Request for the installation of an "All-Way" STOP control devices at: a) Sycamore Ave. and Cypress St. b) Sycamore Ave. and Lemon St. Kris Olsen, Office of Construction Management Chapman University One University Drive Orange CA 92866 Ora! presentation is presented by Paul Wilkinson of Linscott, Law & Greenspan � Engineers (LLG) who conducted a traffic study on behalf of Chapman University. Based upon Chapman University's (CU) outreach efforts and working sessions with the surrounding community, the need for safer vehicular and pedestrian traffic conditions at the Lemon/Sycamore and Cypress/Sycamore intersections was identified. To address this issue, our firm evaluated potential solution concepts that could be implemented at the two intersections. LLG perFormed 4-way stop control warrant analyses to determine whether stop signs at each approach of the intersection would be warranted per city's criteria. The conclusions from the warrant analyses are as follows: Sycamore Ave./Lemon St. 1. The traffic volume warrant is met based on total minimum volume criteria, but the criteria for the minimum proportions of side-street traffic versus that of the major street is not met. The traffic volume threshofd (i.e., total intersection peak hour volume of 250 vehicles), which comprises half of the overall criteria, is met(over 560 vehicles). However, the allowable major street versus minor street ratio of 3:1 is exceeded (ranges between 3.5:1 and 6.3:1). 2. The restricted visibility warrant is met (i.e:, the available visibility for pedestrians and vehicles along Sycamore, crossing Lemon, is less than 175 feet. Svcamore Ave./Cvpress St. The traffic volume is not met based on total minimum volume criteria, but the criteria for the minimum proportions of side-street traffic versus that of the major street is met , during the PM peak hour. The traffic volume threshold of 250 vehicles is almost met (peak hour traffic volumes ranges between 213 �and 238 vehicles). In addition, the allowable major street versus minor street traffic ratio of 3:1 is exceeded during the AM peak hour (ranges between 3.4:1 and 5.1:1). The traffic ratio during the PM peak hour does not exceed the maximum allowable traffic ratio (ranges between 1.4:1 and 1.7:1). The restricted visibility warrant is met (i.e., the available visibility for pedestrians and vehicles along Sycamore, crossing Cypress, is less than 175 feet). Chairman Yarger—What is your reason to insfiall a 4-Way STOP to begin with? Paul Wilkinson — I believe it was an issue largely driven by the community and we were asked to evaluate it. I believe there is a notion it will create a traffic calming effect. Commissioner Burkhardt—Students? Paul Wilkinson — I believe its residents. Vice Chairman Fortier — That bothers me, because we are the vehicle to make that happen I have never ever, and I have been a Traffic Commissioner 15 years, I've never had anybody go to Chapman University or a business or anything to generate a STOP sign. Commissioner Burkhardt—What credence was given to Villa Park Orchards in reference to the 4-way intersection at Sycamore and Cypress? Paul Wilkinson —There was not within the warrant analysis specific credence given to it through the trucking dock exists at the southwest quadrant of the intersection. �here are 5 dock positions that exist in the east-west direction. As I looked at the site there were 2 in the north-south directions. . Having paced off the apron in front of the stop dock spaces, that's an area of about 90 ff. x 90 ft. which there is a sufficient apron off-street in our opinion, normally the rule of thumb we use is an apron that has the depth in front of the dock at least the length of one vehicle which under the vehicle code would be 65 ft. so the apron is large enough to facilitate movements on the apron as a back down position between 2 parked vehicles at a dock. We've talked to these people in terms of what the imp{ications of 4-way STOP would do there. There is sufficient room on that apron to maneuver trucks to and from those docks as long as other trucks aren't parked on the apron getting in the way. Commissioner Burkhardt — You're making the contention that the peak hour time in reference to that specific intersection meets the warrant? Paul Wilkinson — Yes, as it relates to the split of traffic in the east-west direction versus north-south ifi does meet the warrant, it's 12 vehicles short of having met the volume component. Sam_Byers, Villa Park Orchards Assoc. — Our loading dock is at the corner of Sycamore and Cypress and we find that putting in a STOP sign there it's going to hinder the trucks getting into the loading docks, so we are opposed to the STOP sign. We use the street for staging because we try to keep the trucks off the street so for parking we will have the trucks pull on to the apron, then they will have to back up or other trucks will come in. They use this location to back in and to turn around. Commissioner Burkhardt— Its fine if you have one truck but if you have multiple trucks in there at that specific area then its problematic. How long have you operated here? Has the packing house been sold? Sam Bvers — We've been there since 1967, the packinghouse has been there since 1918. We're under operation at this time. If there have been accidents in the past they were minor "fender bender" types, we haven't experienced anything related to right-of-way, however, with the installation of the new parking lot at the west end of Sycamore at Cypress your pedestrian activity has increased somewhat in the area and it's likely to increase even more as the parking fot gains better usage and , students are walking. We haven't had an accident history that would meet the warrants on our STOP evaluation. - Chairman Yarger closed the public hearing and returned the item to the Commission for further discussion and a motion. Chairman Yarqer— I don't see where it meets warrants, I don't like ST4P signs and we have so many of them in the City now. Until something changes in the future my partic�alar feeling is that ! would deny the 4-way STOP's�at these two intersections. Vice Chairman Fortier — As I look at some of these ratios 6.3:1 and as Commissioner Burkhardt pointed out that at many of these times there is no traffic on the side street. I don't see were STOP signs is going to change anything. Commissioner Burkhardt—Are there things we could do to enhance sight vision at some of the specific intersections with red curbs? Chairman Yarqer— Have we had any problems with sight distance at these locations? Dave Allenbach, Transportation Analyst — The accident history speaks for itself. We haven't had any reported accidents in the last 3 year period so I would say we haven't had issues with sight distance here. Chairman Yarqer—What is the parking demand at those two locations? Dave Allenbach, Transportation Analyst— Lemon St. has permit parking, however, there is no permit parking in the area adjacent to Chapman University's parking lot where the demand for on-street parking is pretty high.
