B. Request for “2-HOUR” time limit parking on Sycamore Ave. and Olive
St. in front of the Korean Baptist Church.

Sycamore Ave. and 70 ft. of green curb on Olive St. in

C. Request for “NO STOPPING ANYTIME” restriction in the cul-de-sac at
the southerly end of the 100 block of N. Center St. adjacent to the Library.

restrictions for the cul-de-sac on the 100 block of N. Center St.
There were no speakers from the audience and no discussion of any

IV. CONSIDERATION ITEMS
1. Request for a “LOADING” zone on Grand St. in front of the First
Presbyterian Church of Orange.

ACTION: 1) Approved the installation of 22 ft. of yellow curb
adjacent to 146 N. Grand St.
2) Approved the installation of 60 ft. of red curb adjacent to
the pedestrian access ramp on Grand St. located 200 ft. south of
Maple Ave.

2. Request for the implementation of a written policy regulating the
installation of illuminated radar speed signs.

refer to your copy. Chairman Beil opened the public hearing for the
following discussion:
Chairman Beil – Does this policy go to Council for approval?
Dave Allenbach, Transportation Analyst – It’s my understanding that it does not
have to go to Council, this is an in-house policy. We wanted some documentation
because when we get requests from residents we can tell them why we are going
to put a sign in the area, or why we can’t.
Chairman Beil – I guess the Council would have the ability to override the policy
on their vote, I guess that can happen.

Wayne Winthers, Asst. City Attorney – Of course the Council can override pretty
much anything you set up. If they decide they wanted it somewhere, an item
could be appealed to the Council. I think what would happen is if someone came
here for a sign and it was denied then that could be appealed to the Council, and
they might be able to get it through that route.
Chairman Beil – That’s what I’m wondering if we should call this a policy or
guidelines.
Wayne Winthers, Asst. City Attorney –I don’t think is really binding either way, I
think you’re right that if the department wanted to override it they could in
certain situations, they would be binding either way. It gives them the
opportunity to tell the public why we don’t think it should go on your street, and
this is the direction we are getting from the Commission.
Chairman Beil – Is there any input from the Police Dept., how do you guys like
these signs so far?
Sgt. Dan Adams – We absolutely like them. I think it’s a great tool, these are
even a greater tool than the trailer we currently have, because they can store data
and allow us to identify good times for enforcement.
Chairman Beil closed the public hearing and returned the item to the
Commission for a motion.
ACTION: Approved the policy as written.

3. Request for the installation of an additional “1-HOUR” time limit
parking space on Walnut Ave. adjacent to 505 N. Glassell St., and the
installation of two “1-HOUR” time limit parking spaces in front of 513 N.

Mike Coakley, 513 N. Glassell St. – We are opening the new Chapman Coffee
House on this corner and we hope to get a lot of brief visitors coming in, we are
relying on foot traffic that exists there already. I thank you for recommending the
replacement of 20 ft. of parking. We do feel strongly about having that parking
space on the Glassell frontage returned, I understand the opposition for people
backing out, I don’t know why that would be any different than anyone coming
out of their driveway on Glassell St. We have quite a need for any temporary
parking as this is the first substantial business located at this corner for quite
some time, if ever. There was a green zone there before and I propose it be put
back.
Commissioner Pyne – On this matter I side with the proponent in the fact that
this is a coffee shop and people are going to be stopping in, having a couple of
spaces in front would certainly be an advantage to his business. Do we have any
statistics or anything showing a past accident picture with people backing out of
the driveways at this location? I understand your concern because right now it’s
a chiropractic office but I’m not sure how busy that driveway would be, if it would
be enough to facilitate making an issue for a new business moving in right there.
Dave Allenbach, Transportation Analyst – I don’t have any information at this
particular area. There has been several accidents up and down the street, and the
area where we allow parking is heavily parked during the day. If the Commission
is leaning toward allowing an on-street parking space, I would suggest perhaps
only one space, and that it be time limit parking. The one thing to keep in mind
is that 1-HOUR parking is available during business hours; at night anybody can
park there all night long. I would assume the chiropractic office is going to be
closed during those times, but there is another house at 513 N. Glassell St., and
I’m not sure if that’s going to be a residence or another business, with traffic
coming in and out during the evening. They are also closer to Glassell St.,
however, their line-of-sight would be less acute because there is red curb south of
the bus stop.
Chairman Beil – Even on the slot, 34 ft. of green, that’s one car?
Dave Allenbach, Transportation Analyst – No the total area is 34 ft. long, our end
stalls on a public street are about 18 ft., so you could basically fit 2 cars in that
spot, but they would be right up to both drive approaches. I propose you allow
only one parking space in the middle of that 34 ft. area, and that would allow us a
few feet of red curb on either side. This would make a better turning radius for
people going in and out of that driveway, and give them some sight distance when
they’re backing out.

ACTION: 1) Aproved adding one space of “1-HOUR” on-street
parking on Glassell St. allowing for appropriate red
curbs on either side of that space.
2) Approved the installation of an additional “1-HOUR”
time limit parking space on Walnut Ave. adjacent to
this new business.
Chairman Beil – Regarding the Walnut Ave. green zone, 34 ft. you could probably
get two cars in there. You also mentioned that at night it’s no longer a time limit
parking zone, is this in a permit parking area?
Dave Allenbach, Transportation Analyst – There is a permit area easterly along
Orange St. and Grand St. adjacent to the Chapman Dorms, but the area adjacent
to the coffee house itself would not come under the permit area, as they are a
commercial use they are not allowed permits. In the evening, after business
hours, this becomes an open area. Also, keep in mind that it’s still a public street
and the only thing we have done is limit the amount of time one can park in these
areas, and anybody, college students or coffee house patrons are allowed to park
there.
Chairman Beil – What time are the green zones in effect?
Dave Allenbach, Transportation Analyst – I believe it’s 7 am to 6 pm, Monday
through Saturday.
Chairman Beil – So at 6 pm the student who drives in and gets the green spot at
5:55 or 5:30 pm even and gets the cup of coffee, can park there up until he leaves
class at 10:00 pm?
Dave Allenbach, Transportaton Analyst – That’s right.
Chairman Beil – I just want to make it clear that’s one of the realities of what will
happen, because it’s also not part of the permit parking area.

4. Request for the installation of additional red curb markings on the north
side of Meats Ave. on both sides of Pine St.

following discussion:
Norene Gill, 802 E. Burton Ave. – I would appreciate it you would approve the
red curb. You can’t see oncoming traffic to the right when you come out.
Maria Pate, 806 E. Burton Ave. – To get out of the intersection in either direction
it’s really difficult to see because on many days there are SUVs parked there and
it’s dangerous trying to get out. You really have to pull out into the intersection
into a lane of traffic to see any oncoming traffic.
Chairman Beil closed the public hearing and returned the item to the
Commission for further discussion and/or a motion:
ACTION: Approved the installation of 45 ft. of red curb on both
sides of Pine St. at Meats Ave.

VI. ADJOURNMENT
After discussion of today’s Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic Commission.
The next meeting of the City Traffic Commission is scheduled:
