AYES: Commissioners Bosch, Greek, Hart, Master, Scott NOES: None MOTION CARRIED IN RE: NEW HEARINGS CONDITIONAL USE PERMIT 1821-90 - ST. MATTHEW'S OLD CATHOLIC MISSION CHURCH, INC.: A proposal to utilize a portion of an existing office building as a church, and to authorize the joint use of common parking facilities. The project site is located in the M-1 zone, at the northwest corner of Orangewood Avenue and Eckhoff Street. NOTE: This project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines, Section 15301. No one was opposed to this request; therefore, a staff report was not presented. The public hearing was opened. Applicant Father Brian Delvo, 5853 Debra Street, Long Beach, Associate Pastor at St. Matthew's Old Catholic Mission Church, requested to utilize the space for their parish offices. Some of the area would be used for classrooms and educational meetings for approximately 20 people, and for Sunday worship, weekend weddings, and occasional funerals. Planning Commission Minutes April 2, 1990 - Page 2 Commissioner Master drove by the facility and noted the building was already occupied. Father Delvo said they were given permission to use the site for office space and they are trying to get it ready for Sunday u se. The public hearing was closed. Moved by Commissioner Bosch, seconded by Commissioner Greek, that the Planning Commission approve Conditional Use Permit 1821-90 with Conditions 1-11. AYES: Commissioners Bosch, Greek, Hart, Master, Scott NOES: None MOTTnN CARRTRI~ IN RE: NEW HEARINGS CONDITIONAL USE PERMIT 1822-90 - COMMERCE BANK: A Conditional Use Permit application to allow two wall signs which exceed the maximum 18" individual letter height and maximum 24" sign height permitted by Orange Municipal Code Section 17.78.080. The project site is located at 170 South Main Street. NOTE: This project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines, Section 15381. A staff report was not presented and the public hearing was opened. Applicant Vickie Moore, represents New Arts Sign Makers, 3309 California Street, Costa Mesa, was under the impression the bold signage had already been approved predicated on the shortening of the ground sign that has been in existence for seven years. Because the ground sign has been there and has never created a hazard, it would be an undue expense for Commerce Bank to shorten the sign. Chairman Hart believed the application was for the building sign. One of the conditions for approval is the shortening of the monument sign. Ms. Wolff said Commerce Bank has applied through the Design Review Board for wall signs which do meet the requirements of the code. These are for signs that are a maximum 24" height -- 18" letter height. It was her understanding Commerce Bank would like to come to the Planning Commission Planning Commission Minutes April 2, 1990 - Page 3 to request a waiver of those restrictions and receive approval for a sign that is larger. The only thing that has been approved at this time is for a sign that is in compliance with the code. In order to exceed those limitations, the Planning Commission would need to approve the larger sign. As a condition of approval, staff is recommending the modification of the ground sign. Commissioner Master asked if it would be 44" in height? Ms. Moore referred to the sign illustrations on the wall. The logo is 42" -- the cap size on "Commerce Bank" is 32" and lower case letters are 22". On the other one, they are looking at 60" for the logo -- 44" for the cap height and 28" for the lower case. Commissioner Bosch felt there should be a confirmation for the record as to whether the letter sizes are taller than the existing signs, equal to, or less than. Ms. Moore did not know the size of the letters until they get up there with a crane to measure. Ms. Wolff stated the signs are similar. Staff has checked their records, but did not find the exact height of the letters. It's longer because the name is longer, but appear to look comparable. California City Bank was approved under a previous sign code; those requirements were different. Commissioner Scott commented on the monument sign (ground sign). Staff's concern was traffic visibility and that's why they asked it to be reduced. In the past, when signs were put out, applicants would get an encroachment permit. It would be removed at a later date as a street was widened. Commissioner Greek pointed out statement 19 -- the sign is higher than was shown on the plan. It is in violation to the plan that was approved in 1985. Chairman Hart explained there is a 12" berm and the sign is on top of that, which then violates the height limitation. The sign should be measured from the top of the curb rather than the top of the berm. The public hearing was closed. Moved by Commissioner Greek, seconded by Commissioner Bosch, that the Planning Commission approve Conditional Use Permit 1822-90 subject to the conditions listed in the staff report. The building signage is less than two-thirds of the Planning Commission Minutes April 2, 1990 - Page 4 maximum sign area allowed for the total site; however, the monument is 12" higher than it should be. AYES: Commissioners Bosch, Greek, Hart, Master, Scott NOES: None MOTION CARRIED Chairman Hart explained the building sign was approved, but there was a problem with the monument sign. IN RE: ADJOURNMENT Moved by Commissioner Master, seconded by Commissioner Greek, that the Planning Commission adjourn to April 4, 1990, for a study session in Conference Room "C" at 5:00 p.m. regarding the Zoning Ordinance; then a study session be held April 9, 1990 in the Weimer Room at 5:00 p.m. regarding a presentation by Southern California Edison Company and discussion of the Landscape Ordinance.
