Chairman Yarger opened the public hearing for the following discussion:
Commissioner Fortier—This 30 ft. is equivalent to one car length, is that correct?
Dave AI lenbach, Transportation Analyst— That is correct.
Chairman Yarger — I don't know, I think one parking space is rather small to try to
have the Parking Control officers monitor one parking space every 30 minutes, that
is a situation the Police don't need.
Commissioner Fortier — If there are other businesses in the same area with the same
problem then we could install this "30 MINUTE" parking zone for a larger area, that
would be enforceable. This one space is (ike a private "30 MINUTE" parking zone
in front of someone's business.

B. Request for the installation of an �'All-Way" STOP control device at the
intersection of Metropolitan Dr. and the westerly entrance to "The Block At
Orange".

Chairman Yarger opened the public hearing for the following discussion:
Karen Copeland, Burgen-Brunswig Corp., 4000 Metropolitan Dr. — We have an
arrangement with LA Fitness and 300 of our employees work out at their facility, so
there is a lot of traffic going back and forth. Since the request was submitted there
actually was an accident last week wherein a vehicle was stopped for a pedestrian
and was rear-ended, so we know this is a serious situation. In addition I am -
surprised that The Block hasn't asked for some consideration because the traffic
backs-up in the morning and evening on work days and also in the evenings on
weekends for access and egress into The Block. We're asking to prevent future
accidents because we really feel that the potential is there.
Chairman Yarger — If we approve this I would also fike to see is the one driveway
exiting onto Metropolitan at this time it has a "'R�GHT TURN oN�Y" sign, if we go to a
'�4-Way" STOP I would like the �RIGHT TURN ONLY" sign removed because they
would now be able to make a legal left turn from this location.
� ACTION: Approve the installation of an �'AII-Way" STOP confrol device at the
intersection of Metropolitan Dr. and the westerly entrance to "The Block At
Orange". Remove the NRIGHT TURN ONLYn sign at the driveway when the
NAII-Way" STOP sign is installed.

Chairman Yarger opened the public hearing for the fo!lowing discussion: �
. Rockv Bocane�ra, 360 N. Lemon St. — I have a view of Chapman University's
parking structure from my window and we bore with all the construction in the
hope that we would be able to park on the street. There are a lot of homes just like
mine in this area that are older homes built on (arger lots and a (ot of owners has
improved on their property by building houses in the rear. Once those are in place
the driveway serves both units and has to be kept open at all times, you can't p.ark
in the driveway at night, which leaves us the street for parking. A lot of times the
street parking is taken by peopl� who don't want to pay the $50.00 parking fee to
park in the structure and they are there until 10�11:00 p.m. So other residents have
to take whatever on-street parking is (eft when they get home and many times, it
around the block. I'm a mechanic and I keep all my tools inside my vehicle and I
cannot afford to park my van around the corner from my house, so I park on the
lawn.
Commissioner Fortier — How bad is it Rocky, is it most of the time you come home
and you can't park anywhere close to your house? Or is it just in front of your
house and one or two neighbors, or it is all the way down the block? .
Rocky Bocane�ra — It's a daily thing. It's unfortunate that such a large structure was
built and it's not being used to capacity.

Eric Domne, 428 N. Olive St. — We look right on to the parking structure and it's a
main thoroughfare to get into the parking structure at the Law School. Our concern �
is two-fold, 1) you cannot park on the street at.any time during the day if you're a
resident unless it's Tuesday, right after the street sweeper goes by otherwise its full
all day. 2) Chapman University told us they were going to build a parking structure
and their students and faculty would park there. The faculty are the people who
park on the street because they don't receive free parking permits for this structure.
When they built the structure there was supposed to be some kind of a STOP or
consideration of a dead-end at our street now we have 2-Way traffic going through
that street at excessive speeds to get into classrooms.
Sam Vega, 486 N. Olive St. — I support the parking permits. It's impossible to park
in front of my own house because Chapman University faculty and students park on
the street until about 10:00 p.m. I did attend one meeting about a week ago over
at the University and they are providing free parking in the parking structure and
still the students will not park there, they choose to park in front of our residences.
�n trash colleetion day students have picked up my trash barrels and placed them
on the parkway and they park in front of my house, now the trash can't be picked-
up because they are blocked by these cars. 1've calfed the Police several times
because I can't get into my driveway, I don't know what to do. I hope you will do
it for us.
Beatrice Ve�a, 486 N. Olive St. — The person who circulated the petition gathering
signatures couldn't be here today, but I'm sure everyone in the neigh.borhood was
very pleased that she made the effort. I think it will improve our lives a lot by
hav�ng the students and faculty over in the parking structure as it was intended.
Chairman Yarger closed the public hearing and returned the ►tem to the
Commission for further discussion and a motion.
Commissioner Fortier — I see a real problem for these residents because obviously
they can't park in front of their homes. It's a (ot easier to pull in front of sdmeone's .
house rather than go up all those ramps and find somewhere to park in the
structure. I parked there last week and it was empty.

Hamid Bahadori, Manager Transportation Services — As mentioned in our report the
City Council gave speciaf consideration for these applications arid waived the $400
fee for both applications, and at the same time they directed us to work with
Chapman University toward a comprehensive approach to parking management in
this area. That effort is still going on so this is not the last time you will have to
consider this issue we will bring another report to you in the future. In the interim
regardless of whether the parking structure is free or if there is a charge, Chapman
University cannot force people to park in the structure, so we need to have some
protection in place for our residents in this area.
Chairman Yar�er — On this item since this basically has come in two sections
around the University is there any way we can handle them separately?
Wa�ne Winthers, Asst. Cit� Attorne� — Yes. you can decide to approve or not
approve any of the streets or any combination of the streets that you desire. Staff
has their reasons why they put forth why they should be treated altogether but in
your ultimate decision you may separate the streets however you want to handle
them.
. Chairman Yarger — If any of the other Commissioners want to go along with this I
. thought maybe what we could do, since we have two separate maps here, we have
Lemon St., Olive St., some of Cypress and I thought maybe we could take that on a
motion and then go over to the other streets where we received a petition that a �
section wanted to be removed. Would it be easier to handle it that way? �
Hamid BahadoriF Manager Transportation Services — The recommended action in
Section Two of your report, you may want to consider the first (ine on that group of
streets is Sycamore Ave. between Pine St. and Shaffer St. If you simply change this
to "Sycamore Ave. between Harwood St. and Shaffer St." that will address� the
petition that has been received, the remainder of the combination of streets is not
changing.
Chai rman Yarger —You have the area that the residents wanted removed was on
Sycamore Ave. between Harwood St. and Pine St. for both the north and south side
of the street, is that correct? .

V1. ADJOURNMENT
After discussion of today's Agenda items of the City Traffic Commission was concluded, and as
there were no further requests for action under Oral Presentations, the Chairman adjourned this
session of the City Traffic Commission at 4:06 p.m.
The next regularly scheduled meeting of the City Traffic Commission will be Wednesday —
April 12, 2000.
