CONSIDERATION ITEMS 1. Request to change the posted speed limit on Serrano Avenue between Cannon Street and Orange Park Boulevard from 35 MPH to 40 MPH. ACTION: Approved the request changing the speed limit on Serrano Ave. between Cannon St. and Orange Park Blvd. from 35 MPH to 40 MPH. MOTION: J. Beil SECOND: F. Petronella AYES: Unanimous 2. Request to implement “NO OVERNIGHT PARKING” restrictions in the 4400 block of W. Chapman Avenue. Araminta Cacho 4409 W. Araminta Cacho, 4409 W. Chapman Ave. – We have problems with crowding because the residents of the apartments are parking here. Chairman Fortier closed the public hearing and returned the item to the Commission for further discussion and a motion. ACTION: Approved the implementation of “NO PARKING 10:00 P.M. TO 7:00 A.M.” restrictions in the 4400 blk of W. Chapman Ave. MOTION: J. Fortier SECOND: F. Request for the installation of a vision zone at the intersection of Villareal Drive and Marywood Drive. Cristina Sundstrom 3004 Marywood Ln. Orange CA 92867 The oral presentation is based on the written staff report; please refer to your copy. Chairman Fortier opened the public hearing for the following discussion. Cristina Sundstrom, 3004 Marywood Ln. – New neighbors left their suburban with a trailer attached on the side of Villareal where their house abuts to Marwood, and nobody ever parks there as a rule. My son is a new driver and as he was inching out to make a turn at the STOP sign he had to avoid a collision with a car coming down the hill. Normally I would have gone directly to the resident and asked them to move their car but they were out of town so I was in a position where I was frustrated and I so I called Orange Police Dept. and at one point they said they were going out and would cite it. I don’t understand why there’s nothing the Police can do in a situation like that. These people don’t need this area for parking they have ample parking on their property, and when they got back from their trip they moved the suburban to their driveway. I don’t know why you can’t paint the curb red and be done with it, these people clearly don’t need that to park there, its not part of their property. Chairman Fortier – What this an isolated incident? Cristina Sundstrom – Yeah, I’ve lived there 8 years. Chaiman Fortier – Has the man come back? Cristina Sundstrom – He’s come back and he’s moved it. Chairman Fortier – Has anyone from our staff spoken with him at all? Dave Allenbach, Transportation Analyst – I did speak with him and informed him we had received a request that we were considering installing red curb along Villareal. His primary concern was if we were also going to install red curb on Marywood, which would eliminate all on-street parking adjacent to his house. I advised him we were only considering Villareal. I have been out there 3 times since we received this request and I have not seen anybody parked in the area. I would like to point out there are no sections of red curb along the entire reach of Villareal between Santiago Blvd. and it’s northern end at Nohl Ranch Rd. We reviewed the accident history to see if there were any right angle accidents at the subject intersection. We went back as far as 1998; we found no accidents having occurred at the subject intersection. Tape #CTC-24.09 of this City Traffic Commission meeting is available for your review. Cristina Sundstrom – There’s not an ongoing problem but if you see where the white line is, that is not sufficient. If your tires stop at the line or right behind it you still have a blind intersection. You have to inch up and you have to look 2 or 3 times. Its dangerous and I don’t know why there haven’t been any accidents. Why can’t you just paint it red, see how it goes, its not a big deal, the man doesn’t need the area to park. Commissioner Petronella – But there’s nobody parking there. Cristina Sundstrom – But there was for 2 weeks. If he’s a nice neighbor he won’t do that but if not he might leave his car parked there for extended periods even when he has his driveway and garage. Commissioner Petronella – I don’t think we need to be painting red curb everywhere in the city because somebody … Cristina Sundstrom – I don’t want you to paint everywhere in the city. I’ve lived here 8 years and I never come to you for any request, and I’m trying to point out that this dangerous and I would appreciate you considering it. I will appeal this, what do I have, 15 days? What do I do, write a letter? Chairman Fortier – Its outlined in your agenda. Cristina Sundstrom – I’m very disappointed. Chairman Fortier – We haven’t made a decision yet, there’s still another person who wishes to speak. Sook Lai, 3100 Marywood Dr. – Opposed to the request. I have lived here 24 years and have only seen 2 accidents in that whole time and there’s nothing to it with this kind of intersection. Everyone is very used to the intersection and are cautious when making a right turn. If you paint it red I think it will ruin the beauty of Villareal Dr., it’s a beautiful street. Chairman Fortier – In your 24 years have you noticed a lot of people parking there? Sook Lai – No, not at all. If there had been a lot of people parking here I would have been the first to complain because I turn at this intersection every day, but I’m not. Vice Chairman Sciarra – I drove up there the other day and looked around and I thought I was in the wrong spot for a minute because I couldn’t see any problem. I can understand that if something were parked here that would happen, but obviously this is a one-time situation and if anything I’d rather see us not install red curb for now and see if it reoccurs. If it does it’s just a temporary thing anyway so I’m not in favor of putting in red curb. Commissioner Petronella – I’d like to ask the Sergeant shouldn’t there have been a cite issue? Sgt. Jeff Burton, OPD – In this case it wouldn’t have necessarily have been cited because of where it was parked, it would have been more about the size of the vehicles in combination. The lady spoke about the 72 hr. violation, when we get such a complaint we go out and mark the tires of the vehicle and then we return and if the vehicle is still there 72 hours later and hasn’t been moved then we can tow it. Its only a complaint driven type response because we have no way of identifying how long any vehicle has been parked anywhere, unless we first mark it. Commissioner Petronella – But we can do something. Sgt. Jeff Burton – Yes, if it’s an oversized vehicle, meaning longer than 22 ft. in combination then we can issue a citation. Chairman Fortier – If there’s a vehicle parked there it would be a problem, and if it were an ongoing problem I would agree with Mrs. Sundstrom, but in speaking with Mrs. Lai who have lived there 24 years, and I drove up there the last 2 days and nothing was parked there. Now if there were cars parked there I would agree but I don’t see a dangerous situation. ACTION: Denied the requested vision zone at Villareal Dr. and Marywood Dr. MOTION: F. Sciarra SECOND: F.
