CONSENT CALENDAR A. Request for the installation of 30 feet of red curb markings on both sides of the driveways on Cypress St. and Lemon St. serving the Marion Knott Film Studios at 283 N. Cypress St. R. W. Whiteman Turner Construction The oral presentation is based on the written staff report; please refer to your copy. Chairman Petronella opened the public hearing for the following discussion: Chad Hendricks, Supt’d. Turner Construction – We are entering the phase of receiving large material such as iron, concrete and pump trucks, things of that nature. With the current parking drivers are having a hard time making their turn radius. The safety of the community and their property is in question as well as overall accessibility. As you know large trucks go up and down that street to the packinghouse and we would cause congestion if we closed that street. Having the no parking would be a great benefit for the short time we’ve asked for. Vice Chairman Beil – The vision zone is caused by the fencing essentially created by the construction is that right? Chad Hendricks, Supt’d. Turner Construction – This is a chain link fence, we have some green windscreen to protect dust and materials from blowing out onto the street. We can remove that from the gates and I can move it back 10 ft. from the fence so visibility would be open, leaving the radius as the issue. Vice Chairman Beil – Do your construction plans contain permanent driveways at those locations? Chad Hendricks – Not at those locations, they are being moved probably 20 ft. up from the existing gate on Cypress. Vice Chairman Beil – The curb and gutters are not in the best shape out there. Chad Hendricks – No. It was just that one incident of a truck with a really long load not being able to make the turn, and it ended up being a 13-point turn to get into the jobsite. With the packing house trucks on that street we did have some large rigs on the whole length of the road on Cypress up to Palm. Commissioner Pyne – Is that your planned staging and haul route? Chad Hendricks – Yes, that is our only access into the project for delivery of material and import. Chairman Petronella closed the public hearing and returned the item to the Commission for further comments and a motion. ACTION: Approved the installation of 30 feet of red curb markings as is. MOTION: J. Beil SECOND: F. Petronella Vice Chairman Beil – I guess it’s the right thing to do to put the red curb in, particularly if the plans include removal and replacement of the curb and gutter. Ideally a way should have been figured to condition that into construction permits that were issued since this is really a condition caused and driven by the construction of the film studio. I also support the idea that the red curb will be removed during the replacement of the curb and gutter along this area and by the relocation of the driveways. Request for the installation of “1-Hour” time limit parking along the community garden frontage at the northwest corner of Earlham St. and Court Ave. for the hours of 7:00-9:00 AM first Sunday of the month, and 4:00-7:00 PM weekdays and 7:00-9:00 AM Saturday’s. Dave Allenbach, Transportation Analyst – Yes, we notified the proponent and two of her associates, as well as residents that live directly across or adjacent to the subject lot. Basically the east side of Earlham from the south property line prolongation of the south property line for the north property line of the subject lot. The resident that lives directly north of the community garden and the houses along Court Ave. were all notified. Commissioner Pyne – When you were out in the area did you notice the usage of the parking at that time? Dave Allenbach, Transportation Analyst – We were out there prior to one of times when the gardeners would have been there per the letter of request, about 3 PM. In the photograph in your report you can see the level of on-street parking at 3:00 pm so I would say there is a relatively high demand for on-street parking in the area, however, it is unclear to me if the demand is actually being generated from the residents adjacent to the community garden. There is a rather large apartment complex on Marmon Ave. just easterly of this area and we have had a number of requests for red curb in the area at large over the years, and primarily at intersections, because residents of these apartments are parking too close to the intersections. This may be from there; it may also be from residents living adjacent to the community garden. Charlotte Montoya, 4225 E. Court Ave – When coming from Chapman to Earlham and turning into Court Ave., right there at the driveway for the gardeners and then there is a little turn, and its only about 13 ft. and sometimes park big cars there like vans, and we can’t see if we’re trying to turn out because they block our view. A lot of people park their cars by the curb returns and in front of handicap ramps and pedestrians can’t cross the street unless you go all the way around the cars and the all the way to the street. Chairman Petronella – Are these residents parking there, or are they gardeners? Charlotte Montoya, 4225 E. Court Ave. – It’s the residents. But I’m also concerned about taking away too many parking spots. ACTION: Implement “1-Hour” parking for the 84 ft. along Court Ave. adjacent to the community garden, with the condition that when the property use changes this “1-Hour” parking restriction sunsets at that time. MOTION: N. Lall Motion dies due to the lack of a second. ACTION: Approve the installation of a blanket “1-Hour” time limit parking zone along the entire frontage of the community garden between the hours of 8:00 a.m. and 6:00 p.m., Monday thru Saturday. With the added condition that if the cooperative ceases to exist the “1- Hour” parking restriction be removed. MOTION: J. Beil SECOND: F. Petronella Commissioner Lall – My concern over both ideas centers around the availability of parking for the area residents. I understand the need for Monday thru Friday, but not allowing parking on Saturday for a resident I think would be difficult. If you would be open to amending that to Monday thru Friday 8:00 am to 6:00 pm. Vice Chairman Beil – I have the same concerns and as noted in the staff report the area is heavily parked and there may not be from the people from the direct residences close by there, they may be coming from a higher density homes and apartment that are close by. I think it’s a good amendment and I accept that amendment to the original motion. AMENDED ACTION: Approved the installation of a blanket “1-Hour” time limit parking zone along the entire frontage of the community garden between the hours of 8:00 AM and 6:00 PM, Monday thru Friday. With the condition that when the property use changes or the garden cooperative is dissolved, then the parking restrictions be removed. MOTION: J. Beil SECOND: F. Request to modify the minimum thresholds in the Residential Neighborhood Traffic Management Program (RNTMP) for the installation of speed humps. Traffic Engineering Division CITY OF ORANGE The oral presentation is based on the written staff report; please refer to your copy. Chairman Petronella opened the public hearing for the following discussion. Commissioner Beil - I’d like to commend the staff for taking this matter on and coming up with a consistent plan for dealing with speed humps. Vice Chairman Beil – In the background section of the report you mention that 6 of 19 speed humps requested met all the existing threshold requirements, or were approved for installation by the Traffic Commission. I just want to be sure of the statistics. 6 of the 19 met the threshold, does that mean 13 did not meet the threshold or 10 did not meet the threshold, or didn’t pass the muster with area residents? Dave Allenbach, Transportation Analyst – No. 13 requests you never saw, they did not meet the 33 mile criteria so what they got was a letter from us thanking them for the request and explaining that they didn’t meet the criteria. Keep in mind that the reason we implemented this by resolution is that it gives us a standard and consistency in the way these are deployed and where they will be deployed. If you send in a request and we conduct the study, and as it stands right now, if the 85th percentile on your street is 32.9 MPH you will get a letter from us denying the request. However, if its 33.1 MPH you get a petition from us and a map showing where the proposed speed humps would go. ACTION: Approved a minimum 85th percentile speed of 35 MPH with a minimum average daily traffic volume of 700 vehicles. MOTION: J. Pyne SECOND: J. Vice Chairman Beil – At the invitation of Sgt. Walker at the previous meeting I did attend the DUI and CDL Checkpoint April 1st. That was quite interesting, and it was a good experience to see how that operates. This was at Chapman and Manchester. The tow company did a very good job. VI. ADJOURNMENT After discussion of today’s Agenda the City Traffic Commission meeting was concluded, and as there were no further requests for action under Oral Presentations, the Chairman adjourned this session of the City Traffic Commission.
