Vice-Chairman Fortier— Seeing that it does meet warrants and there is no history of accidents I
would like the Commission to consider approving this request as its not a safety hazard.

Chairman Yarger opened the public hearing for the following discussion of this requesf:
Alain Hasson, 634 E. Jefferson Ave. — The student parking lot at OHS is, at best, 2/3 full so
there is adequate parking on campus at this time. I would prefer a trial period of 6 months
without parking restrictions so we can see if there I a problem with Chapman students and we
could readdress the probfEm at that time. Permit parking are growing in that area but I don't
want to pay for permits to park in front of my own home.
Hamid Bahadori, .Mgr. Transportation Services — If the residents of the area experience a
problem after you remove the one-hour time limit parking restriction, for staff to receive and
consider a request for permit parking there is a $400 application fee that must be paid by the
residents before we will entertain their request. The other fee associated with the actual
• permits is collected by the Police Dept. is for the permit itselfe The City ordinance requires a
$400 application fee that only the City Council may waive.
Vice Ghairman Fortier — I heard you say that we would want to know if the majority of the
people affected were in favor of taking away the restrictions, how do we do that?
Dave Allenbach, Transportation Analyst — Basically what we have done is notify residents on
both sides of the street between Harwood and Shaffer, they are aware of today's meeting. So
far we have received 2 letters from these residents that we have included in your packet noting
their concerns. One of the proponent's is here as well as a few of the area residents, the
removal of this type of parking restriction does not require circufation of a petition, similarly the
implementation of these parking restrictions was not done through a petition process, it was
initiated through a request before the CTC and approved by the City Councii. One of the area
residents who lives on Jefferson in proximity to Shaffer St. could not attend today because of
health reasons, she requires a van from St. Joseph's to pick her up for her medical treatments.
If you elect to remov� the 1-Hour parking on the street, I might suggest we install green curb
adjacent to her residence which would allow some short term parking so the van can park in
front of her home to facilitate her needs.
Chairman Yar�c�er— !f you take the parking off and the Chapman students begin parking in that
area then we are going to need Parking Control monitor the area and see if anyone is parking in
the green marked area.
Sgt. Gomez-WhiteleX — Normally what we do on an area that has a specialized problem is to
wait for service because the parking control officers responsible for that are also responsible for
the whole city.

Chairman Yarger — If we install green curb here would it require a sign indicating that it is a
Ioading zone and if it does is it too close to the STOP sign at the corner?
Dave Allenbach, Transportation Analvst — I haven't measured it but there is some existing red
curb that was installed in proximiiy to Shaffer for the STOP sign for the westbound direction.
Easterly of the_end of that red curb there is about 20 ft. or room for one vehicle to park, then we
get to the driveway. I think, in this particular case, we could probably paint the curb and just
stencil it or put up a sign for 1 hour parking, whatever the Police would feel comfortable in
enforcing.
Chairman Yarger— If we are thinking about putting in a 20 minute loading zone could we legally
paint it blue for a handicap pick-up?
Dave Allenbach, 7ransportation Analvst— No, the ADA has changed the standard for on-street
blue curb a few years ago and what is now required is a {evel concrete area in the parkway the
length of the blue curb and an access ramp either in the front or the end of the blue curb, and a
driveway approach is not considered an access ramp.
Commissioner Petronel{a—Does she have a driveway?
Dave Allenbach, Transportation Analyst—Yes, she has a driveway. It is a very short driveway
and I don't know that the van that picks her up wants to pull in there because they most likefy
would hang out over the sidewalk and possibly into the street.
Hamid Bahadori, Mgr. Transportation Services—A green curb does not restrict parking, anyone
can park there for the period of time that is allowable. You need to specify if you want it to be
20-minute, 30-minute or 1-hour parking. But giving her a green curb does not guarantee that
no one else will park in that location; it's not reserved parking.
Lila Hasson, 634 E. Jefferson — It's a van that holds 12 passengers. Can't you paint the curb
red?
Hamid Bahadori, Mgr. Transportation Services — If you are considering some kind of
accommodation of the land parking that area can be restricted parking or no parking and they .
we can have bus exemption provided; it's a no parking except for this type of vehicle. That will�
guarantee the accommodation of the parking without obligating us to any official and standard
type of access.
Mary Rowe, 521 E. Jefferson—No one is parking in the area where the van picks her up.
Vice Chairman Fortier—Were you aware that there is a $400 application fee that the residents
� are responsible for in order to process a request for permit parking, and if so would that change
your mind?

Mary Rowe, 521 E. Jefferson — No I wasn't aware of the fee but it wouldn't change my mind, f
think enough people in the neighborhood could pool their funds.
Alain Hasson, 634 E. Jefferson — The problem exists because this person doesn't like anyone
parking in front of her house, doesn't like kids riding their bikes in her driveway or sidewalk, she
is the source of the problem. Everyone else would just as soon leave it like it is that way we
don't have to worry about Chapman students. Anytime this resident calls to complain that
someone is parked in front of her place then the Police Dept. must follow the law and enforce
the entire street to be ticketed. She is 80-81 years old. Frankly, I don't have a problem
because ! wafk to work but we're spending a great deal of time because the law says that if
you're going to enforce the law you have to enforce it equally. She's caused a lot of us a little
bit of anger because she doesn't want anyone to park there, she creates these problems.
Chairman Yarger — Well maybe she has some problems at 81 years old, and perhaps we
should be take those into consideration.
Hamid Bahadori, Mqr. Transportation Services — You can consider a motion for restricting
parking in front of her house as a blanket restriction and then have exemptions for special
vehicles. However, if you leave it as is and the Police stil! receive calls they wil( still go out and
enforce the 1-hour parking restrictions.
Sgt. Whiteley—That is correct.
Hamid Bahadori, Mgr. Transportation Services — We are technically not obligated to notify any
resident of parking restrictions on city streets, State law and City ordinances neither require
such notification. However, it has been the City's longstanding policy that whenever there is a
parking restriction in front of somebody's house they are notified. This item is on your agenda
and you may take whatever action you please at this point, legally, but the decision to restrict
parking in front of her house only to special vehicles, she has not received notification of this.
Chairman Yarger—Okay, lets continue this to next month until we can notify hera
