Chairman Yarger opened the public hearing for the fo/lowing discussion: Sharan Sacks, 1040 N Orange St. — In favor of request. Presents photo of cars parked blocking her driveway all the time even though it should be obvious that it is not a legal parking space people do it anyway. I've called the Police 3 times in the last 2 years and they come out and warn the drivers and it's okay for a couple of months. Vice Chairman Fortier— So they park perpendicular to the curb? Sharan Sacks—Yes. Chairman Yarger— Do you think red curb will help if people are ilfegally parking right now? Sharan Sacks — I don't know, ('m looking for any solutions. Vice Chairman Fortier — Are the same people parking here all the time or is it different ones? Sharan Sacks� It's the same people, and delivery trucks, repair trucks, etc. Chairman Yarger — If you call in to the�Police and an officer comes out, to your knowledge are they issuing citations or giving warnings? If these cars are parked so it blocks the driveway can the Police have their vehicles towed? Sqt. Jeff Burton, OPD Traffic Bureau — Issuing a warning or a citation is up to the discretion of the officer. Generally the first time we will give a warning unless they are uncooperative and then they will get a citation. If the vehicle is parked in such a way that it does block the driveway preventing ingress and egress then we can fiow the vehicle if the owner can't be located, but we have to make a good faith effort to locate the owner first. Commissioner Sciarra — How many times have you called the Police? Sharan Sacks — 3 times in the last year and a half. The parking situation has occurred a lot, but I've only called the Police 3 times. ���,. Chairman Fortier— Does it happen most frequently overnight so you are blocked in the driveway when you're trying to leave for work? Sharan Sacks— Sometimes, but most often its on Saturday's when everyone is home and I have errands to run, but it also occurs during the week. Chairman Yarger— Do you think it would be better before we install red curb that on your initiative you call the police more often and I think that they might learn the lesson. They might get a warning one time and then the next time they will start getting tickets, is that correct? Sgt. Jeff Burton —That is correct, and I can instruct our officers just to issue cites and not give any warnings at al(. ACTIDN: Denied the request to install red curb markings on both sides of the . residential driveway at 1040 N. Chairman Yarger opened the public hearing for the following discussion: Monica Richards, 215 N. Cambridqe St. — I think you suggestions may help but 1 feel the STOP sign is the best solution. If these things don't work I'm hoping we can try something else. � Bettv Rains, 213 N. Cambridge St. — I'm here to give you an update on school age pedestrian activity at this location now that school is back in session. CambridQe St. — It seems to me the traffic study was conducted during a short period and not over a full day. We're not opposed to police presence. If this doesn't soive the problem we'd like to be able to come back again and try another solution. Kevin Allen, 202 N. CambridQe St — I hope this will work, I do not want the STOP sign but we need to do something to take care of this problem. There being no other speakers, Chairman Yarger closed the pub/ic hearing and returned the item to the Commission for final comments and a motion. Request for striping and modifications� and parking restrictions on Glassell St. between Collins Ave. and Katella Ave. and the installation of a traffic signal at the intersection of Glassell St. and Adams Ave. ACTION: Continue this request to the October CTC meeting.
