B. Request for the installation of red curb markings on both sides of the driveway
serving the residence at 1237 E. Collins Avenue.

IV. CONSIDERATION ITEMS
A. Request for the installation of a “20 MINUTE” parking zone from 720-730 and
738-810 E. Katella Avenue.

copy. Chairman Beil opened the public hearing for the following discussion:
Chairman Beil – That whole business side has pretty ample parking in the
backside for most of the businesses?
Dave Allenbach, Transportation Analyst – Yes, they have a bank of parking stalls
along the side, a double loaded drive aisle and a bank of parking stalls in the
rear; the liquor store is at the other end of the complex. Most of the times when

we’ve gone out the parking lots are probably about 1/3 to ½ full, at least during
the workday. Some of the businesses, the 2 restaurants may have heavier
business in the evening hours. There is a place selling pool tables and gaming
equipment that may do business in the evening hours and weekend more than
they do during the week. There is a laundromat, which could be fairly busy.
Chairman Beil – If we approve this type of signing, when it is installed is it just
put in or is there advance warning or flyers on cars advising people of the
change in available parking?
Dave Allenbach, Transportation Analyst – No. We wouldn’t have a way of
notifying the motoring public in general, and that’s typical pretty much for any
of the signs we put up. The one exception may be if we’re going to do a large
area of no parking, we may have the Police, if they wish, to go ahead and issue
some warning citations if they wish. In this particular case we’re talking about
time limit parking, we will augment that with red curb so it will be pretty
obvious where you can and cannot park.
There being no comments from the audience, Chairman Beil closed the
public hearing and returned the item to the Commission for further
discussion and a motion.
ACTION: 1. Denied the installation of a “20 MINUTE” parking zone.
2. Approved the installation of a “1 HOUR” parking zone, and
45 ft. of red curb at both driveways serving the subject
address.
Chairman Beil – I think this is a good option and I think it will enhance some of
the businesses there. I know we’ve had items in the past come through for very
short term parking for specific businesses in that complex, so I think this is a very
good option that will help enhance the whole economic vitality of some of the
business in that center as long as there is ample parking fro employees and
others in the rear for longer term.

2. Results of the three-month trial of speed humps on Hoover Avenue between
Shaffer Street and Cambridge Street.

copy. Chairman Beil opened the public hearing for the following discussion:
Chairman Beil – On the after installation there is listed 10 households did not
sign the petition, or vacant. What does vacant mean?
Dave Allenbach, Transportation Analyst – Going by what the proponent wrote
on the petition and I’m assuming they made every effort to contact whoever was
at that residence. As we informed them regardless of whether or not the person
does sign or if they’re home every address on the petition was notified of the
meeting today, as they were notified of the initial meeting when we considered
installing these on a temporary basis. With that in mind the house may be
vacant but we don’t have the manpower to go out and verify if they are or not,
but a notice was mailed to that address so they had an opportunity to come and
speak today.
There being no comments from the audience, Chairman Beil closed the
public hearing and returned the item to the Commission for further
discussion and a motion.

After discussion of today’s Agenda the City Traffic Commission meeting was

Presentations, the Chairman adjourned this session of the City Traffic
Commission.
The next meeting of the City Traffic Commission is scheduled:
