Request for the installation of speed humps for a three-month trial period on Fairway Drive between Tustin and Cambridge Streets. Tanya Jaramillo 1452 E. Greenview Dr. Orange GA 92866 Oral presentation is based on the written staff report; please refer to your copy. Chairman Fortier opened the public hearing for the following discussion. David Clements, 1521 E. Fairway Dr. — In favor of the speed humps. A lot of people use Fairway Drive from Cambridge Street to get over and access the SR-22 Fwy. I think the speed humps will be a great idea. Will we be taxed later for their installation? Dave Allenbach, Transportation Analyst — We have funds in our operating budget for these humps so we will put them down, they will look permanent. If, after the 3-month trial period the residents don't feel the humps are working we can scrape them off the pavement, at no cost to the residents. Matt Jaramillo, 1452 E. Greenview Ave. — In favor of the speed humps. Bob Heanev, 1301 E. Fairway Dr. — Opposed to the speed humps. I feel they will divert traffic to other streets, while that's great for us, I don't think it's fair to some of the other neighborhoods such as Palmyra. A couple of years ago we had the opportunity to have LaVeta Avenue extended from Tustin Street to Cambridge Street. At that time we didn't want it done because we didn't want high traffic volumes behind our homes, as it would increase noise. I don't think there's any evidence speed humps will significantly increase safety. Wayne Sprins, 1243 Fairway Dr. —Opposed to the speed humps. Originally I signed the petition indicating I was in favor of the speed humps; however, the more I look into it I find that speed humps don't slow speeders. Most of the kids will swing to the right put a wheel in the gutter and go over the humps; it doesn't slow them a bit. Maybe we should think a little more about increasing Police enforcement. I was told we have only 12 motor officers in the City. I use Cambridge St. a lot and there's always a police officer with a radar gun working that 25 MPH area because there's schools up there. I think the children on Fairway Drive deserve the same consideration that those children going to those schools deserve. There are other things we could try such as boulevard STOP's at Greenview/Fairway at both ends. That would slow traffic and be a lot less expensive than $4,800 for speed humps. Forrest Zwiener, 927 E. Fairway Dr. — In favor of the speed humps. People are going . faster than 36 MPH. If you check you'll probably find that a lot of them are going in excess of 40 nnPH. When I'm driving at 25-30 MPH people are passing me on the right. One of our jobs is to move traffic through the City in a safe manner and every month we get requests for STOP signs, if we honored all of those you would not get through this City, you would have to stop at every corner, this not a viable option. Dave, can you comment on speed humps not deterring speed? Dave Allenbach, Transportation Analyst — Currently we have four streets in the City where we have implemented speed humps on a permanent basis. In each of those � locations the speed of vehicles dropped significantly. Our minimum criteria are an 85tn Percentile of 33 MPH. On the streets where we have the speed humps that speed has been reduced actually closer to 25 MPH, so they have worked very well. They are not going to slow everyone; I don't know of any device that you can put on a road that is going to work 100% of the time. However, speed humps slow enough of the vehicles so that the quality of life in a residential community is maintained at reasonably high standard. The down side is that they aren't good looking but they do what they're supposed to do and they actually have a minimal negative effect on the surrounding residents as they don't lose any on-street parking, the street sweepers can get around them, and they slow traffic. There has been no significant traffic diversion from any of the streets where we've installed them. Commissioner Petronella — Aren't these designed and placed in such a manner that most traffic will be slowed to 25 MPH? Dave Allenbach, Transportation Analyst — There are probably some people that would speed between the humps and then slow down as they got to them. The idea is that the traffic flows at an even rate, hopefully close to 25 MPH, which is indicated in the Vehicle Code for a re�idential street, That is exactly the type of phenomena that you get at a STOP sign. People will drive at whatever speed they want to within 100 feet of the STOP sign, then they will stop and then proceed on through the intersection and by the time they get to the other side they have increased their speed to what it was before. Commissioner Sciarra — I believe that when we installed speed humps over on Shaffer Street those residents had exactly the same concerns as what we heard today, and after the humps had been in for a while they found that they served their purpose, they slowed the traffic and people didn't divert over to other streets. Tom Mahood, Citv Traffic Enqineer — We have 105 homes in this community and typically a rule of thumb is that a home generates maybe 8-10 trips per day, so we would expect somewhere between 800 and 1,000 trips being generated from this development. �ur count is about 1,200 VPD, so the through traffic is probably somewhere between 200-500 cars. Typically we don't get much diversion with the speed humps, it's more of a speed reduction. There might be a few that divert such as 50-60 cars that might go over to Palmyra, but generally speaking we would expect the volumes to remain unchanged. Vice-Chairman Sciarra—That's a very wide intersection and there's no vision obstruction of any kind at this location. Chairman Fortier— I also visited the Iocation and could see absolutely no problem. ACTION: Denied the installation of an "All-Way" STOP control. MOTION: J. Fortier SECOND: N. Lall AYES: Unanimous 4. Commissioner Beil— I'm going to have to abstain from voting on this request as Caltrans may have designed that intersection and may still own a segment of the intersection. ACTION: Denied the installation of the "All-Way" STOP, however, I would go along with coordinating the speed limit on Manchester Place southbound to possibly 35 MPH limit. � MOTION: F. ACTION: Adopt a 35 MPH speed limit on Yorba Street from LaVeta Avenue to the south City limits, and forward to the City Council to be added to Section 10.14.050 of the Orange Municipal Code. _ ACTION: J. Beil SECOND: F. Sciarra AYES: Unanimous ���������������� End of Consideration Calendar ���������������� IV.ADMINISTRATIVE REPORTS None this month. V. ORAL PRESENTATIONS Jean Beaslev, 1219 E. Fairway Dr. — I'm interested in the speed hump issue to know if you had discussed it and what the recommendations were. My recommendation would be not to install them, possibly install STOP signs or even closing off the street because it's really hard to get onto Tustin St. anyway due to the proximity to the freeway. Chairman Fortier-We approved the speed humps, as there was overwhelming participation from the neighborhood. Over 75%wanted the humps, we had a discussion about it, and put to rest some of the concerns you might have. Vice Chairman Sciarra — We have speed humps on a few other streets in Orange and the residents have very well accepted them. Jean Beaslev, 1219 E. Fairwav Dr. — I'm unfamiliar with any other than the one's on Shaffer Street by the Park, and those are huge and scary when you try to go over them. What will the size be? Dave Allenbach, Transportation Analvst — The speed humps on Shaffer Street are 3 �/2 inches high, currently we are using 2 �/2 inch high humps. The other areas are Pampas Street between Lincoln Avenue and Brentwood Avenue, the newest one we just finalized is Marywood Drive between Meats Avenue and Villareal Drive. Fairway Dr. — Did anyone do a survey on how many children are on Fairway Drive? Chairman Fortier— We don't do surveys on children. We're here for traffic regulations and speed issues and that really has nothing to do with what we base our decisions on. VI. ADJOURNMENT After discussion of today's Agenda items the City Traffic Commission meeting was concluded, and as there were no further requests for action under Oral Presentations, the Chairman adjourned this session of the City Traffic Commission at 6:30 p.m. The next regular meeting of the City Traffic Commission is scheduled: 5:30 P.M.
