PLEDGE OF ALLEGIANCE
IN RE: MINUTES OF JUNE 17, 1991
Moved by Commissioner Murphy, seconded by Commissioner
Cathcart to correct the Minutes of June 17, 1991 on Page 13
regarding Commissioner's Murphy's comments following the
closing of the public hearing. "Specific conditions were
asked to be added: (1) That the plan for outdoor play and
recreation areas be submitted to staff for final review; (2)
An access security system be administered and implemented in
the spa area of the basement to ensure and secure the safety
of the children involved at the facility; and (3) security
for access, entrance and exit from windows on the second
story. Currently, there is an ability to slide the window
open and no particular protection against moving outdoors."
This would also require a correction to the motion on Page
14, adding those specific conditions. With these
corrections, it was moved to approve the Minutes of June 17,
1991.

IN RE: NEW HEARINGS
NEGATIVE DECLARATION 1385-91 - CITY OF ORANGE:
An environmental assessment for the proposed construction
and operation of a municipal water well to be used as water
supply for the City of Orange. Property is located west of
the intersection of Walnut Avenue and Prospect Street, on
the east side of Santiago Creek, addressed 3142 East Walnut
Avenue, Lot B Tract

Steve Smith from the Water Plant was present to answer
questions. The full reading of the staff report was waived.
The public hearing was opened and closed.
Moved by Commissioner Scott, seconded by Commissioner
Murphy, to accept the findings of the Environmental Review
Board to file Negative Declaration 1385-91 as the project
will not have a significant adverse impact on the
environment.

NEW HEARINGS
CONDITIONAL USE PERMIT 1900-91 - PACIFIC SOUTHWEST REALTY
COMPANY:
A request to construct a small detached commercial building
Automated Teller Machine kiosk) in the C-TR District.
Project is located in the Orange Mall Parking Lot, facing
Tustin Street, in the area south of the former Security
Pacific Bank building.
This project is categorically exempt from the provisions of
the California Environmental Quality Act (CEQA) per State
CEQA Guidelines, Section 15303.
A full reading of the staff report was not presented.
The public hearing was opened. The applicant was not
present and no one wished to speak regarding this item.
Therefore, the public hearing was closed.
Moved by Commissioner Scott, seconded by Commissioner
Murphy, to approve Conditional Use Permit 1900-91 subject to
the conditions so listed.
