II. ORAL PRESENTATIONS
Carolyn Aliotta, 7229 E. Clydesdale Ave. – Expressed her concerns with traffic
safety on Santiago Canyon Rd. at Kennymead. On 10-12 there was horrific car
accident coming down the curve. Most accidents are single auto or motorcycle
fatalities, so when no other cars are involved it means they are going too fast, the
curve is too dangerous, there are not enough advance warning signs for ‘CURVE
AHEAD’ and there is no traffic or speed enforcement in the evening. If the curve is
dangerous or the angle not correct I don’t know but there is no shoulder area so
if a car does go out of control the tires curbside would enter the run-off ditch, and
that usually flips the vehicle over and they land either on the horse trail or a wall
that protects another community. I’m told there’s no traffic control after sundown,
all the motor officers are off duty and I’m told the patrol cars are too busy in the
downtown area to patrol the rural canyon roads. There are 2 yellow warning
signs coming from the cemetery area and these signs are misleading because
they don’t indicate a curve, they indicate a side street coming off Santiago
Canyon Rd.
I would like you to consider 3 things:
1) Change the signs
2) Change the ditch to a shoulder on the north side of the curve; and
3) Enforce the speeds at night between Meads and Amapola.

Tom Mahood, City Traffic Engineer – For the last month or so we have been
looking at that particular stretch of road and we will be upgrading the signing and
installing a warning flasher at the curve. We are doing a routine review of what
we have out there, so I do think we will be able to improve it somewhat.

Jack Budd, 635 W. Angus Ave. – In favor of the request. We have a problem
with semi-trucks parking in front of our business and they leave their motors
running during the day, to keep the air conditioner on and they sleep in the
trucks. We have no parking for our customers. We’re pretty busy throughout the
day and we would like to have at least 30 ft. of parking available on each side of
the driveways.

Vera Fendt, 2747 E. Bennett – In favor of the permits. The car wash as been a
real problem for us. When I try to exit Bennett onto Malena I am taking my life
into my hands, I cannot see in either direction because the cars are parked end
to end on Malena so I inch out into the intersection and I don’t know how many
times I’ve almost been hit by cars coming down Malena. There’s no way the
gardeners and pool cleaners can park on the street because the car wash has
used it all. You can’t have friends over or anything because they take up all the
spaces.

Kris Petersen, 141 N. Malena Dr. – In favor of permits. As you come into Malena
the car wash is on the west side of the street and there is a strip center on the
right side. The car wash has 10 or more employees, the beauty shop has 10 or
more employees plus there are 5 other businesses and they are busy, so if they
have a lot of clients and employees they park on Malena. I live at the front part
of Malena and I run my business from there, I have my Business License from
the City of Orange and right on my license it states no clients or employees for
the home, but I have clients and employees of these other 6 businesses parking
in front of my house. Recently a home on Bennett was appraised and the
condition of the street with the parking reduced the value of his property by
$50,000.
Michael Franco, 215 N. Malena Dr. – In favor of permits. I initiated the request
and we took some photographs that show you a pretty typical day of our
neighborhood of cars parked on the street by the car wash. These other cars still
have the markings visible from the car dealers who contract their car washing to
this facility. 235 Malena is 10 house lengths from the edge of the street adjacent
to Mr. Petersen and that is still just down a little bit from the carwash. The
standard lot in this neighborhood is about 70 ft. wide that is approximately 700 ft.
away from the retail business.

Commissioner Beil – It seems to me that there is a tremendous problem there,
not only is it a tremendous inconvenience but it’s a safety hazard as well. There
is overwhelming response in favor of the permit parking and I think their concerns
are warranted and justified.
Commissioner Petronella – I agree, this shouldn’t be a commercial parking area,
it’s a neighborhood and I agree with their attitude about make this permit parking.
Commissioner Lall – I’d like to commend Michael for taking a leadership role in
the neighborhood and get this thing going.
ACTION: Approved the implementation of a neighborhood parking permit
program for:
1) Both sides of the 100-200 block of N. Wheeler St.
2) Both sides of the 2700 block of E. Bennett Ave.

B.A. Skipper, 2905 E. Walnut Ave. – Opposed to request. This street has been
in the same condition for the last 40-50 years. It originally went through the
creek into the rock quarry and for years prior to the 1969 flood we had dump
trucks and rock haulers, big heavy equipment coming down that narrow roadway,
with our cars parked on the street, with no accident in that area caused by the
cars parking. The Fire Dept. has been down the street with cars parked on both
sides without any problems, the Police, ambulance service, County personnel,
Flood Control people are down there once or twice a month to service the trail as
well as the flood control. Every Friday the trash truck comes down and services
these houses, we’ve had no vehicles hit.
I don’t think this street should have been approved and built at this width and
there is no way the City would approve it now. I have a business at my house
and I cannot ask people to park 2 houses down and carry 130 lb. saddle to my
house. My granddaughter is 13 months old and she stays with me 2-3 nights a
week and she is there all the time during the days, her mother has to drive from
Chino Hills and drop her off. She has significant medical problems necessitating
visiting health care providers coming to the home and they must have parking
accessible to us as mandated by State and Federal law. They have to park and
bring their equipment in. It’s an ongoing issue that will continue for some time in
the future.
Gail Blansett, 2905 E. Walnut Ave. – Opposes request. Reiterated her
daughter’s health problems and that her parents provide day care for her children
during the week.

4. Request to prohibit left turns from Santiago Canyon Road onto Cabrillo
Street during the PM peak hours between 5:00 – 7:00 PM.

Tom Holler, 1456 Cabrillo St. – In favor of restriction. Cars were driving around
the counter hoses for a couple of days. I agree that your numbers are correct for
the data you received, but I don’t think you got all the data due to this bypassing.
Dave Allenbach, Transportation Analyst –There are 2 hoses on our counters, one
extends across the street, the 2nd hose runs half-way across the street so we can
get a directional split. In order for us to consider putting in a turn diverter for
neighborhood traffic management resolution we’re looking at a minimum
threshold of 2,500 vehicles a day through a neighborhood, and I don’t think I
missed that many cars.

Marty Holler, 1456 N. Cabrillo – In favor of restriction. This is not a new problem,
this has escalated over the past few years. At one time a suggestion was made
to install pylons across the street to prohibit this problem but we were advised
that wouldn’t be possible because it would eliminate access for emergency
vehicles getting to that area, which we totally understood. There are 8 homes on
Cabrillo, I think there is not a one of the 8 of us who would mind going to Cannon
if we wanted to make a left-turn during this timeframe in order to safeguard our
neighborhood and the children who live there. I can tell you these cars are not
going 25 MPH when they get on Cabrillo and they make their way over to
Cannon they are trying to cut down the amount of time to get over to Cannon and
Imperial Hwy.
Annette Dunn, 1490 N. Cabrillo St. – In favor of restrictions. I live at the corner of
Santiago Canyon Rd. and Cabrillo St. and I see the traffic that backs-up as well
as the traffic making the left turn onto Cabrillo. I also travel the same route and
turn at this location and would be affected by such a restriction. I have no
objection to going down to Cannon to make my left turn. The counter equipment
was set 2 houses in from the intersection so I never crossed those hoses during
this period of time, so there are 4 homes whose trips were not counted.
Ken Dunn, 1490 N. Cabrillo St. – In favor of restrictions. We have a sign on the
pole on our property which says ‘LOCAL TRAFFIC ONLY’. I think that if you were to
restrict hours, past 6 pm because many people commute such great distance, I
don’t think that would be much of a deterrent. Even if there was a STOP sign at
the corner of Cabrillo and Valencia I’ve seen many times where peopled ignore
the STOP sign on Cannon and do the rolling California stop. Our intent is to slow
the traffic that comes through. If you were do that perhaps you could install
speed humps or something on that order to slow the traffic.
Mike Walker, 5735 E. Valencia Dr. – In favor of the restrictions. I’ve seen the
traffic get worse and worse since Imperial Hwy. went through and now the toll
roads. I work in Irvine and I drive that route home everyday and I turn left into
the neighborhood and when I do 3 or 4 cars follow me turning left. I see my
neighbors kids outside playing ball and these motorists have no regard for their
safety. I call the Police at least once a month complaining about speeding in the
neighborhood. There is a sign posted for ‘LOCAL TRAFFIC ONLY’ it’s a black and
white sign; I understand that to be the law, if they enforce that perhaps things
might get better. I’m all for having some kind of restriction or speed humps.

Jim Wittmann, 5546 E. Valencia Dr. – In favor of the restrictions. The traffic has
gotten worse since they opened Cannon St. into Imperial Hwy. and I agree with
your count but on several times I’ve counted as many as 30-35 cars in 20
minutes and maybe 1 or 2 are residents, so I think the congestion is a lot worse
than what you are indicating. In the winter it’s not so bad because the kids are
not outside playing so much but the volume is still terrible and I recommend you
restrict the left-turns from Santiago Canyon Rd. during those 2 hours in the
evening.
Peter Gartner, 5504 E. Valencia Dr. – In favor of the restrictions. We live at the
corner of Cannon and Valencia Dr. and you mention the traffic flow heading west
to make the right turn onto Cannon only backs up to Valley Forge, I’ve seen that
traffic in the evenings back-up a full mile all the way to Orange Park Acres Rd.
Those people are stopped waiting to make the right turn onto Cannon, a lot of
them are jumping the traffic and coming down to make the turn on Cabrillo
coming up past our house at a high rate of speed. In the meantime the
eastbound traffic on Santiago Canyon Rd. is backed up to the Fire Station, which
is ¼ to ½ mile. They are coming up and making right turns, coming to our
intersection and make U-turns, the heavy traffic coming onto Cannon from
Chapman Ave. creates a major traffic jam where everybody stops and makes U-
turns and we’ll have 4-5 cars in the intersection at one time creating a big
problem. In addition to the STOP sign we’d like speed humps and a ‘NO U-TURN’
sign at the corner at Cannon so you can’t make a U-turn at the intersection of
Valencia and Cannon.
Jeff Wright, 5646 E. Valencia Dr. – In favor of the restrictions. I’m right at the
corner of Cabrillo and Valencia. As the cars are coming down my street the
concern during the rush hour (5-7 pm) I have 2 young children, which is my
greatest concern because the cars are speeding. Not only does something have
to be done out on Santiago Canyon Rd. but whatever needs to be done it needs
to be enforced. If that is installing a sign restricting left turns from 5-7:00 pm it
also needs to be enforced on a regular basis.

Tom Mahood, City Traffic Engineer – The City is about 2 years out from a
massive redesign and reconstruction of the Cannon/Santiago Canyon Rd.
intersection. One of the key points of that will be a free right turn for westbound
Santiago Canyon Rd. to northbound Cannon St. so essentially the right turns
won’t stop, so the queue you see backing up ¼ to ½ mile will pretty much be
gone. The other widening will be on Cannon to the west a bit so we’ll be getting
a very large intersection through there. I’m fairly certain this short cutting
situation will go away the improvement of this intersection because it will be a
dramatic change.
Commissioner Beil – I think the shortcutting is probably at a low level and Dave’s
counts bear that out, I’m very concerned that even with a ‘NO LEFT-TURN’ sign for
a limited time there will still be issues with speed on the street.
Dave Allenbach, Transportation Analyst – We attempted to get some speed data,
unfortunately our results are fairly inconclusive. I conducted a brief radar survey,
typically you want to have a 100-car sample, and you don’t want to be out there
for more than one hour. I was there for 2 hours and got 20 cars, so our sample is
very small and we found our critical speed to be 28 MPH, basically that is the 85th
percentile and there is going to be 15% of the traffic that is going faster. The
highest rate of speed we caught was 32 MPH and the slowest was 19 MPH.
Again this is a very small sample, we would have liked to been out there in the
PM peak hour when the cut-through problem is occurring to see if we are having
a speed problem related to that.
Commissioner Lall – I don’t think there is any street in the city that doesn’t have a
speeding problem. It makes me crazy when I see people racing through other
people’s neighborhoods yet they seem to slow down when they drive through
their own and they get upset if someone races through their neighborhood.
Speed is a problem everywhere. I don’t think this sign is going to solve your
problem, I think it will more likely cause one of you people to get the ticket than
the motorist causing the problem. I don’t see where it would hurt to put it in. I
think our ultimate answer to this problem is a couple of years down the road
when this intersection is improved. I go down Santiago Canyon Rd. to Cannon
St. every night on my way home and it’s very frustrating to have to wait, I have
never turned onto Cabrillo St. to bypass the traffic though and I haven’t seen too
many people do that either but I’m only there briefly. Unfortunately I think there
are a lot of other areas in the City that have traffic issues, speeding problems,
red light violations, STOP sign violations and I can’t see this getting a whole lot of
enforcement. I could support doing this on a temporary basis, again I think the
relief is a couple of years down the road, I’m not sure this is the proper way to go.

Commissioner Beil – Has anyone inquired about the speed humps listed in the
neighborhood traffic calming program for this neighborhood?
Dave Allenbach, Transportation Analyst – Initially no, the primary basis for the
request was the left-turn volume from Santiago Canyon onto Cabrillo. When we
looked at the map it looked logical for a bypass. Cabrillo is fairly short street,
Valencia runs parallel to Santiago Canyon, even through technically it is out of a
motorists way I think that if it is a perceived shortcut and someone knows about
it, they are going to take it. We are finding that we don’t have that cut-through
volume. I will assume the 38 vehicles that I counted during the PM peak hour
making a left from Santiago Canyon onto Cabrillo were bypassing through the
neighborhood, there may some that were residents but without having the staff to
do an origin/destination study we can’t really determine that. It’s hard to say if
this street would warrant putting in speed humps based on our preliminary speed
zone findings. We could look at that at some point if the residents wish to make
such a request, but the other questions would be with around 290-300 vehicles
per day you’re going to slow 15% of that and I don’t know if the residents would
see the benefit of slower traffic because you’re just not slowing that large of a
number of vehicles.
Commissioner Beil – I was just thinking about other locations where speed
humps have been installed even though they are not intended to reduce the
volumes, they are meant to calm the speed, the medicinal affect has been a
reduction of cut-through traffic.
Tom Mahood, City Traffic Engineer – In order to qualify for speed humps we
need a critical speed of about 33 MPH or 2,500 cars a day. Its clear the volumes
fall way short on this particular street and the initial speed survey although not
complete suggests that the speeds are going to be below that also.
Commission Beil – What about if we were going to put this sign in how tough is it
to properly sign it?
Tom Mahood, City Traffic Engineer – It will be something of a challenge because
we don’t have a raised median out there and it will get struck several times by
vehicles and we will end up replacing it several times. I’m a little concerned
about putting an obstruction out in the roadway. Certainly to put in an overhead
sign will be extremely expensive so we’re talking about standard signs on
telespar posts maybe 2-3 in order to sign it the best we can, because in order to
sight that you really need at least 2 signs and I would prefer to have at least 3,
but we’re not going to be able to enforce that without a minimum of 2 signs and
it’s hard to do that on a roadway without a raised median.

Chairman Sciarra – With the advent of the improvements we are looking forward
to perhaps it may help to have a motor officer out in that area to help motorists
curtail speeding. Is that possible?
Sgt. Jeff Burton – OPD Traffic Bureau – We’ve had that request before and again
the volume of speeds don’t justify us having someone out there on a regular
basis, we’ve got too much of a demand in other areas during those times of the
day, its impossible with the number of requests we have and the number of areas
to cover.
Chairman Sciarra – Is it possible to have a motor officer out there once a week?
Sgt. Jeff Burton, OPD Traffic Bureau – I don’t know that I can even guarantee
that at this point.
Chairman Sciarra – I agree we just don’t have the volume there. The results of
the study indicate this location doesn’t warrant this strategy at this time. I would
have make a motion to deny the request.

Rd. onto Cabrillo St. during the PM peak hours between 5-7 PM.

copy. Chairman Sciarra opened the public hearing for the following discussion:
Lisa Becklund, 4221 W. Tiller Ave. – Opposed to permits. I don’t understand why
it has to be a 24-hour parking permit, why can’t it be from 2-6:00 a.m. because
we only get 5 permits. I have a large family and when I have guests it’s an
inconvenience for me to have to go and get additional permits. I live on the
outside of Tiller and while there are a lot of cars on our street I’ve never seen
anyone having a problem parking and my immediate neighbors don’t have
parking problems either.
Christie Ledford, 4114 Simmons Ave. – In favor. We just moved in there but
we’ve had serious problems. There is one car that likes to park in the middle of
the street area in front of our house. I can’t park behind him because there is a
fire hydrant right there, you can’t park in front of him because there is no space
so we have to park up the street from our house and then he leaves it all there
week and I’ve seen this gentleman have someone pick him up and drive him to
wherever his home is. He parks here every day and leaves the car there all
weekend so our gests have to park elsewhere. People who come to drop their
children off at the school bus stop have limited space as well and one lady
decided to park and get her 4 children out, she parked right in front of my
driveway, I have to get my children to school and myself to work and as she was
getting out the vehicle I asked her move her can and she told me to wait. I think
it’s a problem for most of my neighbors, the motorists creating the problem live in
the mobile home park and are only allowed 2 vehicles so any other vehicles they
park in our neighborhood and then leave them.

Tom LaScalza, 4104 W. Tiller Ave. – In favor. Our tract is located on the
northwest corner of Lewis and Chapman with Crystal Cathedral to the south. We
encompass 102 houses that we went to, the tract actually has a few more than
that. Along Chapman Ave. there is a row of houses approx. 8-10 and when we
spoke to those residents everyone of them was so thrilled that we were seeking
permit parking because the problems they have experienced from the people in
the apartments on the south side of Chapman, they come there late at night and
drink, play their radios loud, leave their debris and then leave. Coming here
today Tiller Ave. is 10 houses long and there were 17 cars parked on Tiller Ave.
There may have been 1-2 cars belonging to residents the rest were from the
mobile home park and the apartments across the street on Lewis located in the
City of Anaheim. The problem is not only that they park there but they leave
them several days, they will bring 2-3 cars to park and then have another car pick
up the drivers and take them somewhere and they leave them, it looks like a
used car lot instead of a neighborhood. Most of the homes are well maintained
and are in reasonably good repair and they make a nice presentation. We
included a large area in our request so the problem wouldn’t move to an adjacent
street so that’s why we went to 101 homes, it took 3 of us 3 weeks and 2 or 3
Saturday’s to circulate the petition.
Bryan Le, 4300 W. Tiller Ave. – Supports permits. There are people who park
here every night and they don’t live here. They come and park and drink their
beers and playing the radio and then we have to come out and clean up after
them. When we approach some of these drivers not to park here and drink they
tell us the street doesn’t belong to us and that you own the inside. But they don’t
care about keeping our neighborhood clean. They take up all our parking and
makes it difficult for visitors.
Chris Romero, 4241 W. Sirius Ave. – Supports permits. We do have a problem
here.
Ara Cacho, 4409 W. Chapman Ave. – Supports permits. Last month you
approved prohibiting night time parking from 10 pm to 7 am. There is still a
problem there. There is a truck for sale that has been parked there 2 months
and the Police have cited him but he still parks the truck here. We are having
problems from the residents of Garden Grove and the people from Anaheim also.
Claude Dunham, 4200 W. Sirius Ave. – Supports permits. I don’t want to repeat
what my neighbors have said but we really need your help. We want to be proud
of our neighborhood and the only way we can keep it from looking like a parking
lot is through these permits.

Aurora Romero, 4241 W. Sirius Ave. – Supports permits. Thank you for listening
to our request. There are times I have to put my trashcans in front of my house
in order to keep my space open. We want to continue to have our neighborhood
look like a residential area not like a used car lot or like a parking lot. We really
would like your help in this regard.
Chairman Sciarra closed the public hearing and returned the item to the
Commission for further discussion and a motion.
