declaration 1417-92,
finding that the project will not have a significant adverse impact on the environment or
wildlife resources.

recommend to the City Council to approve General Plan Amendment 3-92-A and

IN RE: NEW HEARING
GENERAL PLAN AMENDMENT 3-92-B, ZONE CHANGE 1154-92 -CITY OF
ORANGE
A request for a general plan amendment to relocate the designation of a fire station from
206 North Manchester Avenue to 345 South City Drive and a zone change from PI
Public Institutional) and C-2 (General Business) District to OP (Office Professional) as
well as a general plan amendment from public facility and commercial to office
professional for the property at 206 North Manchester Avenue and 1.2 acre parcel to
the east. The Planning Commission may consider alternatives to the proposed office-
professional zoning and general plan land use for the two parcels at 206 North
Manchester Avenue.
N TE: In compliance with the California Environmental Quality Act, Negative
Declaration 1416-92 has been prepared to address the environmental
impacts of this project.
Commissioner Bosch excused himself from the meeting due to a potential conflict of
interest.
A staff report was not presented. The public hearing was opened and closed.
Moved by Commissioner Murphy, seconded by Commissioner Alvarez, to accept the
findings of the Environmental Review Board to file Negative Declaration 1416-92 in that
the project will not have a significant adverse impact on the environment or wildlife
resources.

IN RE: MISCELLANEOUS
1. Mr. Herrick had prepared a "Summary of the Brown Act, Conflict of Interest
Laws" memorandum. A study session needs to be scheduled to review the contents
of the memorandum.

study session September 28, 1992 at 5:30 p.m. in the Weimer Room to review the
Summary of the Brown Act, Conflict of Interest Laws memorandum.

2. Status of work shop scheduled September 28. 1992 reaarding Old Towne:
Jere Murphy, Manager of Advanced Planning, informed the Commission because the
economic information would not be complete for the scheduled public work shop
September 28, 1992, that information can be brought back in part at the consideration
of the zone change on North Olive Street for October 5, 1992. At that meeting, the
Commission will then make a determination on when to consider the balance of the
rezonings proposed for the Old Towne area. The Old Towne work shop has been
cancelled for September 28. There will be a continued public hearing on the North
Olive Street zone change request, at which time at least part of the economic information
will be presented dealing with the North Olive Street properties.

Moved by Commissioner Murphy, seconded by Commissioner Bosch, to adjourn to a
study session September 28, 1992 at 5:30 p.m. in the Weimer Room; then adjourn to
their regularly scheduled meeting October 5, 1992 at 7:00 p.m. in the Council
Chambers.

Regarding the cancellation of the Old Towne public work shop on September 28,
1992, staff and the Planning Commission will make phone calls to the residents and
involved citizens informing them of the cancellation.
