Felix Garza, 1232 E. Trenton Ave . – I’m mainly concerned with the trailer park at
the end of the street with 250 seniors on Trenton. It’s a retirement community
and I have talked to them but do turn right rather than turning left, they go down
to the Taft Library, and make a U turn to go south.
Chairman Fortier closed the public hearing and returned the issue to the
Commission for further discussion and a motion.
Chairman Fortier – When I went out there the sight distance is really good and I
didn’t see a whole lot of cars at that time. It didn’t look to me like there was a
problem.
Vice-Chairman Sciarra: I agree. I also have not seen anything impeding traffic
of any kind on that street and I have to agree with staff’s recommendation.
ACTION: Denied the request.
MOTION: N. Lall
SECOND: F. Sciarra
AYES: Unanimous
2. Request for the installation of an “All-Way” STOP control at the intersection of
Eckhoff Street and Spruce/Palm Avenue.
Rachel Coddington
217 N. Eckhoff St.
Orange CA 92868
The oral presentation is based on the written staff report; please refer to your
copy. Chairman Fortier opened the public hearing for the following discussion.
Lisa Foster, 323 N. Eckhoff St. – Opposed to STOP sign. I live right at the corner
of Eckhoff and Palm. The speeds are excessive in the morning peak, noon lunch
hour and evening peak hour because of the businesses. There is a lot of traffic
using Eckhoff to by-pass Orangewood and Chapman. I don’t see a lot of
pedestrian traffic crossing there. I don’t see a lot of accidents there. My
driveway is 40 ft. from the STOP sign and I have enough trouble getting out of
my driveway as it is, with 4-5 cars backed up at a STOP sign I wouldn’t get out
too well.

Milan Resban, 328 E. Eckhoff St. – I am in favor of a STOP sign. I live right
across from Mrs. Foster. Anytime in the evening when the SR-22 and SR-57
Fwy. gets jammed this is used as an alternate route. In the morning a nd evening
people race up and down the street at 50 -60 MPH. My master bedroom faces
that street and I hear these cars speeding all night. I’m in favor of anything you
can do to reduce the speed.
Dale Coddington, 217 N. Eckhoff St. – I’m in favor of the STOP sign. I’m only 2
houses from the sign on Sycamore, and I can’t tell you how often I’ve seen
people blow that STOP sign without any consideration. I’ve seen the Police at
this location monitoring speed on only two occasions and they were issuing
citations within a minute of arriving at the scene. I’m a little surprised the
average speed isn’t a little higher. I understand STOP signs aren’t generally
used to control speed I really don’t see anything else as an alternative.
Chairman Fortier closed the public hearing and returned the issue to the
Commission for further discussion and a motion.
Vice Chairman Sciarra – I’d like to reiterate one more time that STOP signs are
not used to control speed but to assign right -of-way. It seems the major issue
here is speed. Putting in a STOP sign seems like it could cause more problems
that it would solve, and STOP signs don’t solve speeding problems. I would
recommend that we encourage the Police Dept. to step up their enforcement
activities in that area, especially in the high traffic periods and send out the
message that this is not the place to be speeding. Based on the traffic survey
and the speeds generated I think that is very sorely needed.
Chairman Fortier – Can we get more enforcement in that area at the appropriate
times?
Sgt. Jeff Burton, OPD Traffic Bureau – Yes sir. We will put this on our
concentrated enforcement list and we’ll have a concentrated effort out there until
we see the speeds come back down.
ACTION: Denied the request.
MOTION: J. Beil
