Chairman Beil opened the public hearing for the following discussion: Bob Cheatum, 3214 E. Jacaranda Ave. – Support the request. The sight on the north side toward Mallard St. is elevated and it’s sort of a downhill slant toward Morgan St. so no matter whether you’re coming or going at peak periods the traffic is traveling at a pretty good clip and you need everything you’ve got to make sure you get around those corners so you don’t get hit, or hit anyone. Those cars parked along there obstruct your vision especially when you’re leaving Mallard St. or Morgan St. I thought the bus stop was at the next corner. Dave Allenbach, Transportation Analyst – The bus stop is located in proximity to Morgan St. and it has red curb already. Commissioner King – I’m a little confused I don’t know where Morgan and Mallard are. Chairman Beil – If you remember the item we had month, its just east of Wanda off of Collins, east of the SR-55 Fwy. just before t makes the curve. Vice Chairman Lall – You mentioned this is the only section of Collins Ave. that still allows parking? Dave Allenbach, Transportation Analyst – There is parking to the west of the study area that happens to be within the City of Villa Park jurisdiction, as you may remember from the permit parking request, the area surrounding Mallard here to the east and Morgan St. is actually within the City of Villa Park. To the west of Morgan there are two houses that actually front onto Collins, they are addressed to the City of Villa Park, they are allowed to park there, however, basically from Morgan to the east, this area between the two streets allows on- street parking. This area between the two streets allows on-street parking, but easterly of Mallard on the north side of the street from here all the way around basically to Chapman Ave. where Collins Ave. curves around and becomes Prospect St. both sides of the street are posted for “NO PARKING ANY TIME”, or “NO STOPPING ANY TIME”. This area would be consistent with that existing posting. Vice Chairman Lall – Have we consulted with Villa Park to see how they feel about this action we’re considering tonight? Dave Allenbach, Transportation Analyst – No we felt we would handle this one on your own and did not consult with Villa Park. Commissioner Dick – How many parking spaces will we loose if we do this: Dave Allenbach, Transportation Analyst – By rough estimate I would say about 6- 7 spaces. Also, keep in mind that in this area this is the backside of this residential community so typically it would most likely not be the residents from Jacaranda that would be parking here. The problems we have experienced in the past are residents from the south side of Collins in the apartment area are using this for overflow parking we’ve also experienced some problems in the past with people parking their cars on the north side of Collins Ave. and putting “FOR SALE” signs on them. From our perspective this creates a bit of a danger because motorists tend to stop in the #2 lane and write down phone and address information to contact the person that owns the car, which is very dangerous on a street like this. November ‘07 [N:/Traffic/CTC/2007 Minutes] Printed on Recycled Paper Minutes of a Regular Meeting – City Traffic Commission – November 14, 2007 Pg. 4 the residents adding to sight distance and it would remove any of this issue with vehicles for sale, and it forces the people from the apartments to actually park on their side of the street, which would be safer for them as opposed to having them run across the street. Commissioner Dick – I would have to assume and maybe I’m wrong that if I could park closer to my house on the side of the street as my apartment I would probably do that. We’ve taken a number of spaces out of the community and we just recently did a neighborhood parking permit program for this area, and now we’re going to take another group of parking spaces out of the community? I understand it may those that are living in the apartments that are parking there and I understand that we may put automobiles for sale on a public thoroughfare, but as I drive by the Orange Unified School District headquarters on Katella Ave. almost daily I see a whole host of automobiles for sale and I just don’t know that is illegal. I’m concerned about the way every month we reduce the number of parking places in the community and the community continues to grow. I understand we’re only talking about 6-7 spaces but Rome wasn’t built in a day, and I guess our diminishing number of parking spaces goes the same way. What are we going to do with those folks who have been parking there? Where do they go now? Chairman Beil – Where do they go? Taking these parking places away, we already know the area on the south side of Collins Ave. is a very impacted parking area, that is the issue that drove the parking permit issue on the north side of Collins Ave. Dave, can you brief us on what the final action on that parking permit program through the City Council was? That is relative because if that overflow parking was going up into Mallard and Morgan and Juniper and Jackson, essentially that is going to be pushed out onto the street and impact additional areas if we remove more spaces on Collins Ave. I agree with Commissioner Dick’s comments. Bob Cheatum, 3214 E. Jacaranda Ave. – We’ve now opened the north part of that community for parking so the cars that are parked on Collins can move north into the open area. Dave Allenbach, Transportation Analyst – We are forcing people from the south side of Collins that may be using this area for surplus parking into another area. We are, in a sense, dealing with 2 problems, one of them being a social issue. These apartments on the south side of Collins Ave. have off-street parking, I believe they have garages, but these garages may be used for more than parking, it could be that they are being used for storage. People living this these apartments may have more vehicles than would usually be allotted to an apartment complex. There is nothing that we, in Traffic Engineering can do to mitigate that. Is it illegal to put a vehicle for sale on the street, as far as I know it is not. When we have pedestrians running across a street in a mid-block location, especially on a high-speed street like Collins Ave., that again is a safety concern for us. We are going to displace some people, ideally we would like to see them cleaning their garages and parking their vehicles off the street and that would help mitigate that sort of problem. With regard to these particular spaces the City Council approved the request for permit parking on the north side of Collins Ave., however, they only approved permit parking from Collins to Locust Ave. So the northerly half of this neighborhood is going to be open for parking. It is entirely likely that the people who have been displaced will move to the northerly half of that neighborhood to park. The residents of that half of the neighborhood were warned that if they were not part of the neighborhood parking permit program at a later date if they wished to be included they would have to pay an application fee. This was noted at least 5 or 6 times prior to last night; it was also noted at least 3 times at the City Council meeting last night, so those residents have been duly warned and in our opinion after that people go where they go. In this particular case, speaking strictly from a safety standpoint, we feel that if the street is clear of vehicles then vehicles exiting the residential street will have adequate sight distance to make the proper decision whether they should enter traffic or wait. It will reduce the number of pedestrian crossings in the area, which would also reduce the potential for auto/pedestrian accidents, which are always serious. Chairman Beil – The posted speed limit on that segment of Collins Ave. is 35 MPH, when was the last speed survey done there? Do we have a really gut feeling what the true 85th percentile is? I know from my experience of coming out of Mallard or Morgan people are coming westbound at about 40-45 MPH. Dave Allenbach, Transportation Analyst – I can’t give you an exact date as to when we did the last survey, I think it was about 2 years ago. I can tell you that at the time I did it the 85th percentile was about 40 MPH or slightly less, and it has remained at that point for the last 2 cycles that we have surveyed the street when it has come due, in its 5-year increment. That’s not to say that 40 MPH is the fastest speed, that’s the 85th percentile. Keep in mind that 15% of the traffic is traveling faster than that. Commissioner King – Does the City of Orange have an ordinance prohibiting “FOR SALE” signs on cars parked on city streets? Dave Allenbach, Transportation Analyst – I don’t believe that is enforceable. I would have to defer to our counsel; I don’t know how legal that can be. If we have that ordinance we ought to enforce it, or get rid of it. Request for the installation of 30 feet of yellow curb markings in front of Fletcher Elementary School, with a “Released Time Trailer EXEMPT” sign. There being no speakers in the audience concerning this request, the following discussion ensued between the Commissioners. Commissioner King – They put that trailer in front of LaVeta School, I don’t know how often but I see it there and there are no markings on the curb, it stays there for a couple of days sometimes. Dave Allenbach, Transportation Analyst – In this case, generally when we get this type of a request from them it’s because they are having trouble getting a place to park the trailer. However, as you see in the photograph there is a high demand for on-street parking, but as I said the parking demand goes away early in the afternoon and they deliver the trailers to their sites in the evenings, generally after school is out, so they have not had any problem dropping the trailer off. In our opinion to limit the time would actually force this demand into other areas similar to what we were talking about in the previous item. At this point we would recommend that you deny the request. Commissioner Pyne – Have we replied to Ms. Via regarding the trailer and that we can’t put up a special sign for an entity such as this trailer? Dave Allenbach, Transportation Analyst – I actually did speak with her previously, she had an item a month or two ago on Virage St. and I informed her that we could not post a sign giving her an exemption for any parking restrictions. Chairman Beil – Did Fletcher Elementary School give any input to this request? Dave Allenbach, Transportation Analyst – Actually we have a request coming to you to do some parking restriction in the area. We have parents that drop their children off on the north side of the street. There is a crosswalk at American Way with a crossing guard, we will be evaluating that, however at this point we are a little reluctant to put in any more parking restrictions in the area. On the south side of the street in back of Fletcher Elementary School there is a fairly large residential community, right now the employees from the area utilize industrial streets. Putting in additional parking restrictions may force those people into the residential community, which we are going to try to avoid. Chairman Beil – Can we expect any legal issues for that type of denial as long as we have cause documented on what we feel is safer on a ADA type request? Wayne Winthers, Asst. City Attorney – No, I don’t believe there’s any problem with that. Commissioner Pyne – Are any other residences on Batavia St. offered the 25 ft. of red curb on their driveway? Dave Allenbach, Transportation Analyst – We have red curb in the area, we do these on a per request basis. Certainly if the other residents in the area would experience a similar problem they would submit a request similar to the proponent and we would take that to you at the appropriate time. We’re reluctant to remove on-street parking unless we feel there is some kind of a safety issue either generated by a request that there is a safety issue we are made aware of. Chairman Beil – We did have one red curb request on Batavia St. closer to Chapman Ave. by the residents next door to the Edison sub-station about a year ago. Dave Allenbach, Transportation Analyst – That’s correct. The Edison sub-station is just a little bit south of this area and on the opposite side of the street. There is also red curb just to the north at the intersection of Batavia St. and Sycamore Ave., but there is red curb there for intersection sight distance, so we have red curb in the area. Commissioner Pyne – Is this a private fence? Dave Allenbach, Transportation Analyst – Yes it is on private property. City Attorney – It is my understanding that the request is not coming in because of the disability in the sense that the individual is not able to get into their car when they park in their driveway like we usually have, it’s there because they have concerns when trying to pull out of the driveway which is unrelated to their disability. Whether they had a disability or not they would have the same issue of getting in and out of the driveway. Commissioner Pyne – If they modified their fence would it not give them a better sight distance since they’ve opted to enclose themselves in the area. Chairman Beil – What’s the height of the fence? Dave Allenbach, Transportation Analyst – The fence is about 4 ft. high. If you’re in a vehicle you can see over the top of it. The gate, I believe, is electrified so that it slides automatically by a remote control. There are a number of houses up and down this side of the street that do have fences, they have fenced off their front yard and their driveways as well. Commissioner Pyne – Of those, have they requested red curb as well? Dave Allenbach, Transportation Analyst – No. ACTION: 1. Denied the installation of a handicapped parking space. 2. November ‘07 [N:/Traffic/CTC/2007 Minutes] Printed on Recycled Paper Minutes of a Regular Meeting – City Traffic Commission – November 14, 2007 Pg. 10 Commissioner King – It’s my luck to go through that intersection between 7:30- 8:00 a.m. and I can verify that Dave is correct, it is a huge mess, there are people lined up all the way back to the STOP sign going south trying to turn left. Some of them give up and then go south mostly they wait it out and turn left, it’s a huge traffic problem all around that school and even at LaVeta School which is right around the corner so whatever you can do to relieve that would be a good thing. I’m amazed there have been no rear-end accidents at this location. Commissioner Pyne – I think the mitigating factor is that those who requested this have rescinded their request. My recommendation would be that we put this on hold until next month and re-contact to see if we can get some official documentation from them that she no longer wants this anymore. Dave Allenbach, Transportation Analyst – She did send a letter. We notified her of the Traffic Commission meeting and her letter indicates this is not what she requested, although the way I read the e-mail of her initial request and that was exactly what she was requesting. She has over 790 students and because they are a magnet school most of the students are transported by their parents, and she feels this would cause an unfair hardship for those parents who must make a left- turn into the lot. From our perspective, at this point, we do not have a documented accident problem, we’ve had one reported accident at the intersection in the last 3-year period and it was a right angle accident. The type of accident we would expect due to this queuing would be a rear-end type. In one respect we can go ahead and do this, it would most likely make the intersection a little more efficient, at some point in time this location may be signalized and when it does having somebody making a left turn 100 ft. south of Palmyra would definitely would cause us concerns with efficiency but also safety concerns with regard to that. At this point we would probably spend $6,000 better elsewhere if you so desire. Request for the installation of speed humps on Shaffer St. between Meats Ave. and Vista Del Gaviota Ave. for a three-month trial period. Tom Saenz 2137 N. Shaffer St. Orange CA 92865 The oral presentation is based on the written staff report; please refer to your copy. Chairman Beil opened the public hearing for the following discussion: Chairman Beil – The staff report says the ADT is 727 vehicles. The RNTMP has ADT requirements of 2,500 vehicles (the old one), I remember that number changed the speed humps approved just barely made it under that ADT. Dave Allenbach, Transportation Analyst – We talking about 2 separate ADT’s. The 2,500 is actually the minimum ADT we would use for a request for turn diverters. Whereas we are not diverting traffic with the installation of a speed hump the traffic volume for that particular request is lower, and it is 700 vehicles a day. That’s our threshold, we changed it in 2006, prior to that we did not have a vehicular volume attached to a request of speed attenuation devices. Chairman Beil – So it makes it makes the threshold 700. Commissioner King – What is the cost of these speed humps. Dave Allenbach, Transportation Analyst – Our total cost for their installation is about $5,000.00. Chairman Beil – Should we approve these, and I see you have a copy of the Detail for the speed hump. Interestingly the pictures included in the staff report are from the speed humps installed on Fairway Dr., and these were some of the earlier humps installed using a mold and they still have that little vertical lip on the bottom that is the car shaker. If we approve these I want to be sure we don’t put that vertical lip in there and that we somehow blend those in. Dave Allenbach, Transportation Analyst – This was a concern with the speed humps that were installed on Heim Ave. and we had the crew grind those down and feathered them into the pavement. The mold they are using has a lip. Carolyn Boyle, 2123 N. Shaffer St. – In favor. I believe the speed humps would help immensely; we have so many cars coming at a very dangerous rate of speed. The turn off from either Meats or Orange-Olive and they use our street like a detour. I think these would be a big deterrent, we have a lot of racing, a lot of big trucks using the street and I appreciate it if you approve the request. We’ve noticed an increase of traffic, volume, speed and we already have speed humps on Shaffer south of Meats so this would be a continuation of that, and I think it would help a lot. As we canvassed the neighborhood we found good support for speed humps, people were complaining that speeding motorists have killed some of their pets. Chairman Beil closed the public hearing and returned the item to the Commission for further discussion and a motion: Chairman Beil – Were the exact locations of the speed hump installations provided to the residents so someone isn’t going to freak out about it, even though they support them? Dave Allenbach, Transportation Analyst – The petition package includes the petition, a detail showing what the speed hump looks like, and there is also an aerial photo listing addresses and we mark the photo showing where the installations would go, and we ask the person circulating the petition to show all this to their neighbors as they discuss the item. One of the residents who signed were ultimately counted as opposed because they had noted they would be in favor of 2 speed humps but not 4, although it distinctly says on the petition form that the location of the speed humps is not negotiable. We do our best to locate them on a property line wherever we can, as far away from driveways as we can. We can’t always do that, in this case I think we were fairly successful in accomplishing that. Vice Chairman Lall – Seeing they have been able to get 80% of the neighborhood in favor of this is pretty impressive, and it seems it is the mandate of the community that these speed humps go in. ACTION: Approved the installation of speed humps on Shaffer St. between Meats Ave. and Vista Del Gaviota Ave. for a 3-month trial period. MOTION: N. Lall SECOND: L. Request to adopt a new speed zone on Manchester Place between Chapman Ave. and the north city limits. Chairman Beil opened the public hearing for the following discussion: Chairman Beil – Is the signalized intersection operational? Dave Allenbach, Transportation Analyst – We intend on energizing that signal within the next 30 days. Amir Farahani, Acting City Traffic Engineer – The traffic signal will be installed on November 26th, and that’s when it’s scheduled for turn-on. The foundation, conduit and poles have been installed we just waiting for the contractor to turn the signal on. Chairman Beil – I know that will help coming out of Best Buy there on Compton, the cup handle or whatever you call it. The cars coming down one-way down Manchester are coming pretty fast through there. Vice Chairman Lall – What is the current speed limit on that section of roadway? Dave Allenbach, Transportation Analyst – Currently it’s un-posted. It would be a prima facie of 55 MPH. It was not documented here, but I believe there was one accident that occurred last summer when a southbound motorist on Manchester left the road just north of the Best Buy area and knocked out one of our street lights. Vice Chairman Lall – So even though it’s not posted the prima facie is 55 MPH and the 85th percentile is 41.5 MPH. Dave Allenbach, Transportation Analyst – The State has two authorized prima facie speed limits. One is 25 MPH pertaining to residential areas and school zones; the other would be the State speed limit, which pertains to most highways. Local jurisdictions are permitted to either upgrade from 25 MPH or downgrade from 55 MPH where appropriate, providing that an engineering and traffic survey had been done, a recommendation has been made and the particular segment being evaluated gets adopted by a local municipal code. Once that’s done the police can enforce it, but until we actually get the speed limit adopted then it would be considered a 55 MPH zone. They contacted us three weeks ago, they are planning on going to their Traffic Commission and the person I spoke indicated they hadn’t made a formal recommendation yet but they were planning on recommending a speed limit of 35-40 MPH. Our recommendation should go nicely with their proposal. ACTION: Approved the adoption of a 40 MPH speed zone on Manchester Pl. between Chapman Ave. and the north city limits. MOTION: W.
