Chairman Fortier closed the public hearing and returned the issue to the
Commission for further discussion and a motion.
Commissioner Beil – I agree with the request as is, sight distance is pretty
horrible and restricting right turns on red would enhance safety at that
intersection.
ACTION: Approved the installation of a “NO RIGHT TURN ON RED” sign
for westbound Walnut Avenue at Prospect Street.

2. Request prohibiting on-street parking on the east side of Glassell Street
from Collins Avenue to 320 feet north of Locust Avenue, to accommodate striping
modifications on Glassell Street.

Chairman Fortier – Looking at that area it would be a problem if the left-turn
lanes were not aligned.
Commissioner Beil – I think the proposal would have a lot of benefit enhaning
sight distance so all traffic coming out of Jacaranda and Locust onto Glassel.
ACTION: Approved the prohibition of on-street parking from the east side
of Glassell Street from Collins Avenue to 320 feet north of Locust
Avenue.

3. Request for the implementation of a Neighborhood Parking Permit Program
on the north side of Chapman Avenue and on both sides of Grant Place.

copy. Chairman Fortier opened the public hearing for the following discussion.
Mitzie Carroll, 124 N. Grant Pl. – In favor of the permit program. It is terrible
trying to park there, we have abandoned vehicles that are not even locked and
the kids play in there. The people living in the apartments on the other side of
Chapman park there they have no respect for our trash cans, they push them out
of their way and park. They park in front of our mailboxes, so we really need
some permits.
Anny Altamirano, 137-139 N. Grant Pl. – In favor of the permit program. People
still park in the marked “no parking” spaces, we have 3 fire hydrants where
people are still parking every day, and not only is the problem from the apartment
residents but the Crystal Cathedral is across the street and when they run their
holiday shows the residents have no parking.
Chairman Fortier closed the public hearing and returned the issue to the
Commission for further discussion and a motion.
Chairman Fortier – I’ve been out to this location and there are a lot of people
parked who I’m pretty sure don’t live there. I think they have a legitimate
complaint.
Vice Chairman Sciarra – It appears the traffic staff has reviewed this situation
pretty well and their recommendations seem to be worthy of our consideration.
ACTION: Approved the implementation of a Neighborhood Parking Permit
Program on the north side of Chapman Avenue and on both sides of
Grant Place.
Commissioner Beil – I think you have put up with this for a long time and I
commend you for bringing this forward as a community to try to solve some
problems in your neighborhood.

4. Results of the three-month trial speed hump installation on Fairway Drive
between Cambridge Street and Tustin Street.

copy. Chairman Fortier opened the public hearing for the following discussion.
Chairman Fortier – How many residents signed the 2nd petition to keep the speed
humps?
Dave Allenbach, Assoc. Transportation Analyst – There were 69 residents that
signed the petition in favor, 34 residents did not sign the petition either approving
or opposing the request, there were 3 residents who signed the petition opposing
the permanent installation of the speed humps.
Kyle Speer, 930 E. Fairway Dr. – In favor of keeping the speed humps. I’m very
pleased with the results. I’m concerned with the severity of the hump. It appears
that there is a 1 inch bump on either side of the hump. I’ve never seen speed
humps like these. Is there a way they can be smoothed out? We live in the 3rd
house from Cambridge so we see people who are slowing down to get over the
hump then they speed up again. I’m sure that because the humps have lowered
the traffic volume on the street that has made it a lot safer.
Chairman Fortier – Usually we get requests to make them higher. If they were to
be reduced you would probably see quite an increase in speed because people
learn how fast they can go over the humps.
Dave Allenbach – We lowered the profile during the moratorium of the speed
hump program. We originally put in a 3 ½ inch high hump, now they are 2 ½
inch. This allows emergency apparatus, namely the Fire Dept. vehicles to
negotiate easier for their personnel. The lip comes from the template our street
crew made from the rubberized speed humps that we had used and they actually
did have a small lip on the leading edges.
Scott Dutrhof, 1601 E. Fairway Dr. – In favor of keeping the speed humps. I live
at the other end of Fairway Dr. I’m very please with the results of these humps.
Chairman Fortier closed the public hearing and returned the issue to the
Commission for further discussion and a motion.
Chairman Fortier – It sounds to me that this is their neighborhood, they have
initiated this and they have a vast majority of the residents in favor of the humps,
it sounds like it has worked and I think we might like to keep this in as a
permanent fixture.

Commissioner Lall - We’ve got the percentages right, the majority still want it and
have taken aggressive effort to solve the problem. I am concerned that 34
people did not sign the petition, I would have liked their input, but they meet the
minimum requirements and all I have heard is favorable comments.
ACTION: Approved the permanent installation of speed humps on
Fairway Drive between Cambridge Street and Tustin Street.

V. ADMINISTRATIVE REPORTS

VI. ADJOURNMENT
After discussion of today’s Agenda items the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
The next meeting of the City Traffic Commission is scheduled:
