A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE CERTIFYING PROJECT
BUDGET, LOCAL FUNDING COMMITMENT,
SUPPLEMENTAL FUNDS, AND PUBLIC LIBRARY
OPERATION FOR ORANGE PUBLIC LIBRARY'S
PROPOSED MAIN LIBRARY EXPANSION
PROJECT.
WHEREAS, the City of Orange recognIzes that public libraries are a vital and
integral part of the community; and
WHEREAS, the City of Orange aeknowledges that the public library is a valuable
resource and a partner in providing a quality edueation for children, and have the ability to
ensure lifelong learning opportunities for all citizens; and
WHEREAS, the City of Orange seeks to improve and expand public library faeilities,
services and programs to meet the growing needs of the community; and
WHEREAS, the City of Orange, at its Main Library and its Taft and El Modena
branch libraries, currently has less than one-third of the total square footage per capita that
is considered as standard for publie libraries in the United States, giving the City of Orange
one of the smallest square-footage-per-capita public library systems in California
and one of the smallest
main libraries statewide; and EREAS, the City of Orange currently does not have the
ability to meet the community needs including: added shelf space for books
and other library materials,eompuh:rs and dedicated eomputer instruetion spaee, a Local
History Room, reader chairs,study tables, dedicated study space, storytelling space,
community meeting areas, a Homework Center, a Literaey Center, more space for its
Homebound Delivery Service to senior citizens, a larger area for children, or an area dedicated to serving young
adults - all of whieh have been demonstrated as needs at itsMain Library - without inereasing
the Main Library's square
footage; and WHEREAS, the City of Orange has determined, through a
Community Library Needs Assessment and additional analysis of library service area populations
and potential development strategies, that the most desirable and cost-effective approach
to increasing its Main Library's square footage is to expand that 17,OOO-square-
foot facility by an additional 2S,OOO square feet at its existing location in downtown Orange,
resulting in a proposed Main Library of 45,000 square feet, the total cost of which
expansion would be eighteen million seven hundred thousand
WHEREAS, the California Reading and Literacy In1provement and Public Library
Construction and Renovation Bond Act of 2000 ("Library Bond Aet"), approved by the
voters of California as Proposition 14, provides an opportunity for the City of Orange to
apply for up to 65 pereent in State matehing funds, up to a maximum of twenty million
dollars ($20,000,000) for eligible costs oflibrary construction or renovation, thereby offering
a way to assist the City in its drive to expand its Main Library to better serve community
needs and interests;
NOW, THEREFORE, BE IT RESOLVED, as required by California Edueation
Code section 19995 (a), that the City of Orange hereby certifies its commitment to provide
Local Matching Funds of six million one hundred forty thousand dollars ($6,140,000).
Pursuant to California Education Code sections 19995 (c) and (d), this City of Orange
commitment of six million one hundred forty thousand dollars includes:
A credit of nine hundred and fifty-eight thousand
three hundred and twenty dollars ($95S,320), representing
the appraised value of land which is eurrentIy owned by the
City of Orange and by the Orange Redevelopment Agency
and which would be used in the projeet;
and A credit of one million two hundred twenty-nine
thousand two hundred and ten dollars ($1,229,210) for arehitect fees
for the projeet's plans and drawings prepared during the past
year and anticipated for preparation prior
to construetion.The remaining three million nine hundred fifty-two thousand four
hundred and seventy dollars ($3,952,470) not represented by the credits listed above is
hereby certified as immediately available in the City's General Fund, through
Capital In1provement Program
budget allocations; and;BE IT FURTHER RESOLVED, that the City of Orange hereby
also certifies its commitment to provide Local Supplemental Funds of one million
three hundred sixty thousand dollars ($1,360,000) for all needed costs .- including the purchase of
new books,audiovisual items, and other library materials - that are not eligible to be matched by
Library Bond Act monies. This amount is hereby eertified as immediately available in the City'
s General Fund, through capitalln1provement Program budget allocations;
and BE IT FURTHER RESOLVED, that the City of Orange verifies the availability
of all Loeal funds to meet cash flow requirements of its proposed Main Library
expansion projt:ct;
and BE IT FURTHER RESOLVED, that the City of Orange certifies that the
total budget for this project is eighteen million seven hundred thousand dollars ($IS,700,

The City of Orange eertifies the accuracy and truthfulness of all information in its
Library Bond Aet application form and supporting doeuments. Further, the City of Orange
commits to continue operating the Main Library as a library, and further commits to
providing public library direet service there for a period of forty (40) years following
completion of the project regardless of any operating agreements the City of Orange may
have with other jurisdietions or parties, through the allocation of monies from the City's
General Fund.
