Request to reduce the length of red curb on the north side of the Orange St. driveway serving the Pre-School at 146 N. Grand St. Traffic Engineering Division Public Works Department CITY OF ORANGE The oral presentation is based on the written staff report; please refer to your copy. There being no one in the audience to address this issue, following is the discussion by the Commission concerning this request. ACTION: Approved the removal of 30 feet of red curb from the north side of the driveway. MOTION: N. Lall SECOND: W. King Chairman Beil – This section of Grand St., when it has the parallel parking and our tradition of painting the little slash marks delineating the parking along the curb. This section of actually has some little red pieces in between the parking spots that are delineated. Dave Allenbach, Transportation Analyst – Our recommendation includes removing that little red spot that goes between the parking stalls. It goes from the end of where the old parking stall was up to the back end of this car. Th ere was about 2 ft. of red curb that we would take out. Chairman Beil – There is another spot of red curb a little further south on Maple Ave., it’s about 2-3 ft. long Dave Allenbach, Transportation Analyst – We’ve been letting those fade out. It is cheaper for us to let them fade out. Request for the installation of protected left-turn phasing at the intersection of Hewes St. at Chapman Ave. Regina Somboonsiri 18682 E. Pearl Ave., #B Orange CA 92869 The oral presentation is based on the written staff report; please refer to your copy. There being no one in the audience to address this issue, following is the discussion by the Commission concerning this request. Chairman Beil – On the southbound Hewes St. left-turn numbers, interestingly it is fairly high in the A.M. peak. What do you believe that is indicative of? Is that a traffic pattern of A.M. commutes avoiding the SR-55 Fwy. and heading up Chapman Ave. to either Jamboree or the Toll Road? Dave Allenbach, Transportation Analyst – It could be that, or El Modena High School isn’t too far away, there’s also a school attached to La Pur isma Catholic Church just to the north of the study area, and this could be parents dropping their kids off and returning home or continuing on to business. While there is a heavy left-turn move in the area there are also rather substantial pedestrian crossings on all four legs of the intersection. I think this is holding up the left - turn move long enough so the corresponding through move, or the conflicting through move actually has a change to clear out. Once the pedestrians have cleared the intersections then the left-turn vehicles actually can go. I suspect that if there hadn’t been much pedestrian traffic in the area, there actually might have been a higher amount of delay for both left-turn lanes. Chairman Beil – Those points you just made on the pedestrians are exactly what I have witnessed while driving it and observing the operations. Pedestrians are probably the biggest impact on left-turn and all turn moves right now. There being no further discussion Chairman Beil closed the public hearing and returned the item to the Commission for final deliberations and a motion. ACTION: Denied the request. MOTION: J. Request for installation of red curb markings on the east side of Philo Ave. at Hewes St. Barry Slate 4543 E. Philo Ave. Orange CA 92866 Dave Allenbach, Transportation Analyst - I’d like to make a note in the report on our recommendation there is a typo, it shows we recommend approval of 20 ft. of red curb on either side of the subject intersection. Actually we are recommending approval of 20 ft. of red curb on the south side of the intersection and 35 ft. of red curb on the north side of the intersection. ACTION: Approved the installation of 20 ft. of red curb on the south side and 35 ft. of red curb on the north side of the intersection. MOTION: W. King SECOND: J. ADJOURNMENT After discussion of today’s Agenda the City Traffic Commission meeting was concluded, and as there were no further requests for action under Oral Presentations, the Chairman adjourned this session of the City Traffic Commission.
