Petronella AYES: Unanimous 11. CONSENT CALEN DAR A. Request for the installation of red curb markings on Auburn St. adjacent to the entry drive servicing "The Bluffs" residential development. Paul Beehler 5122 E. Hunsford Dr., #C Orange CA 92867 Oral presentation is based on the written staff report, please refer to your copy. Chairman Yarger opened the public hearing for the following discussion: Commissioner Petronella — I have observed cars parked within the turn area of the cul-de-sac and it really forces pedestrians out into Via Escola literally to cross the street because the cars are blocking this area. Paul Beehler. 5122 E. Hunsford Dr. #C — Presents drawing, photographs & petition to CTC. Concerned about parki ng as cars park al( the way around the cu rb retu rn. A pedestrian was hit about a year ago, one of the contributing factors cited was an "obstructed (ine of vision". It wouldn't be setting a precedent to red curb the entire street because Surrey St., which runs parallef to Auburn St., was completely red curbed several years ago. I'm particularly concerned with the curbs adjacent to Via Escola and afi the entry driveway into "The Bluffs". My concern is for pedestrian safety and for vision obstruction when exiting Auburn St. onto Via Escola. Chairman Yarger closed the public hearing and returned the item to the Commission for further discussion and/or a motion. Commissioner Sciarra — It appears that in addition to the problem at the driveway into the townhouse complex there is need for additional red curbing at Via Escola. ACTION: Approve the installation of 20 ft. of red curb markings on both sides of the subject driveway. Additionally, approve the installation of 20 ft. of red curb on the westerly side of Auburn St. south of Via Escola, and install 30 ft. of red curb for the easterly side of Auburn St. at the STOP sign at Via Escola. MOTION: F. Petronella SECOND: .F. Sciarra AYES: Unanimous B. Request for the installation of additional red curb markings on Shaffer St. at Moreland Dr. Fred Herrlien 1511 E. Van B i bber Ave. Orange CA 92866 Oral presentation is based on the written staff report, please refer to your copy. Chairman Yarger opened the public hearing for the following discussion: Fred Herrlien,. 1511 E. VanBibber Ave. — (Provides photographs to CTC). I currently rent this property and my daughter called to advise me that she could not get out from Moreland onto Shaffer during the daytime. On the days school is in session vehicles park all along Shaffer St., and they're all high profile vehicles making it difficult to see around them to find out if there is any on-coming traffic. I am recommending that you install additional red curb along Shaffer St. at Moreland Dr. so we can see oncoming firaffie when we exit this street. I have spoken with the Assistant Principal who requested his employees not park at this (ocation, this worked for one day. It seems they have a terrible time with parents parking all over the place when they come to pick-up their children. Commissioner Poutsma — I understand Mr. Herrlien's concern. Even though there is existing red curb in front of St. John's School, I am hesitant to extend it because I know for a fact that those parents are going to park somewhere, I have no objections for extending the red curb north. ACTION: Approve the installation of additional red curb markings to a total length of 30 ft. at 133 S. Shaffer St. only, but not to extend it in front of St. John's at this time until we can find out if they have a plan in place for the safety of the kids. - MOTION: W. Poutsma - SECOND: J. Fortier AYES: W. Poutsma, J. Fortier, F. Petronella, F. Sciarra NOES: D. Yarger Chairman Yarer — My concern is that the problem doesn't seem to be in front of the property located at 133 S. Shaffer St., it is coming from the school. If you're coming out of Moreland Dr. you're looking left the cars coming north and not so much to your right because you have your whole traffic lane to follow throughe Commissioner Poutsma — I understand your concern and I would have no objection as {ong as the school.advises me that they have some kind of safety plan, I will have to eall them about that, but I hesitate to install in f.ront of the school without knowi ng about thei r plan.
