Requested installation of an "All-Way" STOP controt device at the intersection of Palm Ave. and Harwood St. � Michelle Jackson Ron Sage 253 N. Harwood St. 613 E. Pam Ave. Orange CA 92865 Orange CA 92865 Vice-Chairman Fortier— In looking at the accident report it appears to me that the autos are coming down Harwood St. and there is a STOP sign already but people have failed to stop, and that is the cause of the accidents. Is that correct? Dave Ailenbach, Transportation Analvst—That is correct. Chairman YarQer — You mentioned that the last couple of accidents occurred 9-13-02 and also 3-6-01 which is 18 months, we've only had one accident within that time, is that correct? � Dave Allenbach. Transaortation Analvst — In a calendar year; however, it was reasonably close to the timeframe that we were looking at and there was a similar type #hat could be susceptible to correction, so we included it in our one-year evaluation. Chairman YarQer — In the Police report Sgt. Burton you have a statement from the pedestrian, what did she say about the accident? Sqt. Jeff Burton, �PD Traffic Bureau — She stated that she was wearing head phones and that she had seen the vehicle and just did nothing other than to wa[k a little faster. Chairman YarQer — Instead of stopping and going back to the other side of the street when she saw the vehicle coming. Palm Ave. —Opposed to sign. We live 2 houses from the Palm Market so we deal with so much traffic as it is, stop and go, it's all we hear. Having another STOP sign would double that and make it worse. Joe Wavman. 709 E. Palm Ave. — In favor. I understand the noise and air pollution problem but we're talking about human life. People use Palm instead of Chapman. Chairman YarQer — The statement this young lady gave the Police, kids are kids and they think they are invincible but pedestrians have to take responsibility also. They don't understand the finality of death. They don't understand the stopping distance of a car. We've got to protect our kids. Chairman Yarqer — We've also taken speed starveys and have found no excessive speeding on that street. Commissioner Sciarra — What time of day do you observe Palm being used as a freeway? � Joe Wayman — Usually the commute hours like 9 to 5, they probably start leaving about 8 a.m. when rnost of the people in the neighborhood have already gone to work so most people are unaware of it. P'd like to see something to slow down the traffic. !t's a narrow 2-lane street in a residential area. Chairman Yarqer— What is the result of the speed zone survey along this segment of Palm? Dave Allenbach — I should indicate that STOP signs are not installed to reduce speed, they are used to assign right-of-way. As part of our study we conducted a speed zone su�-vey with the following results: 85 Percentile Speed 32.7 MPH 50 Percentile Speed 27.8 MPH Vehicular speed 75%vehicles sampled . 24-33 MPH Highest speed recorded 45 MPH Marsha Wavman, 709 E. Palm Ave. — In favor. When I'm out walking I see that the cars are going over the speed limit many times and I've really seen a lot of this if I go out walking in the evening. I know you say STOP signs aren't used to slow traffic but 1 think it may help. � Chairman Yarqer — Sgt. Burton have you had any people monitoring speeds in this area? Sqt. Jeff Burton, OPD Traffic Bureau—Yes, shortly after the auto/pedestrian accident we received a request for increased enforcement in this area. We assigned several of our . motor officers to work that at various times during the day, we monitored it for about a week and the highest speed observed by our officers was 41 MPH and the average seemed to be between 28-33 MPH. Commissioner Burkhardt� — Is there anything you can do to enhance safety at that specifia area? Dave Allenbach — In reviewing the accident history we find that the most of the accidents are north and southbound cars failing to STOP. Chairman Yarger opened the public hearing for the following►discussion: Bovd Schultz, 8221 E. Thistle Ct. — Favor. I understand the 700 ft. merge lane but we need to do something. By getting rid of the parking it makes room for those cars to pull out of the church and school to keep the traffic flowing is a good idea. Your plan looks good just as long as you re-stripe the road so the parents can see the lines and know where the traffic is. Chairman Yarger closed the public hearing and returned the item to the Commission for final comments and a motion. ACTION: Denied the installation of a merge tane south of the subject driveway. Approved removal of 160 feet of curbside parking adjacent to 574 & 620 S. Glassell St. — I have a Glassefl St. address but my front door and driveway.faces Everett. I would like to be included in this parking permit area as well. l notice in the letter that this begins at the house next door to me, and the corner house has a Glassell address. Dave Allenbach — You would be included in the permit area because you have side frontage onto the street. Since you're on the corner and you have some frontage on the subject street you and the person across the street from you who also has a Glassell address would be included in the program.
