III.CONSIDERATION ITEMS �
1. Request for the installation of an "Ali Way" STOP control device at the
intersection of Maple Ave. and Center St.

Chairman Yarger opened the public hearing for fhe fol%wing discussion: �
Kellv Meluqin, 171 N. Center St. — I agree that putting in a sign for"2-Way" STOP
or�CROSS TRAFFIC DOES NOT STOP�will help.
Commissioner Fortier— If we said right now that we could install that sign would
that satisfy everybody?
Kellv Meluqin, 171 N. Center St. — It would satisfy me but I can't say anything for
the rest of the neighborhood. There was a huge accident on St. Patrick's Day, it
was a hit-and-run, drag racing type of accident and the STQP sign probably
wouldn't have helpedo
Kathv Mattos, 164 N. Center St. — I am in favor of having a "4-Way� STOP here.
There was a major accident on St. Patrick's Day, there are a lot of near misses. -
We are a main thoroughfare for Chapman University for all their delivery trucks,
frre trucks use our street. A lot of children use Center St. for the Library: We
would like the security of knowing.there is an A{I-Way STOP at this intersection.
� A !ot of people use that street and they go very fast, they don't adhere to the
posted 25 MPH speed limit.
Commissioner Fortier — It sounds like there are finro issues, there is a speeding
prob{em and the people using Center St. don't realize the cars on Maple Ave.

Kathy Mattos — Maybe someone new wouldn't know but most people know th�t's

to the accident that occurred on St. Patrick's Day, we have not yet received a �
copy of the Police accident report it is probably still going through Police.

on accident history is 3 reported accidents within a one-year period that would be
suscepfiible to correction had there been an "Alf-Way" STOP installed. This most
recent accident would still not make the intersect�on meet the warrants for this

Wendv Sabine. 176 N. Center St. — We here a lot of screeching tires at this
location and its from all directions. The problem is the speed. I would like to see
. a study showing how fast traffic is going in the evening and on the weekends on
our street. The speed starts around 5:00 pm. Maybe we could use a speed
hump here. The majority of speeders are coming down Center St.
Commissioner Poutsma — That area looks like a micro geographical area, there
are only 4 ways to get to that particular intersection and 3 of the 4 ways come
from a 4-Way S T O P, so I t hin k a lot of people have that set in their mind that I've
just come from one and I'm going to see another one there. I would think that
historically that the accidents that happen here are east and westbound and
people assuming they are going to STOP and they don't.
Chairman Yarger — That's why I like the idea about the "2-Way" plate under the
STOP sign.
Chairman Yarger closed the public hearing and returned the item to the
Commission for further discussion and a motion. �
Vice-Chairman Fortier — Based on the input we have received there are 2
problems, there are speeding cars and people believe the Maple traffic is going
to stop. In my opinion we might be able to alleviate this with adding this location
to the Police Dept. special enforcement list, and installing a sign below the STOP
indicating that "CR4SS TRAFFIC DOES NOT STOP". 1've seen those sign plates and I
think they really help.
ACTION: Deny the request for the installation of an "All-Way" STOP;
however, add this intersection to the special enforcement list by
the Police Dept., and install a "CROSS TRAFFIC DOES NOT STOP"
plate to the existing STOP signs.

2. Request for the instaltation of an "All-Way" STOP control device at the
intersection of Palmyra Ave. and Wayfield St.

- ACTION: Deny the installation of an "Ail-Way" STOP, but we put in a 30 ft.
red curb marking at afl four approaches, and install a "2 Way"
STOP indicator under the STOP signs.

3. Request to evaluate pedestrian access on Via Escota in proximity to Belmont
Park.

Chairman Yarger opened the public hearing for the following discussion:
Jackie MauQhan, 4513 E. Wickham Ave. — I am in favor of a crosswalk and a
light. I strongly oppose the park, I realize that is another issue but they are all
related and I'd like to have some questions answered. I'm not clear on where
you will install the light. It would be Via Escola and which cross-street?
Dave Allenbach, Transportation Analvst — The cross-street is Springfield and
Bentley, its Bentley on the south side of the intersection.
Jackie Mau han — Several times when traveling on Via Escola I've had to stop
for a gentlemen in a wheelchair. This is a neighborhood park and there are
always people walking along this green belt, it's a beautiful area. There are
constantly kids running across so I feet we need a pedestrian crosswalk, my only
concern is if you put a crosswalk and a light and they are talking about putting
� 14 parking spaces on Via Escola and 8 spaces on Sommerset. We've had an
accident at SpringfieldNia Escota and SommersetNia Escola, and Sunday night
there was a serious accident, the driver had been drinking and he had to be air
lifted out for medical attention. I'm concemed for safety if you install a crosswalk
without a light.

Chairman Yarger — You suggested there might be a problem with the layout of
the basketball court in proximity to the street.
Jackie Maughan — There has to be a way to slow the traffic down if this park
goes through.
RoQer Hohnbaum, Asst. City Engineer—There is a sketch that is being circulated
for you depicting the layout of the park. To the left of the sketch is Via Escola
and you will notice that the site of basketball court is oriented parallel to Via
Escola and they would be shooting away from the street. The distance between
the edge of the curb and the basketball court is approximately 25 ft.
Gradv Hanshaw, 4438 E. Wickham Ave. — I support some kind of control for
pedestrian crossing here. Why don't the cars park on-site and not on the street?
What will that dt� for the line of sight for people exiting my street? Its difficult to
see motorists at Westmont and at Wickham. I don't know if there is a code that
you may need to deal with in respect#o development of a park without proper on- �
site parking, I wonder if the code hasn't been violated here. I wonder how we
deal with the issue of bringing more facilities, traffic and usage to this park which
backs up to a row of homes. From my understanding and visual inspection of
this site plan there will be no on-site parking, it will be imposed on the
neighborhood, and I think it will create a parking hardship on the neighborhood.
Commissioner Petronella — I want you to realize we don't know about the parking
situation we're just dealing with the intersection.
Stacev Robuck. 4419 E. Wickham —The crosswalk would be affected if on-street
parking is allowed on Via Escola because then there is a problem with sight. You
can't make your decision until you find out if there is going to be parking on the
street because it would affect the crossing activity. You would definitely need a
light if parking is atlowed on Via Escola to help with the crossing; I don't know if
you have anything to do with the parking but we don't want parking on Via
Escola, the parking should be on-site.
Beverlv Byers, 2704 N. Bentley,St. —When t come out on Bentley it is difficult to
see when you're turning left. Now that the trees have grown a little bit your vision
� isn't all that good and there have been some accidents at this location. I think
there will be some problems and some terrible accidents because of vision and
they will probably involve children.

Chairman YarQer — I don't think I can make a decision right now until we realiy
find out what is going to happen with the park, otherwise it would be a guessing
game. I think we have evaluated the situation and should probably receive and
file the report until we get more information.
Vice-Chairman Fortier— I was also wondering about the on-street parking.
Gabe Garcia, Community Services Manager — We have hired Willdan Assoc. to
prepare a striping plan and part of that plan recommendation will be to evaluate if
on-street parking can be provided on Via Escola, the preliminary results indicate
that yes we can accommodate on-street parking.
Chairman Yarger — Would that request have to come through the CTC and the
City Council for approva!? �
Dave Allenbach — Right now both sides of Via Escola are posted for "tvo
STOPPING AT ANY TIME� and any changes to that or addition of on-street parking
would have to come to the CTC. This would be at a later date and it would have
to be a separate issue from what we are discussing today.
Commissioner Petronella — In looking at the map it appears that tuming left from
Bentley would be difficult. I don't have enough information to take any action at
this time.
Vice-Chairman Fortier — I think a lot if it depends on if on-street parking is
allowed or not and we don't know that yet.
ACTION: We have evaluated the situation at the present time, have listened �
to the comments of area residents and that we receive and file this
report until there is more information on what is exactly going to
happen with the park, the possibility of on-street parking, etc.

VI.ADJOURNMENT
After discussion of today's Agenda items of the City Traffic Commission was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjoumed this session of the City Traffic Commission
at 4:33 p.m. .. �
The next regular meeting of the City Traffic Commission will be held Wednesday —
May 9, 2001. �
