Nancy Vega, 2605 E. Blueridge Ave. – I disagree with the numbers reported by
the staff. The peak hours are between 7-9 am and 5-6:30 pm. There are about 12
residents on Warbler St. if you average 2 cars per household you have 24 vehicles
or more coming out of there and some of them are senior citizens and I worry
about how much control they have. This area was developed in 1960 the
residents are young with young children and a lot of senior citizens. I worry
about them crossing and the speed limit, the motorists driving on Warbler St.
don’t even yield when they are turning onto Blueridge. There’s no YIELD or STOP
signs, there is excessive speed. We’re afraid because we can’t let our kids play in
the front because we’re afraid they will get hit. I ask you to reconsider, the kids
have to cross Warbler St. to get to Serrano or Cerro Villa schools.
Chairman Beil closed the public hearing and returned the item to the
Commission for further discussion and a motion:
Commissioner Lall – City staff has done a diligent job they were out there at the
peak hours, 7:30-8:30 a.m. and 4:30-5:30 p.m. and there were a limited number
of vehicles, I don’t think this warrants a STOP sign, and oftentimes as I see in my
neighborhood, STOP signs can give you a false sense of security. I see residents
in a residential neighborhood going through the STOP signs because they
generally know there’s not a lot of patrol or enforcement, it’s not one of the top
priorities, so I’d be concerned that they might have a false sense of security by
placing a STOP sign when I see it not being very effective. I think staff was out
there at the right times, they have a good and accurate assessment of the
situation, and STOP signs can give you a false sense of security so be aware of
that.
Commissioner Pyne – I agree with staff’s recommendation and I think we should
have the Police Dept. take a look at this location for a few days and see if there is
a speeding problem, they could deal with at a different level than a STOP sign
would make, and evaluate it and see if there’s an actual speeding problem, it
might help.
Chairman Beil – You have to realize that STOP signs are for assigning right-of-
way control, it’s not for speed control at all. It’s a very typical intersection in
Orange and a lot of the streets around me have a lot higher volumes than what is
reported at this location.
ACTION: Denied the request for a STOP sign.

2. Request for the installation of “Church Only” parking spaces on Sycamore
Ave. and Olive St., or inclusion in the Neighborhood Parking Permit
Program.

refer to your copy. Chairman Beil opened the public hearing for the
following discussion of this request.
Jeff Stiffler – 501 2nd Street South – Mesquite, Nevada – I spoke with your staff
earlier today and he gave me all the information. The Church wishes to be a good
neighbor to local residents as well as to Chapman University, but at the same
time that church has been there 75 years, at one time there was no parking
problem, today it is an monumental problem. The church has 80 members, on
Sunday that is not a problem because Chapman University has allowed them to
park in their structure so they’re in great shape on Sunday. This is an active
church and that’s our problem. They have activities starting at 6:30 a.m. Monday
thru Saturday with people coming into the church for Bible Study throughout the
week. There are actually no parking spaces available because the students and/or
others are using the spaces. The church is seeking; not an exclusive 7 parking
spaces but just the regular parking, or 7 parking permits that the homeowner’s
have. The house across the street with a lot of 50 x 90 has 7 parking permits, but
somehow the Council has created some regulations that prohibit the church from
receiving those same 7 parking permits. I would recommend that we be placed
directly on the Council Agenda directly so we can appeal this directly without
writing letters, or do we have to write letters? Remember, we’re not hostile; we’re
just trying to have a system that allows us to survive. This is a small group, they
will never be a large group because of the parking conditions. One of these days
perhaps they will relocate somewhere else, but for the present time they have a
dire parking situation Monday through Friday.
Tom Mahood, City Traffic Engineer – You have to submit a formal appeal to the
City Council, we can provide you with the forms, it has to be done within 15 days
of today’s action. The Mayor and the City Clerk will determine when it will be
heard because they have public hearings only at certain homes. Is there a
caretaker or anyone who is a resident in the church that might qualify under our
resident permit parking program?
Jeff Stiffler – 501 2nd Street South – Mesquite, Nevada – It’s a possibility, we
have 2 students who attend Chapman University that would love to live there but
it creates an insurance liability situation that really is not fair to the church so
that is a prospect, we prefer to try another route.

Tom Mahood, City Traffic Engineer – Were there a resident there they would be
eligible under the residential program for up to 7 permits, so consider that.
Chairman Beil – Those would not be specific to a spot it would be in the permit
area.
Chairman Beil closed the public hearing and returned the item to the
Commission for further discussion and a motion.
Chairman Beil - Chapman University is buying a lot of properties in that specific
area, and there are some businesses in the area not owned by Chapman
University on Glassell St. Have there been any specific grants of any types of
parking limitations or restrictions for any of the private businesses in that area?
Tom Mahood, City Traffic Engineer – No, to this point it’s been exclusively
residential because it’s a residential area.
Chairman Beil – Do we have any time limit parking restrictions on Glassell St.?
Dave Allenbach, Transportation Analyst – Yes. The College Barber Shop on
Glassell has 30-minute parking on Glassell adjacent to the shop and Ray’s Barber
Shop also has 30-minute parking adjacent to their shop, the Hoove Liquior Store
at the southeast corner of Walnut Ave. and Glassell St. also has 30-minute
parking zone on Glassell St. but I think the issue here is while we have time limit
parking and certainly the church could request that, it is still on a public street
and they would still be dealing with University students conflicting with their
congregation coming to church.
Commissioner Dick – There is no other church or business in the area that is
allowed specific parking on a public street that is exclusive for themselves, is that
correct?
Dave Allenbach, Transportation Analyst – As far as we know, because it is a
public street, anything of that nature would not be enforceable so if they have
their own signs I suppose they put them on the sidewalk, but it is not allowed
under the Vehicle Code and therefore anybody parking there could not be cited.
Chairman Beil – If somebody were to request time parking in the area what is the
criteria? Some of the businesses have 30-minute, I guess you can get a shave and
a haircut in 30-minutes, but as you get closer to the Plaza area I know we have
enforced I think it’s 3-hour parking, I guess that designation was done on a larger
area?

Dave Allenbach, Transportation Analyst – As I understand it the change in the
time limit around the Plaza area was a request from area businesses through the
Chamber of Commerce and the idea was to allow people more time in the Plaza
area shopping. Typically when one makes a request for time limit parking,
whether it is a business or an institutional use, we typically do not like to put time
limit parking in a residential area, so in front of someone’s home we would not
put time limit parking. A request would be submitted for time limit parking for
whatever time they felt was necessary for their business, whether it be 30-minute,
in the case of Ray’s Barber Shop that happens to be a 2-seat barber shop so you
can probably get a shave and haircut in 30-minutes and that’s adequate time for
them. Another business may require an hour for their clients to come in and do
their business and then leave without having to worry about being issued a
citation. If the church were interested in time limit parking we could set a time
limit that would benefit them, I would suspect something around an hour to 2
hours would probably work, but then again we are dealing with a high level of
occupancy. The area on Lemon St. between the southerly driveway to the parking
structure where we have 30 ft. of red curb was completely occupied today, as was
the area on the south side of Sycamore Ave. between Lemon and Olive St., so I
suspect time limit parking won’t necessarily aid the church that much.
Chairman Beil – Thank you, I wanted to know the process and how time limit
parking works in the whole area. I think, based on the staff recommendation, I
don’t believe this Commission has the authority to approve exceptions to the
City’s current ordinance on the Neighborhood Permit Parking Program, and
we’re limited by the Vehicle Code on other specifically designated parking.

VI. ADJOURNMENT
After discussion of today’s Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic Commission.
The next meeting of the City Traffic Commission is scheduled:
