IV. CONSIDERATION ITEMS
1. Request for the installation of red curb markings and/or STOP
control device at the intersection of Harwood St. and Trenton Ave.

copy. Chairman Beil opened the public hearing for the following discussion of
this request.
Chairman Beil – Do you have any pictures of the house on the north side of
Trenton Ave. that has all the vehicles?
Dave Allenbach, Transportation Analyst – No I don’t.
Chairman Beil – Going out and looking at this location a few of times a few
different days, I know the neighborhood problem just by going out there and
seeing what’s happening. There is a house with many, many people living in it
and that house has most of the vehicles parked in front of it and directly across
the street between Harwood and Pine St. It actually has vehicles parked on the
front grass of the residence which I don’t believe is allowable in the City per Code.
Be sure to call the Code Enforcement hotline, I think a lot can be done through
that avenue as far as what I see happening in that neighborhood at that one
residence. It looks like multiple families are packed into that house and are
parking vehicles on the grass all over the place.
Joanna Maxwell, 1486 N. Harwood St. – (Southwest corner) Ms. Maxwell is
opposed to the request based on probable noise and air pollution, and loss of on -
street parking in proximity to her home. There are a lot of people that speed up
and down Trenton but as you say we don’t have the volume that requires a STOP
sign. I’m opposed to it as it would be in front of my house and I like your
suggestion about calling another agency about the number of cars across the
street on Trenton Ave. There are 6 cul-de-sacs that run south of Trenton Ave. in
this tract and we don’t have any more traffic than any of the others so I don’t see
the need for the sign.
Chairman Beil – The proponent’s letter asking for this has a little diagram and
the streets are labeled Pine, Harwood, Cleveland and Grand, they forgot Shaffer
St. I believe that little STOP sign on their diagram is actually on the corner of
Shaffer and Trenton and when I went out looking at it there is no red curb there,
it looks like there used to be but its faded away and gone.

Dave Allenbach – While there is an “All-Way’ STOP at Shaffer and Trenton, there
is a “1-Way” STOP at Grand St. and Trenton Ave., the difference between the two
locations however, is that Grant is at the west end of the neighborhood and it is
adjacent to two rather large apartment complexes, I believe that STOP was
approved about 10-12 years ago. In that case there was an on-going problem with
parking demand on that end of the street and residents, primarily from the
apartments, were parking up to and even into the curb returns, making it difficult
to see as you were exiting out of Grand St. The “All -Way” STOP at Shaffer St. has
been there some time and the red curb may be faded, I don’t know what our
maintenance schedule is like, generally on residential streets they rely on
residents to call and advise us the paint has faded and then we’ll go out and
repaint it.
Chairman Beil closed the public hearing and returned the item to the
Commission for further discussion and a motion.

opened the public hearing for the following discussion.
Chairman Beil – Does anyone know who that red car belongs to that is always
parked in front of her house?
Dave Allenbach, Transportation Analyst – No sir. Most likely it belongs to
someone in the neighborhood but we don’t know precisely where.
Commissioner King – I don’t remember seeing the red car.
Chairman Beil – The proponent is that house.

Commissioner Dick – As a point of information, if someone can help me on this,
what responsibilities , if any, do we have regarding providing access to the
mailbox for mail carriers? As I see this, if this were being done by one of those
carriers in a motorized vehicle they’re not going to be able to pull up, deliver the
mail and move on. The will can get out and walk around and drop the mail in the
recipient’s box, is that an issue that we have any liability or responsibility toward?
Dave Allenbach, Transportation Analyst – As far as I know the City does not have
any responsibility toward that, it’s generally done between the homeowner and
the mail service. As long as the vehicle itself is not directly in front of the mailbox
the mail carrier, if they are driving they will be able to lean out or get out and
walk straight to the mailbox and deliver the mail. Where we’ve had problems or
complaints in the past is when vehicles are consistently parked where they are
actually blocking the mailbox and that causes a problem. Generally the Post
Office sends the homeowner a letter advising them to pick up their mail at the
Post Office until this is rectified.
Commissioner Dick – If this is the case here the homeowner would have no
recourse, is that accurate? There’s no curbing stripe there. So if that vehicle were
5 ft. further to the left in this photograph, would that be blocking the mailbox?
Dave Allenbach, Transportation Analyst – Yes it would.
Commissioner Dick – And so then someone else would have had the opportunity
to make this homeowner travel to the Post Office to pick up their mail?
Dave Allenbach, Transportation Analyst – Yes, that is correct.
Chairman Beil – That’s probably why we don’t’ have too many curbside
mailboxes in Orange other that in the eastern areas.
Commissioner King – That whole area has curbside mailboxes.
Chairman Beil – It’s probably because it was part of the County.
Commissioner King – Yes absolutely until about 5 years ago.
Wayne Winthers, Assistant City Attorney – You would probably have a request
coming from that homeowner saying can I get some red curb in front of mailbox
because the Post Office won’t deliver it anymore. Then you would get to con sider
it.

End of Consideration Items
V. ADMINISTRATIVE REPORTS
We had requested earlier to bring back information on ethics training.
Amir Farahani, City Traffic Engineer – I have a short report from last night’s
Council meeting. We had an appeal for the handicapped parking space at 916 N.
Laurel Dr. Both the proponent and appellant attended the meeting and both
were given a chance to present their case, after the presentation and a few
questions the Council decided to deny the appeal and uphold the Traffic
Commission’s decision.
Chairman Beil – The comments I’ve heard out of that is we need to make sure
that when items go out the notification is done really well.
Wayne Winthers – I believe Public Works has already addressed that part of the
issue in as far as their guidelines in trying to ensure the investigation and
notification is there for you in the future so we don’t run into the initial problem
here, but they did leave the parking spot on the street.

After discussion of today’s Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
The next meeting of the City Traffic Commission is scheduled:
5:30 P.M.
