I walk every day down Lewis St. and Chapman Ave. and on the east side of Lewis St. between Compt�n Ave. ` and Chapman Ave. there is on-street parking, however, there are no sidewalks so � pedestrians have to walk on the grass and when its wet they have to go out in the street. Since last November I have informed both the cities of Anaheim and Orange and they have painted the curbs red except for the area between Compton and Chapman on the east side of Lewis. When the pedestrians walk out in the street around the parked cars they have to be in the face of oncoming traffic. There is ample parking on Compton Ave. adjacent to the apartment complex. Chairman YarQer � Do you know how many pedestrians walk through this area every day? Georqe Parker—I have no idea. John Svmes, 129 N. Lewis St. #2 —�Opposed to the request. The parking situation for the tenants of 129 & 141 N. Lewis St. don't have too many other options except to park on the street, partly due to the fact that the alley behind these properties have a lot of problems associated with it such as water running into it from the finro restaurants adjacent to it, there is grease that eats the asphalt, and there is a huge pothole that frlls with water and when cars go through it sprays this greasy water onto the garage walls. When you're able to use your garage the doors are in disrepair, the average tenant wiil not park in the back due to these problems. If repairs were made back here the tenants would use it for parking instead of the street. Lorraine Cvphers. 141 N. Lewis St. #4 — I oppose this request. Between our two complexes there are 12 units and the average renter owns 2 vehicles and each apartment is ailocated 1 covered parking space, and everyone else has to rely on street parking. If I have to park a great distance away from our complex and then walk out in the street it would be dangerous for me, especially at night. Right now I can park on the street directly in front of my apartment if I'm forced to park 3-4 blocks away I would be concerned with car theft and vandalism and I wouldn't be able to see if anyone was in the area or not. Nutwood, Fuilerton (owner of 129 N Lewis St� — I am also the manager of this property and I have been authorized to speak on behalf of the owners of 141 N. Lewis St. Opposed to request. The front lawn has a worn path created by � pedestrian usage over the years, there is also a public alley behind the finro complex where one could walk. The property was built in 1959 and there has been on-street parking all that time, however, residents now have more vehicles and I don't know where they can park if not on the street. People from the adjacent businesses also park here. I worry abaut my tenants safety having to park 2-3 blocks away from the complex and walking back to the apartment. Limiting tenants access to the property will decrease the value of the property. I suggest permit parking on Lewis St. in front of the apartments or extend the sidewafk adjacent to Kaiser and give pedestrians a place to walk. Vice Chairman Fortier— I think there is a legitimate reason for the tenants to park here, there are security reasons, lack of parking spots and I think they have a valid point. Commissioner Sciarra — I agree. Orange is congested with no parking areas and we need places for people to park. . Commissioner Petronella—I concur. Beyond this location if there are cars there and we are forced to park further down the street there is a dirt incline with bushes and we cannot easily and safely access the side doors to enter and exit. When it's wet and muddy that becomes a problem. Its not good to have the children walk in the street to the chapel because there is no sidewalk. � Dr. P. Nver. 2872 Nohl Canvon Rd. — I am opposed to this request. My home is directly across from the location where this trailer parks. When school is in session during the morning drop-off (7:30-8:15 am) and afternoon pick-up (2:15-3:00 pm) times the traffic becomes unbearable, this becomes a 1 lane road. I have had problems on numerous occasions accessing my home because the street is blocked. Having this trailer parked here is a hazard, because the trailer �s wider than a regular car it creates as safety concern. I have noticed children jump from behind the trailer into the path of oncoming traffic when their parents come to pick them up. I propose that the trailer be parked only during the daytime and be removed before dark. Could the hours be restricted allowing the trailer to park on the street so it does not cause too many problems for the area residents? Dr. Nver— During the moming and afternoon drop-off and pick-up for the school there is a line of cars %2 mile in each direction of parents, the street is too narrow for everyone all at the same time, and having the trailer here makes things worse. . Chairman Yarger opened the public hearing for the following discussion: Craiq Balthrop, 1243 E. Chestnut Ave. — In favor of the request. We have a lot of children from 3-12 years old. Because this segment of Chestnut is a very long street and allows on-street parking motorists have difficulty seeing children and bicyclists as they drive down Chestnut and turn onto Maplewood. We're concerned about their safety. The exact same condition exists over on Shaffer and Chestnut and a STOP sign was just installed a few weeks ago. We have traffic trying to bypass Tustin St. and Taft Ave. using our street as a short-cut to avoid the construction zones and the traffic on the major streets. Lerov Andersen. 1126 E. Chestnut Ave. — I've lived here 40 years and I've never seen a traffic accident or child run over and 75% of the cars will turn onto Maplewood but they live either on Concord and Candlewood, and they slow down. They don't speed and there is hardly ever any cars parked there. I think both requests should be denied, it's a waste and we don't need it. I raised my kids and had no problem and all you have to do is teach your children to obey traffic laws and stop at intersections and not to go darting into the street. Wavne Millard. 1138 E. Chestnut Ave. — My home is directly across from the intersection. That is a pretty clear intersection, westbound traffic making a turn onto Maplewood have a pretty clear view of the intersection. The traffic flows pretty decently, I understand that some of the residents have young children. I don't think we need STOP signs at this intersection, all you have to do is slow down before your make your turno We don't have a problem. � •�,. Maplewood St. —I've lived at this intersection 35 years and raised 4 kids on that corner, my neighbors raised 7 kids and we had footbail and baseball games out in the street. There is no traffic problem at this tocation. The only accident was someone hitting a parked car. All four houses at this intersection park their cars in their driveways and visibility at this location is very good,we don't need a STOP sign. - Chairman Yarger closed the public hearing and retumed the item to the Commission for further discussion and a motion. Gary Mead. 182 S. Oranqe St• —The city did install a 4-Way STOP as a side benefit of the Plaza work so we experienced cars stopping at the corner and we liked it. If you're 9 coming up Glassell there is a blue sign indicating public parking and it directs traffic off Glassell onto Almond and then on to Orange St. The normal traffic traveling at a very � rapid pace goes east and west on Almond so the people on Orange St. don't have an opportunity to pass through that intersection safely. The letter I received indicated that � approximately 30 ft. of red curb would have to be installed on both sides of the street, I like that. It provides our guests and people using� the municipal parking !ot better visibility of oncoming traffic. The difficulty at this street has been attributed to the fact that there is a STOP sign and below it there is a plate indicating that "CROSS TRAFFIC DOES NOT STOP" so there have been several accidents at this location. We have a lot of customers who park on the street in the neighborhood and try to walk back and forth. In summary, because the city did install a STOP sign and it was such a good idea I would like you to consider installing a "4-Way"STOP here permanently. •s,,. Almond Ave. —�I live in house on the corner diagonally across from St. John's. I am opposed to this request. This proposed restriction will move traffic into the adjacent neighborhood and it will be a problem trying to access my residence. St. John's holds events at both the Church and School all year long and it impacts the neighborhood. Parents park on the street and escort their children to their classrooms, they block the driveways and even park in my driveway. RoQer Hohnbaum, Asst. City EnQineer— The purpose of marking out these curbs is part of a larger plan. They would like to have on-campus representatives directing a drop-off program, instead of having parents drive to the school and park wherever and then walk their children in and then coming back out. They want to create these zones where � parents will pull up, unload their children and they will be forced to move on by these attendants. Additiona{ly, the school is varying the starting time of some of their classes so everyone doesn't arrive a!I at the same time. The expansion of the school has been a wonderFul catalyst for the city to work with the school and try to improve the drop- off/pick-up activities. These zones are marked out for no parking so they can be used for this purpose. Except for these 2 hours a day people can park there. The City has . not approved this program yet, there is still quite a bit that has to be submitted by the school before that happens. This will not be striped out restricting parking unless the complete plan is approved. Teri GeorQe. 2752 N. Roxbury St. — I oppose the request. I attend the church and also attended the school while t was growing up. Part of the dynamic of the school is that we interact with other parents and the teachers on the campus, we are very involved, we hold meetings of the parents right after morning drop-off at 8:15. We demand that parents volunteer with their kids' classes, and we have a lot of after school activity programs, sports, field trips, class parties, etc. The parking now used by faculty is part of the construction and until the new parking structure is completed there won't be much on-site parking. � Brian Rauso. 543 E. Almond Ave. — I live right next to the school. I am opposed to the request. Eliminating 35-40 parking stalls in the moming and afternoons is going to force parents to park in the residential areas. School won't start and this program won't be implemented until later this year and we don't really know how its going to work out, what is our recourse if we feel it doesn't work and want to come back to you and say the decision we made August 8th, wasn't a good one can we go back and do something about it; based on the 15 calendar day�appeal period stated in the notification letter. The action being taken today is merefy to say that we approve drop-off zones if they are included as part of the parking plan. If the parking plan presented to the city is proven not to work, if it doesn't work then these drop-off zones are not needed or if the hours of the drop-off zones are found to be ineffective then this will not be implemented. We need to be really clear about what is happening here this afternoon and this is that the CTC has the charge of approving changes to signing, striping, etc. and they are saying the drop-off zone is approvable and they're doing it on the contingency that the plan is approved. 1 think the plan will have to address the problem with the hours, in fact you could very clearly state that if the hours and/or locations are modified as part of the plan then we may wish it to be reviewed once again by the CTC. Darel Hebenstert, Architects-4ranqe, 144 N. �range St. —Austin-Foust & Assoc. and Architects Orange are the parties involved in developing the parking and mitigation plan that we're talking about. I'd like to clear up and verify that a draft of the entire plan has been previously provided to the City and is being reviewed at this time. We are far enough into this plan to pretty well understand the size of the drop-off zones that we need, their locations on the campus. The solu#ion to some of the parking and arrival and departure problems at the school is two-fold, one is the development of a carpooling program that is underway at this time and is to be enacted next summer for the beginning of school next year when the expansion of the campus will be complete. The drop-off zones have been set up and designed based upon observed turn- over rates from videotaping the existing drop-off zones on the campus. We have used conservative turn over rates of 2-3 times what the rates were. We've calculated the number of students that go into each area of the campus and the drop-off zones are specifically designed and located to support the grade groupings that occur within the campus. Pre-school, kindergarten and 1 St grade use the zone on Center St.; we have a zone on the west side of Shaffer St. which supports the 6-8th grade middle school; and there is a zone on the east side of � Shaffer St. that supports the 2-5�' grade zone. Af! of these zones are designed so students or parents do not have to cross either Center St. or Shaffer St. to get to their final classroom designation, we are trying to be conscious of minimizing the number of crossings that occur. Some families have more than one student within different grades, so there will be some crossing in that situation. One clarification is that we are leaving some parking on Shaffer St. and that is the area in front of Walker Hall (south of a small service curb-cut in the road)this . - allows 4 stalls to remain on Shaffer St. The current drop-off program removes 27 cars from on-street parking. The expansion plans for the campus are creating an additional 36 spaces on-site. We are more than compensating for the loss of those cars during the limited hours by having cars on-site. A shuttfe van has already been donated to the school and a system has been set up for shuttiing church and school staff back and forth to that parking lot � during construction. We will lose about 40 cars during our construction period, we're aware of that. We are going to be permanently changing the stagger of the church services on Sunday to allow greater time periods befinreen church services so the area can clear before the nexf group arrives, this change will be implemented the beginning of September. During the constru�tion period we are also putting a temporary Sunday parking lot on sorne of the basketball courts and other hardscape areas inside the campus which provides about 25 cars for one of the church services. I believe we have a well thought out plan that takes into consideration pedestrian and, , auto activity. It's going to be a well managed program with escorts for the small children from the drop-off zone to their classrooms. We are not proposing any drop-off zones on Almond, leaving the parking closest to the neighborhoods as is, trying not to encourage additional traffic along those streets. The hours of control can be debated some and perhaps we could narrow that somewhat.
