B. Request to change the name of the entry drive at the Mall of Orange from "Mall Way"
to "East Village Way" and have the new street name legalized as an official City name.

III. CONSIDERATION ITEMS
1. Request for the installation of a 100 ft. limited time parking zone (20 Minutes) in
front of Casa Ciento Apartments at 2627 N. Bourbon St.

Chairman Sciarra opened the public hearing for the following discussion:
Ke_I_ly Peart, 2006 Deborah, Newport Beach (Arnel Manaqement/Casa Ciento Apts.) — I
would like to propose a reduced space in lieu of the 100 foot originally requested. I met
with your Traffic staff and reviewed the request as submitted. There is some parking on
the street during the day but I think it's from the apartments across the street. We would
like convenient parking for prospective tenants who are visiting the complex for the first
time to tour the property and meet with the feasing staff. We would like to have 2
generous parking stalls directly in front of the main entrance to the property during the
hours of 8:00 am to 6:00 pm for about 30 minutes.
Vice-Chairman Sciarra closed the public hearing and returned the item to the
� Commission for further discussion and a motion.
Commissioner Beil — I view this as a convenience issue for on-site rental�, and it's a
fairly heavily impacted parking area, so I would support the staff's recommendation.
Vice-Chairman Sciarra —Would staff reconsider the revised request for limited parking?

Dave Allenbach, Transqortation Analyst — 45 feet of green curb would not have an
adverse effect on area parking directly in front of the property. One thing the proponent
should be aware of is that if the Commission elects to approve this amended request
that this is still a public street, this is public parking and anyone can park there for the
allotted time. Most likely we do not have any other time limit parking in the surrounding
area, most likely enforcement will occur as a result of the apartment manager
themselves.
ACTION: Denied the request for '100 feet of limited time parking, but approved
installation of a 40 foot limited time parking zone (1 Hour). _

2. Request for the installation of an "All-Way" STOP control device at the intersection
of Via Escola nd Springfield/Bentley.

Chairman Sciarra opened the public hearing for the following discussion:
Tim Zimprich, 2714 N. Sprinqfield St. — Opposed to request. I don't think we need this,
traffic is not bad. There has only been 1 accident since I've lived here: All I see is more
noise, and people running STOP signs. l was here back in 1995 and opposed it then
also, I'm here again because I don't think it's something we need.
Domenick Lewis, 2715 N. Sprinqfield St. — I live on the corner, I am opposed to this as
well. This is not a high traveled street and there are not fihat many pedestrians on the
street. This would create more problems than it would solve. There is plenty of
unobstructed views in both directions. I've never seen a problem when children are
crossing the street with their parents, when I take mine to the park I make sure they are
supervised when they cross the street, so this isn't really a problem. I agree with the
recommendation to deny the request.
Tom Feenstra, 2720 N. Sprinqfield St. — Opposed ta request. I don't think this will
provide a benefit to the neighborhood, only 1 or 2 people will benefit from a STOP sign
at this location because they are making left turns. I think the STOP sign would be a
hazard for motorists coming around the curve in the roadway and then suddenly coming
up to a STOP sign. I don't think they would expect it and it would create a hazard to
them and create more accidents. I don't think we need a crosswalk either, I believe
people are more careful when they cross the street without one.
Vice-Chairman Sciarra closed the public hearing and returned the item to the
Comrnission for further discussion and a motion.
Commissioner Petronella — I live in this area and I agree with everything that has been
said here.

Commissioner Beil — I'm in full agreement with the staff's recommendation, I've had a lot
of experience with requests for unprotected crosswalks and unwarranted signals and
STOP signs and I agree with the report. The warrants for signals and STOP signs are
very important from a liability standpoint, so I will be supporting the staff's
recommendation.
