A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE OPPOSING SB 116 IN SUPPORT
OF THE FOOTmLLIEASTERN
TRANSPORTATION CORRIDOR AGENCY
WHEREAS, the Foothill Transportation Corridor ("FTC") has been identified as
a needed facility in studies of existing and projected travel demand in Orange County;
and
The Orange County Board of Supervisors certified Environmental Impact reports
on the FTC; and
The FTC was added to the Orange County Master Plan of Arterial Highways by
the Orange County Board of Supervisors in August 1981; and
SB 116 seeks to take the planning process for the FTC'S project out of the hands
of local communities and their elected officials; and
SB 116 further seeks to eliminate an alternative that has been chosen as the best
solution to address future freeway and arterial congestion; and
The passage of this bill would have a negative impact on the construction of the
Foothill South Toll Road project; and
Passage would prohibit residents of the City of Orange from having access to a
completed regional transportation network.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange expresses its opposition to SB 116.
