A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE UPHOLDING THE
RECOMMENDATION OF THE PLANNING
COMMISSION AND AMENDING THE
CIRCULATION ELEMENT OF THE GENERAL
PLAN BY UPDATING THE BIKEWAYS MASTER
PLAN.
General Plan Amendment No. 5-
00 Applicant: City of
Orange
RECITALS:WHEREAS, the Circulation Element of the City's General Plan includes a
Bikeways Master Plan, which was last updated in 1995;
and WHEREAS, the California Department of Transportation Bicycle
Transportation Account grant program provides state funding for the construction of bicycle lanes and
routes for local agencies that meet specific eligibility requirements, including having a
Bicycle Master Plan that has been approved or updated within the last two years;
and WHEREAS, the City retained Alta Consulting to prepare an update of the
1995 Bikeways Master Plan, and this update requires amending the Circulation Element of
the General Plan;
and WHEREAS, a Negative Declaration was prepared, noticed, and posted for
public review in accordance with Article 8, Section 15105 of the California Environmental
Quality Act Guidelines;
and WHEREAS, the City Council held a duly advertised hearing on November 28,
2000,to consider the information contained in Negative Declaration 1654-00, including
the initial study and comments received during the public review process, and
General Plan Amendment No. 5-00, an amendment to the Circulation Element of the
General Plan; and WHEREAS, after finding and determining the hereinafter described
facts, the City Council determined that the project could not have a significant effect on
the environment, a Negative Declaration should be adopted, the Bikeways Master Plan
for the Circulation Element should be adopted, and General Plan Amendment 5-00
should be approved, as recommended by the Planning Commission based on the facts more
particularly
set forth as follows:1. The Bikeways Master Plan is necessary in order for the City to
be eligible for state Bicycle
2. The updated information included in the Bikeways Master Plan provides the City with the
information it needs about the identified bikeway improvements and programs to
prioritize projects and pursue appropriate amounts of funding to ensure their
implementation and completion.
3. The grant funds that could be received by the City for implementation of the Bikeways
Master Plan will enable the City to make physical improvements and develop community
outreach programs that will encourage the use of bicycles as an alternative mode of
transportation throughout the community, thereby reducing roadway congestion and
motor vehicle pollution in the City.
4. The proposed General Plan Amendment could not have a significant effect on the
environment and a Negative Declaration should be adopted.
NOW, THEREFORE, BE IT RESOLVED by the City Cowlcil of the City of
Orange as follows:
1.The foregoing recitals are true and correct.
2.Negative Declaration 1654-00 is
adopted.

this Resolution.7. The City Clerk is hereby authorized and directed to (a) make copies
of this Resolution available to the general public within one (1) working day following the
date of adoption, and (b) furnish to any person making a request for a copy of the
adopted documents amending the General Plan within two (2) working days after receipt of a
request therefor accompanied by payment for the reasonable cost
