Request to remove parking from the north side of LaVeta Ave. from 120 ft. west of the railroad tracks to 30 ft. east of the railroad tracks. Southern California Railroad Authority 700 S. Chairman Beil opened the public hearing for the following discussion of this request. Chairman Beil – The project is for the grade crossings that are going in, particularly the pre-cast concrete panel crossing. On the north side they’re going in pretty much at full width, so it made me wonder what is the ultimate plan for this section of LaVeta in the Master Plan of Arterial Highways, since there is such a difference in width as you cross that tract? Tom Mahood, City Traffic Engineer – The City ultimately has plans to widen LaVeta but nothing in the next 5-8 years. The portion of LaVeta on the east side of the tracks is out to it’s ultimate, and we assume the street on the west would be widened out at least as far as Batavia St. There are no plans in the CIP to do that right now, we’re concentrating on some of the larger arterials. Chairman Beil – We did approve left-turn signalization for westbound LaVeta Ave. to southbound Parker St. at a previous meeting. Fern Tyrell, 513 W. LaVeta Ave. – I don’t disagree with removing the parking I think that is a great idea, the only problem is that LaVeta is an arterial and my driveway is maybe 13 ft. wide, and we can only back in and out. Right now the parking lane provides a little “buffer”, the building next to me is on the right-of- way line, and we can’t see oncoming traffic when backing out of the driveway until we’re a little bit out into the street. I don’t know how it will be achieved but we would need a little bit of a buffer zone for sight distance concerns. Tom Mahood, City Traffic Engineer – The area along Montgomery Way is real problematic for the City because Montgomery Way is only 11 ft. wide and it is also part of the Metrolink project. The area where vehicles have been parking is going to be recovered by Metrolink, they’ve actually been parking on railroad right-of- way under an agreement with the City. Effective November 23rd, 2006 that agreement will be terminated by Metrolink so there will be no parking on Montgomery Way, we’ll go back to the existing 11 ft. right-of-way. The City is not thrilled with that, we really want Montgomery Way to go away; we’ve been talking with our Redevelopment Agency to look into acquiring all that property. The parcels all take access from Montgomery Way, that is their only legal access, so we can’t get rid of Montgomery Way until we acquire those parcels. Fern Tyrell, 513 W. LaVeta Ave. – So they’re looking to eliminate Montgomery Way entirely? Tom Mahood, City Traffic Engineer – We don’t really want the access of Montgomery Way out onto LaVeta, that’s the problem, but we can’t close that off at this point. If we acquire the parcels that take access off Montgomery Way then they could be consolidated and Montgomery Way could be abandoned and they could take access either off LaVeta in some better manner, or back to Culver Ave. Fern Tyrell, 513 W. LaVeta Ave. – So they’re looking at acquiring the two industrial buildings? Dave Allenbach, Transportation Analyst – There’s about 4-5 buildings along Montgomery Way. Tom Mahood, City Traffic Engineer – It’s still in the talk stages but it’s something we would really like to do because everybody is really stuck with Montgomery Way, and it’s a real problem. Fern Tyrell, 513 W. LaVeta Ave. – Realistically since I know the median is going in is there anything that can be done in the interim, or am I just going to be backing out with cars coming at me at 50 MPH? Tom Mahood, City Traffic Engineer – There’s probably not much we can do because the location of the median is already fixed because of the size of the gate arms and such. I’m not sure if we can install some advance striping on the east side of LaVeta Ave. to try to channel vehicles more towards the center and keep them away a little bit. You’re still going to have that same situation where you’re backing out of the driveway next to that building, other than putting up a mirror I’m not sure how you can improve that visibility. Chairman Beil – The ultimate fix will really be if the LaVeta Ave. widening through that section is ever programmed in the Capital Improvements Program and the plan prepared for implementation. It’s my understanding, per Federal Rail Authority rules with a crossing they need to put those in and it is probably a real big first step in implementing some effective quiet zones on some of the rail crossings in the City so we don’t have to have the whistles, horns and sirens wailing all hours of the night. Fern Tyrell, 513 W. Vice Chairman Lall – The only comment I have is that I can fully understand the problem of backing out, unfortunately it seems to me there are very few solutions, but that convex mirror would probably be the only solution for the short-term. I don’t think that’s something the City would provide but I’ve been in several parking garages and it’s been helpful for me. Other than that I think our hands are pretty much tied with what the PUC requires. Chairman Beil closed the public hearing and returned the item to the Commission for further discussion and a motion. ACTION: Approved the removal of on-street parking from the north side of LaVeta Ave. from 30 feet east of the railroad tracks to Pixley St. MOTION: F. Petronella SECOND: J.
