ACTION: Approved the installation of 20 feet of red curb on both sides

B. Request for the installation of red curb on the east side of Batavia Street south
of 263 N. Batavia Street.

III.CONSIDERATION ITEMS
1. Request for the installation of an "All-Way" STOP control device at the
intersection of Olive Street and Culver Avenue.

' The oral presentation is based on the wriften staff report; please refer to your
copy. Chairman Fortier opened the public hearing but there was nobody wishing
to speak to this item. Chairman Fortier closed the public hearing and returned it
to the Commission for furfher discussion and a motion.
Chairman Fortier — It sounds like there are some problems there, but it doesn't
meet warrants, but if we install red curb that should increase visibility to prevent
accidents.
Dave Allenbach — Typically we would install 30 ft. of red curb in advance of each
STOP sign. In this case we have a 2-Way STOP, and we would start the red
curb at the beginning of the curb return or the "BCR". In this case, because of
the demand for on-street parking our concern would be if we painted our red curb
like we normally would people would actually still be parking around the curb
return, and you would still have the same problem. In this particular case we are

recommending to paint the curb returns and that should clarify any problems with
sight distance.
Commissioner Beil — I noticed this area is very heavily parked. I feel this is a
very good idea to try this red curb before we put in anything that doesn't meet
warrants. I think the sight distance is the key issue after visiting the location and
observing cars parked everywhere on that street and other corners in the area.
ACTION: _
1. Denied the installation of the "All-Way" STOP control.
2. Approved the installation of red curb around all four curb returns at
the subject intersection to improve sight distance.
3. Approved the installation of "GROSS TRAFFIC DOES NOT STOP" signs to
the existing STOP signs.

IV. ADMINISTRATIVE REPORTS
Tom Mahood, City Traffic Engineer, advised the Commission of two topics that will
be agendized for future meetings, as follows:
A. Special Commission meeting in January 2004 to discuss recreational vehicle
parking in the City.
ACTION: Set date of special meeting for January 21, 2004.

AYES: Unanimous
B. Requested video tapes of public testimony from the December 9, 2003 City
Council meeting outlining Shattuck Place resident's concerns of traffic issues
be provided, with approved Minutes, to each of the Traffic Commissioner's prior
to their February 11, 2004 meeting.

V. ORAL PRESENTATIONS
None this meeting.
VI. ADJOURNMENT
After discussion of today's Agenda items the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
The next meeting of the City Traffic Commission is scheduled: '
5:30 P.M.
