Chapman Avenue, Orange, California. 3:00 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Spurgeon, Barrera, Beyer, Coontz, Murphy None 1.1 APPROVALOF MINUTES Regular Meeting October 12, 1992.MOTION SECOND AYES Barrera Spurgeon Spurgeon, Barrera, Beyer, Coontz, Mruphy ACTION: Approved.2. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn 1. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of October 26, 1993, at Orange Civic Center Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Authorize Chairman and Director of Finance to draw warrants on Agency's Fiscal Agent in payment of demands.ACTION: Approved. 2.3 Confirmation of appointment of William F. REPORTS FROM EXECUTIVE DIRECTOR URGENT ITEM - Arbitrage Settlement to the IRS R3500.0)MOTION SECOND AYES Spurgeon Coontz Spurgeon, Barrera, Beyer, Coontz, Murphy Moved that need to discuss this item arose after the posting of the agenda.The Executive Director brought to the Agency Board member's attention his approval of a 379,600.00 arbitrage which has to be paid to the IRS by November 1, 1993.The Operation's Manager explained the arbitrage process and reported the agency is keeping 2.5 million and returning $390,000. This is done on an annual basis, however, the Executive Director felt the Agency members should be aware of this process.MOTION SECOND AYES Murphy Coontz Spurgeon, Barrera, Beyer, Coontz, Murphy Moved to authorize the Executive Director to sign the agreement.PAGE 2 ORANGE REDEVELOPMENT AGENCY MINUTES October 26, 1993 7. LEGAL AFFAffiS 7.1 RESOLUTION NO. ORA- 0272 A Resolution of the Orange Redevelopment Agency authorizing the execution of a Public Works Cooperation Agreement with the City of Orange relating to public improvements - Finance Building roof in an amount not to exceed $51,000.00. (RA2100.0.Agr.2156) MOTION SECOND AYES Barrera Spurgeon Spurgeon, Barrera, Beyer, Coontz, Murphy That Resolution No. ORA-0272 as introduced be adopted and same was passed and adopted by the preceding vote. 8. ORAL PRESENTATIONS - None 9. RECESS The Orange Redevelopment Agency recessed at 5:30 P.M. to Closed Session for the following purposes:a. To give instructions to its negotiator in connection with the purchase, sale, exchange or lease ofreal property pursuant to Government Code Section 54956.8. The City Attorney added the following: 340 Newport Boulevard, owner, Milt Galbraith and property located at northwest comer of Main and Chapman, owners, Richmond and Garner Trust.b. To confer with its attorney regarding potential litigation pursuant to Government Code Section 54956.9(b)( 1).c.
