Chapman Avenue, Orange, California. 3:00 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Spurgeon, Barrera, Beyer, Coontz, Murphy None 1.1 APPROVALOF MINUTES Regular Meeting - November 23, 1993 MOTION SECOND AYES Barrera Murphy Spurgeon, Barrera, Beyer, Coontz, Murphy ACTION: Approved,2. CONSENT CALENDAR 2, 1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of December 14, 1993, at Orange Civic Center Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2,2 Authorize Chairman and Director of Finance to draw warrants on Agency's Fiscal Agent in payment of demands.ACTION: Approved,2. 3 Request authorization of reallocation offunds from the Rehab Expansion Loan Program to the First Time Homebuyer fund to be used for new loans.FISCAL IMP ACT: Sufficient funds are available for appropriation to Account Number 913-9804-465701-9104 by approval of the Program funding reallocation and appropriation for this purpose,ACTION: Approved,PAGE 1 ORANGE REDEVELOPMENT AGENCY MINUTES December 14, 1993 2. CONSENT CALENDAR (Continued) REMOVED AND HEARD SEP ARATEL Y) 2.4 Award contract to M&T Agra, Inc, to perform soils tests on approximately 20 acres situated at the southwest corner of Chapman Avenue and Yorba Street ($25,000 - Tustin Street Project Area). FISCAL IMPACT: Sufficient funds have been budgeted and are available in Account No, 914-9805- 426700 for this project. The agency members asked the status for this piece of property and has anyone come to a resolution on the stipulation that this property is to be used for recreational purposes only, which is on the title of the property. The Executive Director indicated the deed does have that specific restriction on it. The Director of Public Works reported now is a good time to pursue the opportunity to trade that property with the County for another use eliminating the restriction. MOTION SECOND AYES Coontz Barrera Spurgeon, Barrera, Beyer, Coontz, Murphy ACTION: Approved,2, 5 Request execution of documents for Sign Grant No, 100-1093-001-20021, in an amount not to exceed $8,200,00 to Lenhard P. Preszler, owner of the property under the Tustin Street Loan and Grant Program. FISCAL IMP ACT: Sufficient funds are available for this purpose in Account No. 912- 9803-465802-9100-20021 (Tustin Street Project Area--Loan and Grant Program). No additional appropriation is requested. ORA-0273 A Resolution of the Orange Redevelopment Agency approving a first amendment to Disposition and Development Agreement among the Orange Redevelopment Agency, Sunstream Communities, A Califomia Limited Partnership, and William G. Carlson and Sharon R. Carlson Galleria L'Orange) MOTION SECOND AYES Barrera Spurgeon Spurgeon, Barrera, Beyer, Coontz, Murphy That Resolution No. ORA-0273 as introduced be adopted and same was passed and adopted by the preceding vote.7.2 RESOLUTION NO. ORA- 0274 A Resolution of the Orange Redevelopment Agency confirming and renewing the Mobilehome Park Rental Assistance Program for mobilehome park residents of the City of Orange and making certain findings in connection therewith. RECESS The Orange Redevelopment Agency recessed at 5:00 P.M. to a Closed Session for the following purposes: a. To give instructions to its negotiator in connection with tl1e purchase, sale, exchange or lease ofreal property pursuant to Government Code Section 54956.8. The City Attorney announced the following additions: North side of Fairway Drive, east of Tustin, south of La Veta, owner: RIO. b. To confer with its attorney regarding potential litigation pursuant to Government Code Section 54956.9(b)(1). c. To consider and take possible action upon such other matters as are orally announced by the General Counsel, Executive Director of Agency Members prior to such recess, unless the motion to recess indicates any other matters will not be considered in Closed Session. 10.
