Chairman Yarger opened the public hearing for the following discussion: Jim Owens, 163 S. Cvpress St. — In favor of request. The corner of Cypress & Almond is a very congested area with no on-street parking from 7 a.m. throughout the day. These are narrow streets and the structures on both sides with the parking lot at St. Vincent's and that corner make it very difficult to see. There have been several accidents and it would be helpful if we could improve the vision at this location. Chucf� Reich, fSt. Vincent DePaul) 180 S. Cyqress St. — Opposed to request. You denied the STOP sign which indicates to me that it's a fairly safe and slow street. i'm not aware of any accidents at this intersection or our driveway. I would like to offer a photograph of my driveway looking west and the parked vehicles don't interfere with the traffic on the street, in my opinion, in any way. Dave Allenbach, Transportation Analyst—At the intersection there have been 3 reported accidents in a 5 year period. I haven't received any reports pertaining to the driveway itself. The accident picture may be light because whife we have 5,000 vehicles per day on Almond there isn't very much traffic exiting the driveway and there is another exit from St. Vincent DePaul's parking lot on Cypress St. So you may enter from Almond but you could exit onto Cypress. Chuck Reich— I would imagine about 100. Chairman YarQer— Looking at the photograph at this driveway it.appears that you have good unobstructed vision, looking westerly, for oncoming cars. Being able to exit onto . Cypress is also a benefit. I hate to pull parking off the street since parking is in such high demand in the City. Commissioner Sciarra— I agree with you, it doesn't appear that it would warrant removal of parking in this particular area. ° Commissioner Fortier — If this 60 ft. red curb installation is strictly for sight distance I would have to agree that there really isn't that much of a problem here. Luis Caballero, 487 S. Grand St. — In favor of request. It's always a battle backing out of aur driveway because we have situations as shown on this photograph, this is constant and it's become a real irritation. for us and its actually a safety issue. I've called the Police and they indicate it is a judgment call. There have been situations where it's been worse than as shown in these photographs. There is a Suburban that when it's parked here you can't see when you're backing out of the driveway. We know that on the 100- 200 blocks of N. Orange St. many of the residents have the privilege of red curbs and it's very clear where you can and can't park and that's what we're requesting. We live 2 houses in from LaVeta and on a busy afternoon those cars are turning along there and when we back out it's sometimes very difficult to see around the cars parked right up to our curb return to see these cars turning onto our street from LaVeta. Grand St. — Yes and also Grand St. which has become a very busy street in the afternoons and on weekends. There are a tot of accidents right on the corner of LaVeta and Grand, at least 3-4 a year. Commissioner Petronella—Are these residents cars parked along here? Luis Caballero, 487 S. Grand St. — That is the neighbor's car and there is now a rental unit that has been built and they are required to provide on-site parking but yet they don't park their cars onsite, they use the street and it creates a little bit of a problem. There is the whole planning issue when you require garages to be built to accommodate parking on-site but how do you enforce them to park there? Clark Hills, 475 S. Grand St. —Opposed to request. The curb from Mr. Caballero's home comes 2'/2 ft. past the property line. If you install 10 ft. of red curb on that side it would remove 10 ft. from the 35 ft. that 1 have in front of my house and I would only be able to park the one car in front. Mr. Caballero already has a 19 ft. wide driveway that is the widest driveway on the street except for one double-width that serves finro residences. My driveway is 15 ft. wide and that's the common width for our street. I think if he already has 2-'/2 ft. of his driveway onto my property plus a 19 ft. driveway, I don't think you need red curb. If he really needs this red curb paint it on his side only. Vice Chairman Fortier—What is your observation on the availability of parking in front of these tvvo homes? Clark Hills, 475 S. Grand St. — It's empty during the days, but at night there is a parking problem because we're down towards the end and the houses on the other side of the street don't have driveways so those people have to use the street, but everyone manages. I built a unit behind my house and I built a garage and the Suburban referred to earlier is parked in the garage except for 2 occasions. I have a driveway that extends the entire depth of my property and I have a pass-through garage and l've always parked the Suburban way in the back of my driveway or in the garage. Chairman Yarqer— You have a rental unit on your property, do the tenants park off the street in the area you have made available for them? Clark Hills. 475 S. Grand St. — I don't tell them where they can park but it is available to them in their garage. Chairman Yarger—Could you suggest to them that they park onsite? Clark Hilfs — I have from the very beginning. I've even told them when they are parking in front of our house we always make a point to move our one car way up the front by our driveway and then we tell the tenants to do that also so we can get another car in behind us. Chairman Yarqer— Have the tenants complied with your suggestion to park in the area you made available for them off the street? Clark Hills—Yes we just told them this last week. �,,. Chairman Yarger — I think that if Mr. Caballero feels he is having trouble and it sounds like most of his problem is with people coming around from LaVeta, I would have no objection installing red curb in front of his house, but I don't feel comfortable installing it in front of his neighbors. Commissioner Sciarra — From these photographs its appears that there are vehicles overhanging into the driveway which I thought law enforcement would cite and he indicated that they did nothing about that. Commissioner Petronella — I will make a motion to deny the request. 1 think this is a small neighborhood problem that seems to have been resolved by this recent construction, hopefully this will resolve itself. Dave Ailenbach, Transportation Analvst — There are 2 lanes eastbound and 3 lanes westbound. Vice Chairman Fortier—Katella Ave. is designated as an arterial highway, correct? Dave Allenbach, Transportation Analvst—Yes, it is shown on the Master Plan of Arterial Highways as an "augmented primary". Vice Chairman Fortier — So it's really inevitable that this request would come at some point in time as traffic volume has increased, is that correct? Dave Allenbach, Transportation Analvst—That is correct. Commissioner Sciarra —Your proposal is to approve the prohibition of on-street parking on both sides of Katella Ave. in•this area. Basically, you're really talking about the south side because the north side currently doesn't allow parking, is that correct? Dave Allenbach, Transqortation Analvst—That is correct, the north side of the street has been posted for "NO STOPPING ANYTIME" for a few years now; and was posted for the same reason, to accommodate a third lane for westbound traffic. It was much easier on #he north side of the street simply because none of those homes had frontage on Katella, so there was never any demand for on-street parking. Chairman Yarger opened the public hearing for the following discussion: Brad Jackson, 2439 Garfield St. — Opposed to request. When I left home this afternoon to attend this meeting there were 8 cars parked on this segment of Katella Ave. and the rest of the neighborhood isn't home from work yet. My home is on the street adjacent to Katella and this would cause people to park on Garfield St. which already has a parking problem because 11 years ago the City approved Olive Crest Foster Home (2438 Garfield) to came in next to my home. That single house on the corner has 5-12 cars parked there for their foster day care services. The 8 cars just mentioned is the maximum number of cars we observed parked along this segment of Katella Ave., it typically it doesn't get any worse. Brvan Stanlev. 2418 E. Katella Ave. — Opposed to request. My wife runs a State licensed child care facility out of our home and the parents that drop off their kids have nowhere else to park. There is no available parking from the alley for guests and the alley itself is posted to prohibit parking. For these reasons we need to continue to be able to park out front. I haven't seen a feasibility study if this will affect the property values of our home. I purchased here 4 years ago and I never really took into consideration how busy Katella was at the beginning, however, if 1 can't park in front of my own home is that going to affect the resale value of my home at all? There are a lot of traffic accidents at the intersection of Katella Ave. and Handy St., a few months ago an SUV traveling westbound on Katella went out of control and ran into a tree. Putting a third lane in front of our house and I measured it to be 28 ft. from my son's bedroom to the curb. I'm not an expert but common sense tells me that if we have 3 lanes eastbound on Katella it will provide people the opportunity to go even faster than they already do. A speeding vehicle this close to my son's bedroom really scares me. Chairman Yarqer— Haw many vehicles do you own? Can you put them in your garage? Brvan Stanlev— I own 2 vehicles, and I cannot fit both of them in my garage. Chairman Yarqer — Do you have enough parking space between the alley and your garage door to park a vehicle? Brvan Stanlev — Yes, I do. I rarely park out front on Katella Ave. The people at the corner of Katella and Handy have about 7 cars and they can fit 1 car in their driveway so they park on the street all the time. These improvements Caltrans made on Katella, the north SR-55 Fwy. from Katella just opened 2 weeks ago and Caltrans is already asking for new improvements, it seems like they're not giving them a chance to work before asking to remove the parking. Chairman Yarqer— I'm probabiy as guilty as you are, I didn't go look at the City's Master Plan when 1 bought my home in 1976 either. However, projects like this have been on the Master Plan for years and with the expansion in this area things happen that not afl of us appreciate. Bryan Stanlev — There is a definite shortage of parking in our City, and you indicated earlier that you don't like seeing red painted curbs in residential neighborhoods. Well, I consider my house to be in a residential neighborhood. Katelfa Ave. —Qpposed to request. We have lived here since 1968. We need adequate parking for visitors it is a residential area. This will decrease our property value, will the City be wilfing to compensate us for this decrease? This will increase noise and air pollution and increase the number of traffic accidents. Also I would like the City to consider the installation of parking bays and the reduction of the size of the center median on Katella. Gilbert Lazar, 2242 E. Katella Ave. — 4pposed to request. My parents are octogenarians. My father walks with a limp and according to your staff there is adequate parking available along the alley. Perhaps that is true for some of these houses but not mine, there is an incline here and I wouldn't want my father to park here when I'm not home and have to walk up this incline usually they park out front on Katella which is �asier for them. I arr� concerraed with both noise and air pollution increasing vvith the additional traffic generated by this third lane. My bedroom fronts the street and I am replacing the existing windows with double-paned windows to reduce the noise because its very noisy in the morning and I've never seen anyone receive a citation for that. The reason there is more traff�c on Katella is because they closed off Collins for a long time. Chairman Yarqer — What is Caltrans timeframe, for example, with it being an arterial highway if we deny this request what is the time frame before Caltrans comes back to us with the regulations they have on their side? Dave Allenbach, Transportation Analvst—The issue is that this section of Katella Ave. is classified as an augmented primary arterial, in other words we have enough room to stripe in a third travel lane without having to physically widen the road. This project has been on our Master Plan of Arterial Highways since 1983. Katella is a street that has regional significance connecting the City of Orange with Anaheim, Garden Grove, Stanton and Long Beach. We can get by with the 2 lanes we currently have for a little while longer but I would say that it is an inevitability that at some point in time the parking will have to be removed and the third travel lane will be striped. We count#he traffic in the City on a regular basis and some of the recent numbers in this section of roadway have been Year Vehicles Per Da 1995 32,300 � 1998 33,400 *2001 36,80C? *recent counts were done just prior to the opening of the hook ramp for the northbound SR-55 Fwy. at Katella. So there has been a substantial increase in the last 2-year period and we anticipa#e the vehicle volume is going to increase even more. What this does with our 2 lanes is that the traffic queue at Katella and Handy will get longer and longer; with a third lane of capacity it gets more manageable. What that means is during the green phase of the traffic signal we can get the intersection cleared in a reasonable amount of time, it makes it easier for people exiting off the freeway. However, we are looking at a constant demand on the street for a handful of vehicles that need to park out there versus 36,800 vehicles a day that need to drive out there. We do not make this recommendation lightly but we feel it is now time for us�to install the third travel lane. Vice Chairman Fortier — I have a lot of empathy for these residents but looking at the facts here. I live off Handy and I have noticed an increase in traffic�since the opening of the toll road and since the opening of Imperial Highway over the hill, and this has been an arterial highway with 3 lanes proposed since 1983 and the traffic is there right now and we have to look at moving traffic through the city, and whife I sympathize for these residents I don't see anything else to do. Commissioner Sciarra —The problem here is that there are just too many cars and with this volume we have to get them moving through the City. Its sad and unfortunate and we feel bad about it but there isn't too much we can do about it. The residential area you moved into happened to be on an arterial highway and there's nothing we can do the Master Plan called for the extension of that road and there is no other choice. Bryan Stanlev, 2418 E. Katella Ave. —Will Caltrans win this anyway? Even if you should disagree wouldn't Caltrans ultimately win, they're the bigger players. We know if people can't park in front of their house their property values will go down and we're faced with that. RoQer Hohnbaum, Asst. City Enqineer — This request was made by Caltrans but the jurisdiction of this portion of the roadway is under the purview of the City. Caltrans can make all the requests they want but it's up to this City to make the decision and I think what we're tatking about here is the need for the third lane on this side. The third lane already exists on the other side this is now a 5 lane roadway. Bryan Stanlev, 2418 E. Katella Ave. — Is this part of that proposed super street we heard about years ago in the paper? . RoQer Hohnbaum, Asst, City Engineer — This section is not part of the super street, it stops on the other side of the freeway. But I certainly believe that this section of the roadway is an adjunct to it, its really an extension of the intersection so we're seeing the City evaluating the traffic needs versus the local needs, and it has been said by this Commission as well as by our staff members, that we fully recognize the impacts it will have to on-street parking in front of your homes and we're not taking this issue lightly. Brvan Stanlev, 2418 E. Katella Ave. — It's proposed to go to Handy and then go back into 2 lanes, is that correct? Will that help much to merge 785 feet. Roqer Hohnbaum, Asst. Kateila Ave. What are the options the city considered? Dave Allenbach, Transaortation Analyst—The options we considered were as follows: 1) To construct parking bays on the south side of Katella. We are weighing the need for a handful of cars and a cost of $230-$250 per linear foot, and that is only construction costs it does not include right-of-way acquisition. So you're probably looking on the order of around $140,000 to install a parking bay in this area. 2) We anticipate that if we were to reduce the width of the center median it would cost nearly that much also, there is plant material that would have to be removed and sprinkiers that would need to be realigned and readjusted. 3) Another option would be to put in a time limit parking lane where, basically, we prohibit on-street parking during peak hours. This has been done in other communities; however, with the demand for traffic in this area what that does is it sets up a trap, especially for the person exiting the freeway. They make a right turn into the curbside lane and all of a sudden there is a vehicle parked there and now they have to stop in a lane of traffic and wait for cross-traffic to clear before they can merge into the #2 lane. It also increases the potential for vehicles rear-ending parked vehicles and we really wouldn't want to see that happen. 4) We briefly considered the option of simply striping the third lane to a certain distance down the street and dropping it before we get to Handy, which would allow us to maintain some on-street parking. However, when you consider the length of the travel lane you would need and the weave distance you would have to have you would basically save a total of 4-5 parking spaces and we don't consider that a viable option. Basically the recommendation here is for a complete 24-hours a day parking restriction with a third travel lane which will allow us to stripe this lane all the way to Wanda at this time. Carlos De Rosas, 2404 E. Katella Ave. —When I come off the freeway I've seen the third parking lane that is already striped there the only traffic that is coming off at that time is from the freeway so you're really only talking about the freeway ramp and not the through traffic on Katella. I would suggest you put in the parking bay and consider that option because we need our parking and you should do what's good for the City, not Caltrans. Chairman Yarger— If that center median, I know it would cost a lot of money to remove it, would that provide enough space for the third lane if that were removed? Roqer Hohnbaum. Asst. City Engineer — I would say that the maximum width of that divider is going to have to be 12 feet. It's going to have to shadow the turn pocket that's necessary for all the movements at the intersection so if it's more than 10 ft. today certainly. `.�•,r. I'm a homeowner too and I wouldn't want to see my property values decreased. Roqer Hohnbaum, Asst. City Enqineer— I really believe that what's before us today is to prohibit parking on that side of the street for the implementation of that lane whether or not it is this Commission's decision to support that I think is the big issue. If you do support it that decision could be challenged to the City Council. When it comes to mitigation for this I really believe that those mitigation efforts are completely different issue. Narrowing the median in the center doesn't provide enough space to preserve #he parking and I believe the citizens request that we look at a parking bay would require us to purcha�e right-of-way on private property. �'hat too, to purchase right-of-way to preserve something for an individual citizen is something that would have to go before the City Council as wefl. Chairman Yarqer—What I would recommend depending on how the Commission votes, if it goes against you, you have 15 days to make your appeal and go to the City Council, they have the final say. Vice Chairman Fortier— I think the Chairman gave you some good advise, it is not within our jurisdiction to authorize the expenditure of $140,000 for parking bays on an un- budgeted project.
