Approval of Minutes Š March 8, 2006 ACTION: Approved with the following correction; Commissioner Pyne did not attend the March 8, 2006 meeting. MOTION: F. Petronella SECOND: N. Lall AYES: J. Beil, N. Lall, F. Petronella ABSTAIN: J. Pyne, L. Dick II. ORAL PRESENTATIONS Patty Winter, 471 S. Mountain Glen Rd., Anaheim – Spoke about the heavy traffic conditions on Cannon St. and Santiago Canyon Rd. People are driving southbound on Cannon St. in the right-turn only lane and as they get 3-4 car lengths away from Santiago Canyon Rd. they cut into the traffic waiting to make the left-turn. Additionally, in the afternoon traffic on westbound Santiago Canyon Rd. queues so badly to turn right onto Cannon St. that motorists are making right turns from the #2 lane to avoid the wait, the delineators discouraged that when they were there. Ms. Winter also mentioned that the turn restrictions imposed by the City of Villa Park have further impacted an already intolerable situation. Request for the installation of a driveway vision zone at the driveway serving 439 and 451 S. Pine St. Laura DeLaRosa 439 S. Pine St. Orange CA 92866 ACTION: Approved the request to install 51 ft. of red curb on the east side of the driveway, and 20 ft. of red curb on the west side. B. Request for the installation of a driveway vision zone at 1600 N. Glassell St. Klaya Miranda 1600 N. Glassell St. Orange CA 92867 ACTION: Approved the installation of red curb on both sides of the driveway serving 1600 N. Glassell St. C. Request for the installation of a driveway vision zone at 845 N. Commerce St. Harry Leonard 845 N. Commerce St. Orange CA 92867 ACTION: Approved the installation of 20 feet of red curb on both sides of each of the driveways serving 845 N. Commerce St. ACTION: There being no discussion from the audience on any of the Consent Calendar items the Chairman called for the vote. MOTION: J. Pyne SECOND: F. Request for AM peak hour turn restrictions at the intersection of Cannon St. and Loma Ave. This item was withdrawn from today’s Commission Agenda at the request of the applicant, Ken Domer, City Manager for the City of Villa Park, accordingly there will be no action taken. As there were people in the audience who had wished to speak on this item Chairman Beil allowed the following public hearing: Patti Winter, 471 S. Mountain Glen Rd., Anaheim – Opposed to the turn restrictions. Ms. Winter also mentioned that the turn restrictions imposed by the City of Villa Park have further impacted an already intolerable situation. Dan Swoish, 6121 E. Mabury Ave., Orange – Opposed to turn restrictions. Did Villa Park request the removal of the issue in order to redo it and then put it back on? If it’s off permanently then there’s no problem. Wayne Winthers, Asst. City Attorney – As far as we understand Villa Park still intends to follow through with their restriction. They have just withdrawn their request to have the City of Orange consider or not if we’re going to join in it. Tom Mahood, City Traffic Engineer – You saw the red and white signs that they are planning on posting a left-turn restriction also from northbound Cannon St. to westbound Loma St. They’re still planning on going through with that but they are now going to redo it so all signs are within the jurisdiction of the City of Villa Park. The City of Orange, since they withdrew from the Traffic Commission action, will not be approving the placement of any signs within Orange’s jurisdiction. We have no control over what the City of Villa Park puts within their city limits, and that intersection is shared, the city limits jog back and forth. Dan Swoish, 6121 E. Mabury Ave. – Opposed to turn restrictions. If you can’t control where the signs go. If its on Cannon St. and you can’t make a left turn and you’re already there can they ticket you? I understand the reason behind their action; the traffic through Mabury Ranch by people going places further east and northward has become unbelievable. The City of Villa Park on Loma St. is saying if we call this off we can virtually eliminate most of the problem we have on Loma St. and at the same time they are making an extremely bad situation for everybody east of Cannon St., it will be much worse. If this goes through can we make a “No Left-Turn” on Orange Park Blvd. and “No Left-Turn” on Yellowstone because now what’s happening is Mabury Ranch has become the speedway for short cuts for people that don’t want to sit in that traffic. I know you can’t do anything about Villa Park’s actions but maybe we can economically boycott Villa Park businesses. If you’re stuck in this traffic it’s because Villa Park didn’t want you on their streets, please do not patronize any businesses in Villa Park. Maybe that will get the attention of that City. Karen Dewport, 5828 E. Bryce Ave. - My understanding of the Vehicle Code is that one city is not permitted to severely impact traffic in another city. The actions by Villa Park to block left-turns onto Loma St. could impact us. Ann Khyltash, 7188 E. Villanueva Dr. – I have 2 boys that attend Villa Park High School so I use that route daily to take my sons to school. It really impedes my ability to get my kids to school in a timely manner. To me it’s outrageous they can’t let their neighbors turn left and drive on that street, when I know that on that street during that time period there are 4 cars parked on the streets. We could turn this around and say we don’t want any of them to drive on Serrano past my house causing congestion and traffic noise, but we know what kind of cars they drive so they get to do it. Orange hasn’t done anything to mitigate this problem either, we have people turning in all different directions from all different lanes creating major traffic problems there and it’s only going to increase. We are using this route to take our kids to a neighborhood school, it’s not a primary route to any businesses. Chairman Beil closed the public hearing. ACTION: None. Request for the installation of a protected left-turn signal at the intersection of LaVeta Ave. and Parker St. Traffic Engineering Division CITY OF ORANGE The oral presentation is based on the written staff report; please refer to your copy. There being no speakers from the audience the Chairman closed the public hearing and returned the item to the Commission for further discussion and a motion. Commissioner Beil – I drive that quite often in the AM peak going westbound LaVeta and make that left turn onto Parker St. and I can tell you from experience I sit through that light sometimes 3 cycles. It’s not a huge queue but the issue is the eastbound LaVeta traffic you can’t tell if you’re coming straight through the signal or making a right turn. I’ve seen quite a few near misses on conflicting turn movements between the left turn and the right turn at that intersection. I think it’s appropriate, its right at the border line of meeting warrants and I think the volumes will increase with the increased development at St. Joseph’s Hospital complex and I think this is the right time to get this approved and in the planning phases. Request for the removal of red curb on Jefferson Ave. in front of the residence at 509 E. Jefferson Ave. Curt Bingham 506 E. As there were no speakers to this request Chairman Beil called the question: MOTION: Approved the removal of 25 feet of red curb from 509 E. Jefferson Ave. MOTION: L. Dick SECOND: F. Request for the implementation of a neighborhood permit parking program on both sides of Jefferson Ave. between Shaffer St. and Harwood St. The oral presentation is based on the written staff report; please refer to your copy. Chairman Beil opened the public hearing for the following discussion: Alain Hasson, 634 E. Jefferson Ave. – In favor of the permits. We have some concerns that Chapman University students will get a hold of them and give them out to their friends. Lila Hasson, 634 E. Jefferson Ave. – I’m concerned with permits being shared and I’d like to know how many permits will be issued per household. Is the restriction 24 hours? And what is the cost? How long are they valid? Sgt. Sean O’Toole, OPD Traffic Bureau – Each single-family dwelling is issued up to 7 parking permits, they have the choice between a decal style that fits inside on the windshield, or a hang tag visitor permit to be used by visiting guests. Chapman University students living in the area are issued a specific hanging tag permit that has a 1-year expiration. The resident and visitor permits have a 3-year expiration cycle and then they will be renewed for an additional 3 years with new permits being issued at that time. I believe the cost is $5 for all permits issued to a household. I’m not sure what the cost is for the student permits. Chairman Beil – Could you tell us a little bit about how the program is enforced? Sgt. Sean O’Toole, OPD Traffic Bureau – It is a 24-hour permit system and enforcement is both random and call for service. We have 3 parking control officers working for the Police Dept. who randomly patrol throughout the entire City, permit parking issues as well as abandoned vehicles and we also respond to calls for service for vehicles in violation. Dave Allenbach, Assoc. Transportation Analyst – Permits do not supersede the street sweeping ordinance so whether you are in a permit area or not you will still be required to get your car off the street on street sweeping day. Request for the installation of an “All-Way” STOP control at the intersection of Palmyra Ave. and Parker St. Larry Gagler 292 S. Pixley St. Orange CA 92867 The oral presentation is based on the written staff report, please refer to your copy. Chairman Beil opened the public hearing for the following discussion of this request: Larry Gadler, 292 S. Pixley St. – In favor of the request. About 3-4 years ago we requested a “CROSS TRAFFIC DOES NOT STOP” signs for northbound Parker St. and those have certainly helped. There is a bit of a sight problem when you’re on Parker St. and you’re trying to turn onto Palmyra Ave. Also, when you turn off Glassell St. onto Palmyra Ave. the last STOP sign is at Palmyra Ave. and Lemon St. so there is a good distance for people to get up to a good speed through this area.
