Chairman Yarger opened the pubic hearing for the following discussion:
Albert Won�, 2402 E. Oran�eview Ln — I'm proposing that the City install this red
curb on Denise and Santiago because I feel that turn is unsafe when the car come
down from Denise they could not see me coming because Denise is not a straight
street, there are turns, when cars are coming down the street they are going fast and �
they drive in the middle of the road and they said they could not see me when i
made the turn onto Denise.
Chairrnan Yarger c/osed the public hearing and returned the item to the
Commission for further discussion and a motion:
Chairrnan Yarger— How wide is the street here?
Dave Allenbach, Transportation Analyst — The street is a standard 36 ft. wide
residential street. The area we are examining here is 81 ft. long from the back of
the curb return at Santiago and Denise east to the alley that runs in back of the first
residence at 2401 No Santiago Blvd. There is room for 4-5 vehicles to legally park
on the street at the present ti meo �
Commissioner Fortier — As I look at this I don't see a problem with cars being
parked here and obstructing the motorist vision from Denise onto Santiago Blvd. to
make fihis turno In staff's opinion is there a sight distance problem here?
Dave Allenbach — This is a typical residential intersection it isn't any different from
any other residenfiial street in the City, fihere is adequate sight distance. I think at
issue here is that there was a large vehicle parked here for a short period of time
thafi is now gone. We have been out at this location several times since receiving
the request we did observe the motorhome parked there for a shorfi period of time,
it has been removed for a few weeks, there has been a small vehicle parked there
but not right at the curb return and in our opinion as long as this is in effect
someone could make a right turn from Santiago Blvd. onfio Denise Ave. safely and
avoid having a side-swipe type accident with a vehicle parked on the side of the

Commissioner Sciarra — It appears that with the elimination of that one large vehicle
. that there really isn't a sight distance problem here.
Chairman Yarger — I don't think so either and resident who (ives at that property
since there is no sight distance problem I feel that he has the right to request that
there be no red curb in front of his residence.

Chairman Yarger opened the pubic hearing for the following discussion:.
Lee Roberts, 642 W. Chapman Ave. — This building is. located on the .corner of
Chapman Ave. and Parker St. I oppose the removal of the yellow curb markings .
because that is the only area of no parking in that section of Parker St. The
opposing east side of Parker already allows free parking. The Texaco Gas Station
parking area and their driveway dumps onto Parker and allows ingress/egress which
� means that if we allow parking on both sides of Parker St. a large vehicle would try
to get .in or out that Texaco Station driveway it's going to pose a problem (shows
photographs of parking along Parker St. in the study area). At the end of the yellow
� zone the east-west alleyway that runs behind fihe 642 building dumps onto Parker
meaning everyone who uses that alley would turn onto Parker would be faced with
vehicles on both sides of the roadway that they would have to contend with from a
, visibility problem as well as a turning maneuver.

I came up and checked the complainant being concerned fihat there is always plenty
of parking here, I'm there 7 days a week, day and night, and that street is wide open
as you can see from my photographs that I took at several different times during the
dayo What I found was that the person making the complaint has a single=family
one story residence that has four-(4) single-car garages behind it and about a 50 ft.
driveway. I couldn't understand why anyone living there would have a parking
problem.
I'm also concerned that this would impact deliveries to our building in that the only
place to park and make a delivery if the yellow zone were removed would be from
the parking lot, and even USP with their big truck if there is a number of cars in the
parking lot has a hard time turning around. If we get a larger truck to make an
office supply delivery or delivery to the antique store, they would have to park on
Parker St. or stop on Chapman Ave. to unload. .
Commissioner Fortier — Yellow curb is installed for a purpose, it's usually adjacent
to a cargo loading bay or something and at one time there was a bay door in fihat
building. � �
Lee Roberts — I have never seen any evidence of a bay door. As there are 3
businesses in this building the only way to make a delivery would be to pull into
the parki ng lot and if you have customers i n the lot the del ivery trucks would have
trouble turning around. As we front Chapman which doesn't allow parking and
there is no parking on the other side of our building you have to go up another
block to find another parking space and most people won't do thate

Hamid Bahadori, Mana�er Transportation Services — If I may bring to your attention
from page two of last month's report the paragraph that contains the staff's
recommendation indicates our approval for the removal of the yellow curb is
cond.itioned to no opposition by the business at 642 W. Chapman Ave. There are
no compelling safety issues it's only a matter of parking allocation and it's been
your Commission's policy to consider the most affected parties input and our
recommendation was based on the support of the business owner.

Dave Allenbach, Transportation Analyst — There is a section of red curb adjacent to
the STOP sign at Chapman which is 30 ft. long, the existing yellow curb in question
is actually 63 ft. long.
Lee Roberts — We use 40 ft. for our trash cans, which we put out in the yellow zone
because we can't put them out in the alley behincl the building.
Steve Kochen, 642 W. Chapman Ave. — I own Whimsical Collections in the front of
the building for approximately 3 years and we support the removal of the yellow
curbo When we moved in there wasn't red curb here. There was indeed a loading
� bay door and Mr. Roberts himself took it out approx. one year ago when h.e built-
out his entire building. There was a reason for the yellow curb prior to the removal
of the door. In any event that space is needed by our customers whenever there is
a over-flow of parking inside 642 W.. Chapman without it there is very little space
for them to park as the Texaco Station across the street takes up a lot of that space
� so with the removal of the parking area the customers have little place to go.
Chairman Yar�er — You're saying that due to the yellow curb you can't park on the
street?
Steve Kochen — It limits our parking. We try to have our employee's park on the
street fio keep the parking lot available for customers. ,
Chairman Yar�er — There appears to be adequate parking on the street if your
emplo.yees are willing fio park 2-3 houses away from the store. I don't think we
need to remove yellow curb so your employees can park right next to your door. �
Chairrnan Yarger closed the public hearing and returned the ►tem to the
Commission for further discussion and a motion:
Chairman Yar�er — If a large truck comes up to drop items off, looking at these .
pictures, if the other gentlemen needs areas for employees to park there is plenty of
parking on S. Parker Sfi. I'm going to make the recommendation �hat we deny the
o request of removing the yellow curb. .

Commissioner Sciarra — I make the motion to remove the yellow curb only because
yellow curb is specifically designed for loading and unloading, it's on a side of the �
street where there is no immediate access to the business for that purpose and for
that reason I would recommend we remove this yellow curb.

Parker St. south of Chapman Ave. adjacent to 642 W. Chapman Ave.

E. Final report and recommendations for the temporary "All-Way" STOP signs at the
intersecfiions of Handy St. at Monroe Ave. and Handy St. at Quincy Ave.

Chairman Yarger opened the public hearing for the following discussion:
Leo Kueny, 2506 E. Ouincy Ave. — Opposed to STOP signs. (Plays an audio tape of
traffic noise associated with vehicles accelerating and decelerating for the STOP
sign at the intersection of Handy St. and Quincy Ave.) My bedroom window is
facing the street at this location and I have to lisfien to this all the time, the noise
level is incredible. Since they've closed Collins and Meats the traffic and pollution
is intolerable.
An�elo Santi I lo, 2401 E. Jackson Ave. — Opposed to the STOP signs. The problem
is that on the west side of Handy St. when you're trying to access Handy from the
side streets, the view when you're trying to see oncoming traffic is very difficult
because the homes are up too close and you can't see the oncoming cars.
William Bauer 1r., 2507 E. Ouincy Ave. — ln Favor of the STOP signs. I'm at the
corner of Handy/Quincy. There is a problem with people violating these STOP
signs, there is a difference between "rolling a STOP sign" which is a pain and it's
different from blowing the STOP signs or removing the signs altogether. This
problem is expedited with the removal of the Collins Bridge and fihe fact that
westbound Kafiella has been reduced to 2 lanes, thafi makes Handy a medium
thoroughfare, but to my knowledge, if you go one street east to Wanda that would
be a better choice for allo We need additional Police enforcement in the area.
Tom Dembroskyf 2524 E. Jackson Ave. — My daughter I ives at the corer of Handy
and Monroe; we are in favor of keeping the STOP signs at least unti.l the Katella and
Collins Bridge over the SR-55 Fwy. have been completed and are re-opened. Ifi's
safer to have someone roll through a STOP sign at 4 MPH than driving down the
street at 40 MPH.

Kay Perkins, 2543 E. Locust Ave. — Opposed to the STOP signs. I do see that
people see these STOP signs as a "nuisance" and are responding as though it's a
nuisance. I don't.see any information concerning southbound traffic in any of your
staff reports. That's where we have the problem, when we're trying to access
Handy people are blowing out of that STOP sign so fast from Monroe we can't get
out onto Handy St. Coming from the cross streets we feel these signs are
counterproductive to traffic flow.
Bill Lanning, 2632 E. Adams Ave. — In.favor of the STOP signs. I think these signs
are the best solution available since we're not going to put in speed humps. I think
people will become used to these signs over time and with nominal Police
enforcement I think that situation can be handled but it's a much safer situation than
it was before.
Chairman .Yarger closed the pu,blic hearing and returned the item to the
Commission for further discussion and a motion:
Commissioner Sciarra — It appears to me tha# keeping these signs "temporary" until
the SR-55 Fwy. construction work is completed may be the way to go here.
Commissioner Fortier — We had this problem even before the freeway construction
began so I disagree with this as a solution to this problem. I empathize with the
residents concerns. We would have no speeding problem in the City of Orange if
we put in a STOP sign every three streets, we may have people runn�ng STOP signs,
but we would have no speeding problems. One of our main objectives is to keep it
safe but expedite traffic as best we can across the City. I'm irritated myself when I �
� drive down Handy St. and have to stop for all those signs, but I do it. Therefore I
cannot in clear conscience say to you that fihis is something I can approve. I know
this will be going to the City Counci�l and let them approve it, that's fine with me if
that's what they want to do..
ACTION: Receive and file this report and send it to the City Council with no
recommendation.

IV.ADMINlSTRATIVE REPORTS
Status report on White Oak RidgeCTrails End.
Dave Allenbach, Transportation Analyst — In December 1999, we had a request before
you to consider the installation of an "All-Way" STOP at the intersection of White Oak
Ridge and Trails End Ln. At that time the Commission elected to continue the request
for 120 days and have us perform a turn count when the elementary school was NOT
in session. Unfortunately, due to staffing constraints and inclement weather, we were
unable to perform the additional traffic count in the. 120 days. School will be out the
end of next week and we will re-do these traffic counts for you and make a final
presentation to you at the August 9th, 2000 CTC meeting.
V. ORAL PRESENTATIONS
Tom Dembrosky, 2524 E. )ackson Ave. — I've been living in the presidential tract for
about 38-40 years. When I bought my property I thought it was zones R for residential
but it's turning into a big R.V. park with trailers, boats and peopfe living in RV's out
there and when I call the City they tell me that we can't do a thing about it unless you
give us your name, address and your complaint. If I do that I'm going to find my tires
slashed. Why can't you do something about RV's and firailers and boats that are
parked out here this is a residential area not an R.V. storage lot, it that's what you want
it to be then let's have it reflected in our taxes.

After discussion of today's Agenda items of the City Traffic Commission was concluded,
and as there were no further requests for action under Oral Presentations, the Chairman
adjourned this session of the City Traffic Commission at 4:40 p.m.
The next regularly scheduled meeting of the City Traffic Commission will be
