A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING THANKS AND
APPRECIATION TO CATHY KNOPF OF THE
FINANCE DEPARTMENT FOR TWELVE YEARS OF
LOYAL AND DEDICATED SERVICE.
WHEREAS, Cathy Knopf began her career with the City of Orange on January] 6, 1991
when she was hired as the City's Accounting Manager, which is a responsible position supervising five
professional staff members. Cathy is a Certified Public Accountant (CPA) holding a Bachelor's degree
in Business Economics; and
WHEREAS, Cathy's achievements included the accurate and timely completion of the
Comprehensive Annual Financial Report (CAFR). Under Cathy's leadership the City has received
state and national awards for Excellence in Financial Reporting annually. She also streamlined the
preparation of the annual CAFR so that it could be completed in-house and revised the City's CAFR
to comply with GASB 34 reporting requirements;
and WHEREAS, Cathy has contributed in countless ways to the City and the Finance
Department including revising budget documents to also achieve state and national budget awards. Cathy
was responsible for the successful coordination of numerous annual audits including the City's
and Redevelopment Agency's annual audit, the Single Audit, Gas Tax, TSIA, Proposition 172, Air
Quality Management District audit, and various audits of state and federal grants. Cathy was involved
in providing reports and guidance to all City Departments fox accounting and budget related
inquiries;
and WHEREAS, Cathy is a highly respected professional by her staff, peers and members of
other departmtmts. Cathy is very knowledgeable, hardworking and is highly regarded lor her commitment
to the organization, her work ethic, her team spirit, and her "can do" attitude. Cathy was always
very selfless towards the giving of her time to the City to meet deadlines or to insure that projects
were complete:d accurately. Cathy graciously agreed to continue City employment during the
recruitment and sele(:tion of her replacement, and to help in his training on a part-time
basis; and WHEREAS, Cathy will be leaving upon the birth of her second child, in November
of this year, to take care of her family and menagerie of animals including horses, dogs, birds, and
gold fish;and to work with her husband in his new ambulance / critical-
care transport business.NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Orange congratulates and thanks Cathy for her outstanding loyal and dedicated service to the
City of Orange and wishes Cathy success, enjoyment and good health in
her future endeavors.ADOPTED this 22nd day
