Chairman Yarger opened the public hearing for the following discussion:
Euqene Jalbert, 12692 Prospect Ave., Santa Ana — Opposed to request. Wants a copy
of staff report. The centerline has been relocated about one year ago; why was this
done to favor a few City residents? Removing parking from 30 ft. of my frontage means
I won't have that available for my guests. I can see that to some extent that we need a
vision clearance but l don't think 30 ft. is necessary.
Roqer Hohnbaum, Asst. City Engineer—There was a request from residents of both the
City and the unincorporated areas on the west side of Prospect St. that we provide them
with a better area to pull in and out of their driveways. Previously the travel lane was
right at the edge of the pavement, and there is no curb and gutter on that side of the
street. There were 2 Ianes north and 1 lane south; we eliminated one of the northbound
lanes and moved the stripe over to provide the people on the west side a buffer zone for
pulling in and out of their properties. The City did this because the roadway is under our
jurisdiction.

Our standard for red curb is 30 ft.; we are painting both to the north and south of
Larkstone Ave. As you had mentioned 50 ft. is being provided to the south (looking left
when approaching the intersection) and 30 ft. is the minimum standard when looking to
the north for sight distance. The question is, "Could this be reduced?" It could be, but
then we're not providing for our standard sight distance and it may defeat the purpose of
its installation.
Chairman Yarqer— Motorists pulling out of Larkstone to make a left turn onto Prospect
will need that 30 ft. of red curb so they can see oncoming traffic; they won't always be
making a right turn. Mr. Jalbert, how much frontage do you have on Prospect?
Euqene Jalbert, 12692 Prospect Ave. —About 40 ft.
Chairman Yarqer— And what about further north? Wouldn't there be plenty of parking
available on Prospect north of your property?
Roqer Hohnbaum, Asst. Citv En�iq neer — Could we have a discussion of not having the
30 ft. of sight distance for the north side?
Dave Allenbach, Transportation Analvst— The reason for 30 ft., which is one car length,
on this side of the street is because the line of sight is not as acute. The reason we
have 50 ft. of clearance on the south side of the street is because traffic is closer to the
curb and the line of sight is more acute, so therefore you're going to need more of a
clearance. The residences on the north side of Larkstone running along Prospect have
alley access to the rear of their properties, this means the frontage along Prospect from
Larkstone up to LaVeta has no driveways with continuous curb frontage for parking.
While there wouldn't be parking available directly in front of this residence, we are talking
about 1 car length, and the rest of the street is open and is typical public curbside
parking. -
Chairman Yarger closed the public hearing and returned the item to the Commission for
further discussion and a motion.
Commissioner Burkhardt— On this side of Prospect, at LaVeta, there are 2 homes with
driveway access; the rest of the homes on this block take access from the altey.
Traditionally if people are having guests they park on the west side of Prospect across
from their homes.
Dave Allenbach, Transportation Analvst — Parking on the west side of Prospect is
available; however, we strongly encourage residents of the east side of the street to
have their guests park on the same side because we do not want to encourage people
to cross an arterial roadway mid-block. There are no other controls in the area and it's
unlikely they would walk all the way up to LaVeta to cross at a 4-Way STOP. In this
case the residents adjacent to LaVeta is about % mile away from the subject intersection
so that leave us with quite a bit of available curbside area for parking.

30 ft. to the north at the intersection of Larkstone Ave. and Prospect St.

Ch�irman Yarger opened the public hearing for the following discussion:
Mike Dart, 2176 N. Pacific St. — In favor of the request. We have been at this location 3
�/2 years �and have numerous tractor-trailers coming in and out all day, and they have a
difficult time getting around cars parked at the driveway. We addressed this issue for
our empfoyees by renting a facility behind us with a parking lot keeping the congestion
off the street. There is a definite vision problem.
Vice-Chairman Fortier— Based on what I've heard this red curb would improve safety at
this location. � �

further discussion and a motion.
ACTION: Approve the instaflation of 10 ft. of red curb markings on both sides
of the driveway at 2176 N. Pacific St.

III. CONSIDERATION ITEMS
1. Request to establish a policy outlining the installation of informationaf road signs
reading "PROTECT OUR CHILDREN — DRIVE SAFELY."

Chairman Yarger opened the item for discussion.
Dave Allenbach, Transportation Analvst — These particular signs have no enforcement
value, they are informational signs only. We will maintain control over where they will be
installed. Initially, they will be placed around school zones on walking routes; however,
inevitably they will probably be installed adjacent to residential communities and the
policy we have outlined should accommodate their installation.
We added a section about guide signs for service organizations, churches, shopping
malls, etc. Basicalfy each organization would be allowed 2 signs and the city will
perForm the installation. The applicant must supply everything, the sign, pole, and
hardware. We will advise ahead of time what type of hardware will be needed and
whether the sign will be installed on a streetlight or as a stand-alone sign. We'If install
them in the public right-of-way; howe�ver, we do not maintain them. We also reserve the
right to refuse the installation of any type of sign we feel inappropriate to be placed in the
public right-of-way.
Vice-Chairman Fortier — Do you have a list of vendors that could be made available to
the applicant on where to have the signs made? Or can they use an outside vendor so
long as their signs meet your specifications?
Dave Allenbach, Transportation Analyst —The signs should be made with high-grade
reflective sheeting and they should be 18" x 24" dimension, which is the same size as a
speed limit sign. We can provide an applicant with the name of a couple of local
vendors but they rnay go to any vendor they choose.
C.ommissioner Sciarra — The pole that's used to erect these signs what material are
those to be?
Dave Allenbach, Transportation Analvst — The signs would go on a metal unistrut pole,
this is a square pole with a metal sleeve that goes into the ground. Our crews put these
in because they are very wind resistant and are a standard for just about all our signing
in the City these days.
Chairman Yarqer— Do the sign companies carry poles and mounting hardware or would
the applicant have to go to separate vendors?
Dave Allenbach — Some sign companies carry poles, but not all of them. We can talk to
our Operations Division and put together a list of vendors for each item. I don't know for
sure but possibly the applicant could pay us for the cost of the pole and then we could
use one out of our stock.

Commissioner Burkhardt —Would it be the staff's�position that we don't want to make a
recommendation as far as vendors are concerned so we don't have a problem on the
quality of the sign?
Roqer Hohnbaum —To make sure that we don't shown any impropriety we can provide a
list of vendors without a recommendation of any specific one. As Dave mentioned, any
vendor that is not on the list that cou{d make a sign of the quality that we're looking for
would also be acceptable. We will prepare a standard specification denoting sign
materials, dimensions, etc. and make that available to the applicants.

After discussion of today's Agenda items of the City Traffic Commission was concluded, and
as there were no further requests for action under Oral Presentations, the Chairman
adjourned this session of the City Traffic Commission at 3:55 p.m.
The next regular meeting of the City Traffic Commission is scheduled for Wednesday —
April 17, 2002.
