III. CONSENT CALENDAR
A. Request for the installation of a driveway vision zone on both sides of the
driveway serving the residents at 1907 through 1935 W. Palmyra Ave.

Acting Chairman Beil opened the public hearing for the following discussion:
Rex Andrews, 1921 W. Palmyra Ave. – We’ve had some real accidents with skid
marks up to 15-20 ft. trying to get out of our driveway. The OPD has done a
great job but they can’t be there all the time. The speed limit is 25 MPH and we
have people driving 55-60 MPH through that area. There is a “NO PARKING” sign
on the other side of our driveway that has been there for years and yet people
keep parking between those two signs, and for some reason the parking control
officers cannot enforce that. I don’t know the reason why not because they are
clearly posted as “NO PARKING”. The actual sidewalk stops and then starts again
and there is blacktop in the area but people keep parking there. I thank everyone
I spoke with in the Traffic Dept because they’ve been very courteous and nice.
Acting Chairman Beil closed the public hearing and returned the item to the Commission
for further comments and a motion.
Acting Chairman Beil – This doesn’t seem like an unreasonable request. I
noticed from the picture there is a series of mailboxes that will be just outside the
red zone. You might want to move the mailboxes down to the red zone so you
don’t have trouble getting your mail
ACTION: Approve the installation of 20 feet of red curb on the east side of
the subject driveway serving 1907, 1915, 1921 & 1929 W. Palmyra

IV. CONSIDERATION ITEMS
1. Request for the installation of protected left-turn phasing at the intersection of
Chapman Avenue and Cambridge Street.

2. Request for the installation of speed humps on Adams Avenue between Shaffer
Street and Cambridge Street for a 3-month trial period.

Commissioner Lall: This intersection meets all the warrants, there’s nobody here
to oppose it and nobody signed any petition against it.
Acting Chairman Beil: I am familiar with Adams Ave., we had the same issues at
out last Commission meeting about Hoover St., just a few streets over. Adams is
a fairly long street very similar to Hoover Ave. and while volumes may not be
extremely high the length of the street basically allows people trying to move
through the neighborhood to generate speed rapidly, so I’m in agreement with
the trial installation so we can see how it keeps speeds down, it fits the criteria.

Commissioner Lall – It meets the criteria, I don’t see how we couldn’t try it for
the test period. My only request is that we don’t fall into a thought process that
this is going to be a catch all, solving secondary street speeding problems. In this
case I would certainly agree to the test period.

trail phase on Adams Ave. between Shaffer St. and Cambridge St.

V. ADMINISTRATIVE REPORTS

VI. ADJOURNMENT
After discussion of today’s Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
The next meeting of the City Traffic Commission is scheduled:
5:30 P.M.
