fhe public hearing for the following discussions:
John Biqqs, Chapman Universitv - 1 University Dr. — We are prepared to reimburse the City for all
installation/removal costs associated with the STOP sign.
Chairman Fortier—You stated that this location doesn't meet the warrants based on traffic volumes, does
the construction at this location make this situation so dangerous we should disregard the warrants?
Dave Allenbach, Transportation Analyst— In this particular case there are a lot of students who use the
Center St. intersection to cross from the dorms to the campus. If this is closed to them it is logical to
assume that they are going to proceed west over to Grand St., this would provide a control point. It's �
always better for the motorists to have pedestrians crossing at a singular point, particularly to have them
cross at an intersection, which is where motorists expect pedestrian crossing activity to occur. In that
respect this STOP would provide.better pedestrian crossing than if we feave it as a 1-Way STOP. We
. have approximately 5,000 vehicfes per day on Walnut. There is a 4-Way STOP at Shaffer St. and
Center �t., and a traffic signal at Glassell St. By putting in a 4-Way STOP at this location would have 4
STOP's within a quarter mile, so traffic would have a lot of stops. Previously we had a STOP sign at this
location during a consfruction project in the area which worked reasonably well.

Chairman Fortier— I have a concern with temporary STOP signs. Isn't it a fact that if we remove a STOP
sign pedestrians seem to forget it has been removed and walk out into traffic?
Dave Allenbach, Transportation Analyst—Yes, it has been our policy over the last several years that we
don't paint crosswalks unless we have some kind of control because the pedestrian tends to think they are
safe when really all they are doing is entering the street between finro stripes of paint. Crosswalks are
designed to provide a logical extension of sidewalk to get a pedestrian from one side of the street to the
other, they are not considered a safety device. What makes them safer is to have some kind of positive
traffic control such as a traffic signal or a STOP sign. Pedestrians do become accustomed to them being
there and our concern has been that when we remove the STOP sign motorists exiting Grand St. at
Walnut Ave. are used to cross-traffic stopping for them, once we have removed the STOP sign they won't.
We can notify motorists as best we can by placing signs in the parkway area advising of the removal of
the STOP sign. We intend to remove any striping with sandblasting instead of just blacking them out with
� paint so it will be obvious the STOP sign has been removed.
Chairman Fortier—Within this quarter mile area are there several pedestrian crossing locations?
Dave Allenbach, Transportation Analyst — Yes, although there is not a painted crosswalk at the subject
intersection a crosswalk is implied. A pedestrian is allowed to cross the street whether there is a painted
crosswalk or not. Pedestrians may also cross at Orange St.
Chairman Fortier— I, myself have a problem with this request, temporary STOP's cause problems. These�
are adults, not elementary school age children, I would look at that a little differently.
John Biqgs,Arnel Development— I understand the circumstances surrounding temporary STOP's and the
long term problem, but the fact that there is an intersection and if there isn't a painted crosswalk, cars
proceed on. ft's unsafe for the students to cross and whether they are adults or not they aren't getting
across the street in a safe manner,we feel that in this interim period as we have to move traffic along from
the construction deliveries that safety will be issue if we don't have this temporary STOP.
Commissioner Petronetla—How long to you anticipate this temporary crossing will exist?
John Biqqs—We should be complete and ready for occupancy by July 2001.
Joe Kertes, Chapman University— I'm the Vice-President and Dean of Students at Chapman. If it was
compelling enough in 1991 when we had 600 students living in our dorms to instafl the STOP sign and
crosswalk at the same location, and we now have 1,200 students living in housing, 1 think this makes the
situation much more compeHing. We are concerned about the liability that the situation presents to our
students and we want to be sure they have as safe a passage as we can provide during this construction.
