The Orange Redevelopment Agency of the City of Orange, California convened on September
28, 1993 at 3:00 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange, California.

meeting of September 28,1993, at Orange Civic Center Main Library, the Police Facility
at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being
in the City of Orange and freely accessible to members of the public at least 72 hours
before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized
its retention as a public record in the Office of the Agency Clerk.2.

Director Coontz reported Redevelopment has indicated with the new Economic Development
Proposals the question of extending redevelopment to East Chapman would bring benefit to all of
the city's commercially zoned properties on the arterials. Infrastructure could be approved, traffic
is extremely heavy, increased revenues would help the City with housing problems in the East
end, and there is an intense need for Fire and Police service.
Bob Bennyhoff, 10642 Morada Dr., asked what are the boundaries, and do you have to be
contiguous, or can you skip? Mr. Bennyhoff commented he did not want to see commercial
between Rancho Santiago and the Canyon View Shopping Center. Also, crime is occurring in the
County area; how will this be resolved?
Steve Soto, Project Manager, responded the idea is preliminary, there are no boundaries. The
contractor will look at the area including the County and report on their findings. The project
area does not have to be contiguous, A shopping center is not proposed because you cannot
incorporate anything that is not blighted at this time.

NOTE: The City Attorney added the following properties: Southeast corner of Main and Chapman,
negotiating with Rich Development and property at 230 S. Main, negotiating with Bill Corwin.
b. To confer with its attorney regarding potential litigation pursuant to Government Code Section
54956.9(b )(1).
c. To consider and take possible action upon such other matters as are orally announced by the
General Counsel, Executive Director or Agency Members prior to such recess, unless the motion to
recess indicates any other matters will not be considered in Closed Session.
