Chairman Yarger opened the public hearing for the following discussion: Harold Roper— 9962 Windes Dr., Orange — Opposed to the request. We have not experienced any parking problems in that area since 1963, either before or after the Park was established in the 1980's. From Grovewoad to Lewis there� are no houses on the west side that can see the street, they are all about 20-30 ft. below street level and their front yards are screened with either hedges.or shrubs. On the east side there are only 3 homes with frontage on Windes Dr., my house is the only one that does not have a fence� and has a shoulder wide enough for parking. We have never experienced a parking problem and we would hate to see 3 to 6 "'NO�PARKING" signs in front of our property. You could also enforce the STOP sign at Grovewoon and Lewis. Chairman Yarger closed the public hearing and returned the item to the Commission for further discussion and a motion. Dave Allenbach, Transportation Analyst —The problem is that as there are no other street improvements, if someone is parked in this area bicyclists, pedestrians and equestrians are forced to ride out in the travel lane. This has not been a problem until now because there is extremely light traffic volume in the area but in our opinion its probably a good idea to go ahead and post this area for aN0 PARKING ANYTIME" because it isn't wide enough. According to the proponent most people who park here do so on the weekends and they are trying to avoid the Park's entry fee. With regard to the number of signs we would post, the signs the proponent has on his properry are mounted to his wall, they have been installed by the property owner and not the City. If this request were to be approved we would post these signs every 100 to 150 feet and we would definitely try to put these signs on the properry line and not in�front of someone's living room window. Chairman Yarger — How much traffic is on this street? Is it basicafly just area residents and people going to the Park? Dave Allenbach, Transportation Analyst — Its very lightly traveled. The road ends at the Park, which is maybe 200 yds. northeast of the study area. Primarily the only people driving this road are the area residents and people visiting the Park. Chai rman Yarger — So even on the weekend, i n that one area where you might be able to park, there isn't that much traffic on that road, is that correct? � �Dave Allenbach, Transportation Analyst — Yes sir, we did not perform a traffic . count at this location but at the times we have visited the location there has not been much traffic, at least during the week. I would Iike to add that the area north of Lewis Dr. which becomes County right-of-way, both sides of the street there are posted for NNO PARKING ANYTIME". Since Mr. Roper's property is the first properry on the east side of the street to actually front along Windes Dr. perhaps we could install a '�BEGIN" NO PARKING ANYTIME�signs on the north property line on that side of the street, and then post the west side of the street the rest of the way so we could allow parking in front of � his residence but nowhere else on the street. Transportation Services — If Mr. Roper's concern is the aesthetic appearance of the signs we can definitely work in that area to make sure the signs are as least visually intrusive in front of his property. Chairman Yarger— Have we received any complaints because of parking? Hamid Bahadori, Mgr. Transportation Services—The complaint was initiated by Mr. Martin and as you can see from the report we wrote him a letter that we would only entertain his request if he provided a petition signed by all his neighbors in favor of the parking restriction. All of the properties on that section of Windes Dr. have signed the petition in favor of the parking restriction except Mr. Roper, so the request was initiated by the community. There is no history of a parking problem. Commissioner Sciarra = I'm inclined to support the suggestion that we implement the parking restriction north of Mr. Roper's property. Dave Allenbach, Transportation Analyst — If you should approve the request as it � has been proposed we would probably install a total of 6 signs, 3 on each side of the street. ACTION: Approve the parking restriction on the east side of Windes Dr. from Grovewood Ln. and Lewis Sr., and approve the parking restriction on the west side north of 9962 Windes Dr. Iv10TION: F.
